Europe’s defence priorities
Europe’s ability to take greater responsibility for its own security depends on more than defence spending. It also requires deployable forces, effective drone defence, clear command structures and credible deterrence.
Defence spending and readiness. Rising EU defence expenditure and ReArm Europe / Readiness 2030 bring financing and joint procurement to the centre of Europe’s defence preparations. National fiscal measures and SAFE procurement funding serve different roles in this effort.
Personnel and deployment. Europe’s combined military headcount does not translate directly into rapid-deployment capacity. Compensating for a reduced US presence requires forces that can be deployed and sustained, rather than numbers alone.
Drone defence on the eastern flank. The interception of Russian drones over Poland highlights the cost imbalance between relatively inexpensive drones and the missiles and fighter operations used against them. The Baltic drone wall, the European Drone Defence Initiative and Eastern Flank Watch respond to this challenge, with smaller groups of countries helping to test and develop shared solutions.
EU and NATO command structures. The EU’s Military Planning and Conduct Capability (MPCC) and NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) differ in staffing, mission coordination, command responsibilities and their roles in collective defence. These differences matter when assessing Europe’s capacity to act with less US involvement.
The nuclear dimension. France’s dialogue with European partners raises questions about the scope of European nuclear deterrence. National decision-making remains central, while bilateral arrangements have limits as a substitute for the US nuclear umbrella.
