On March 14, 2025, during an interview with AméricaTeVé, an independent Spanish-language TV station based in Miami, Oleksandr Slyvchuk, Coordinator of the Spain and Latin America Cooperation Program, shared his analysis of the ongoing Russia-Ukraine war, focusing on the complexities of peace negotiations and Russia’s diplomatic maneuvers.
Slyvchuk emphasized that Russia’s primary goal is to gain time rather than genuinely pursue peace. He pointed out that Russia has historically used diplomatic negotiations, such as those in Minsk, to prolong the process without yielding results. He further explained that Russia’s recent proposals, including the demand for Ukraine to abandon control over four key territories, demonstrate Moscow’s maximalist approach, designed to extend the war and gain a better bargaining position. Slyvchuk stressed that such demands are unlikely to lead to meaningful dialogue and are intended to buy time for further negotiations.
Slyvchuk also provided insights into the internal dynamics of Russia, explaining that although there is dissatisfaction within the Russian elite, including business figures who have suffered due to the war, the majority of the population remains passive.
