European Pravda published an article by TDC experts on the EU’s new SAFE instrument, allocating €150 billion for joint defence procurement under the ReArm Europe/Readiness 2030 plan.

The piece highlights that SAFE is meant to “reduce fragmentation, cut costs, and improve interoperability across Europe’s defence sector”, while also noting that “Ukraine may participate as a subcontractor if 65% of project value comes from EU/EEA or Ukrainian companies.”

Another key takeaway: “SAFE is designed not only to strengthen the EU’s defence industry but also to incentivize stronger military support for Ukraine.” The article stresses that elements of the “Danish model” — where partners directly fund Ukraine’s defence production and transfer the equipment back — could become a blueprint for Ukraine’s participation.
