TDC and Universidad Finis Terrae Held International Seminar “Ukraine: The War That Has Transformed Europe”

On October 6, the Transatlantic Dialogue Center (TDC) and the Observatorio de Asuntos Internacionales of the School of Journalism and Communication at Universidad Finis Terrae held an international seminar in Cile, “Ukraine: The War That Has Transformed Europe” (“Ucrania: la guerra que ha transformado Europa”).

The seminar brought together Ukrainian and Chilean experts to discuss how Russia’s war against Ukraine is transforming Europe’s security environment, reshaping the strategic importance of different regions, and influencing the future European order.

The event was opened by Alberto Pedro López-Hermida Russo, Director of the School of Journalism and Communication at Universidad Finis Terraee Yurii Diudin, Ambassador of Ukraine to Chile.

The first panel, “The New Strategic Frontiers of Europe,” focused on how the full-scale war has changed the security role of the Baltic region and the nature of interaction between Russia and NATO. Participants also discussed the Belarusian factor in the war against Ukraine and its significance for broader regional security. The panel featured Alberto Rojas, Director of the Observatorio de Asuntos Internacionalese Oleksandr Slyvchuk, Coordinator of the Spain and Latin America Cooperation Program at TDC. The discussion was moderated by Dr. Paz Crisóstomo, academic and researcher at the School of Journalism and Communication at Universidad Finis Terrae.

The second panel, “Europe After the War,” addressed what Europe could look like after the war and what challenges Ukraine faces in the process of recovery. The discussion focused on Ukraine’s reconstruction, its key priorities, and the role of international partnerships in supporting this process. At the same time, speakers examined the broader question of a new European security architecture and the changes caused by Russia’s war against Ukraine. The panel featured Alina Rohach, Project Manager of the Spain and Latin America Cooperation Program at TDCe Luis Lira, academic and researcher at Universidad Finis Terrae. The discussion was also moderated by Dr. Paz Crisóstomo.

Participants had the opportunity to ask questions to Ukrainian and Chilean experts, making the seminar a platform for dialogue between expert and academic communities from both countries. The discussion highlighted Russia’s war against Ukraine as a factor that is already changing Europe’s strategic landscape and will continue shaping approaches to security and development in the years ahead.

The seminar was held as part of the cooperation between TDC and Universidad Finis Terrae, formalized through a Memorandum of Understanding. This partnership is important for strengthening Ukrainian–Latin American expert dialogue, expanding academic cooperation, and bringing Ukrainian perspectives on European security to audiences in Chile and the wider region.
