TDC in Mexico City: Meeting with Kenia López Rabadán on Peace Prospects and Humanitarian Priorities in Ukraine

On 2 March 2026, as part of an advocacy visit to Mexico taking place from 2 to 10 March, a delegation of experts from the Transatlantic Dialogue Center (TDC) and the International Renaissance Foundation (IRF) held a working meeting at the Chamber of Deputies with legislator Kenia López Rabadán. The meeting aimed to share evidence-based information and strengthen structured dialogue with Mexican political and social actors on humanitarian issues linked to the situation in Ukraine.

The TDC visit, taking place in Mexico City and Puebla, is designed to foster a two-way exchange of perspectives, identify avenues for academic and institutional cooperation, and explore mechanisms for sustained medium- and long-term engagement with Mexican counterparts.

During the meeting, the participants exchanged reflections and data on humanitarian issues of particular sensitivity, with an emphasis on human rights and child protection. The discussion focused on:

  • civil society perspectives on peace prospects and the humanitarian conditions required for any peace-oriented process, including the impact of the war and Russian occupation on daily life and civilian rights in affected territories;  
  • childhood protection challenges, including the illegal deportation of more than 20,000 children to Russian territory, and the urgency of mechanisms for identification, protection, family reunification, and safe return, as international verification continues;  
  • detained civilians and missing persons, including estimates regarding individuals whose whereabouts remain unknown in temporarily occupied territories and data indicating that at least 16,000 civilians have been illegally detained by Russian authorities, according to the Ukrainian Ombudsman;  
  • the humanitarian consequences of attacks on critical infrastructure, particularly in the energy sector — with analysis by DIXI Group noting that since February 2022, at least 64 massive attacks on energy infrastructure have been recorded using drones and missiles, directly affecting civilian access to electricity and heating, especially during winter.
