clear evidence of Russia&#8217;s id=\"h-why-is-the-topic-of-russian-disinformation-important-in-germany\"><strong>\u4e3a\u4ec0\u4e48\u4fc4\u7f57\u65af\u865a\u5047\u4fe1\u606f\u5728\u5fb7\u56fd\u662f\u4e00\u4e2a\u91cd\u8981\u8bae\u9898\uff1f<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u4fe1\u606f\u662f\u4e00\u79cd\u6b66\u5668\u3002 <\/strong>And Russia knows this well. In February 2013, General Valery Gerasimov, Chief of the Russian General Staff, published a short piece on &#8216;the value of science in forecasting,&#8217; in which he outlined the contours of future warfare. He inaugurated the following ideas: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u519b\u4e8b\u4e0e\u6c11\u7528\u9886\u57df\u4e4b\u95f4\u7684\u754c\u9650\u5c06\u53d8\u5f97\u66f4\u52a0\u6a21\u7cca\u3002<\/li>\n\n\n\n<li>\u6218\u6597\u5c06\u4e0d\u4ec5\u53d1\u751f\u5728\u5b9e\u4f53\u7a7a\u95f4\uff0c\u4e5f\u4f1a\u53d1\u751f\u5728\u4fe1\u606f\u7a7a\u95f4\u3002<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u4fc4\u7f57\u65af\u57282008\u5e74\u5165\u4fb5\u683c\u9c81\u5409\u4e9a\u540e\u9996\u6b21\u4f7f\u7528\u6df7\u5408\u6218\u4e89\u6218\u672f\uff1b\u610f\u8bc6\u5230\u8fd9\u79cd\u6218\u672f\u7684\u6210\u6548\u540e\uff0c\u5b83\u8fdb\u4e00\u6b65\u52a0\u5927\u4e86\u5ba3\u4f20\u673a\u5668\u7684\u8fd0\u8f6c\u30022014\u5e74\u541e\u5e76\u514b\u91cc\u7c73\u4e9a\u3001\u987f\u5df4\u65af\u6218\u4e89\u5f00\u59cb\u671f\u95f4\uff0c\u8fd9\u4e00\u505a\u6cd5\u8fbe\u5230\u9876\u5cf0\u3002\u5360\u9886\u8fc7\u7a0b\u4e2d\u76f8\u5bf9\u5c11\u89c1\u7684\u6d41\u8840\u4e8b\u4ef6\uff0c\u52a0\u4e0a\u94fa\u5929\u76d6\u5730\u7684\u865a\u5047\u4fe1\u606f\uff0c\u5bfc\u81f4\u5373\u4f7f\u5230\u4eca\u5929\uff0c\u5fb7\u56fd\u4eba\u5bf9\u8fd9\u4e9b\u4e8b\u4ef6\u7684\u7406\u89e3\u4ecd\u7136\u626d\u66f2\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u5728\u6b64\u80cc\u666f\u4e0b\uff0c2015\u5e7410\u6708\uff0c\u5317\u7ea6\u8bae\u4f1a\u5927\u4f1a\u53d1\u5e03\u7684\u4e00\u4efd\u7efc\u5408\u62a5\u544a\u5c06\u4fc4\u7f57\u65af\u7684 <strong>&#8216;hybrid warfare&#8217;<\/strong> as a &#8216;new strategic challenge&#8217; study, almost one in five Germans believed that NATO provoked Russia for so long that Russia had to start a war (19%). The most worrying trend is that since April 2022, the support for pro-Russian statements has been gradually increasing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u8fd9\u4e00\u5207\u90fd\u8bc1\u5b9e\uff0c\u4fc4\u7f57\u65af\u865a\u5047\u4fe1\u606f\u5728\u5fb7\u56fd\u6784\u6210\u5c16\u9510\u95ee\u9898\u3002\u672c\u6587\u5c06\u5c1d\u8bd5\u89e3\u91ca\u5176\u8fd0\u4f5c\u65b9\u5f0f\u3001\u4eba\u4eec\u4e3a\u4f55\u76f8\u4fe1\u5b83\uff0c\u4ee5\u53ca\u5982\u4f55\u5728\u5fb7\u56fd\u7684\u73b0\u5b9e\u6761\u4ef6\u4e0b\u4e0e\u4e4b\u6597\u4e89\u3002\u8fd9\u4e00\u70b9\u5c24\u4e3a\u91cd\u8981\uff1a\u5bf9\u4e4c\u514b\u5170\u7684\u56e2\u7ed3\u8d8a\u5c11\uff0c\u653f\u6cbb\u4eba\u7269\u5c31\u8d8a\u72b9\u8c6b\u662f\u5426\u52a0\u5927\u652f\u6301\u529b\u5ea6\u3002\u4eba\u4eec\u8d8a\u662f\u6000\u7591\u771f\u76f8\u6240\u5728\uff0c\u5c31\u4f1a\u6709\u8d8a\u6765\u8d8a\u591a\u65e0\u8f9c\u7684\u4e4c\u514b\u5170\u5c45\u6c11\u5931\u53bb\u751f\u547d\u3002<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-why-is-russian-disinformation-so-influential-in-germany-historical-and-cultural-context\"><strong>\u4fc4\u7f57\u65af\u865a\u5047\u4fe1\u606f\u4e3a\u4f55\u5728\u5fb7\u56fd\u5982\u6b64\u6709\u5f71\u54cd\u529b\uff1f\u5386\u53f2\u4e0e\u6587\u5316\u80cc\u666f<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">\u5fb7\u56fd\u7cbe\u82f1\u76f8\u4fe1\uff0c\u6b27\u6d32\u7684\u548c\u5e73\u4e0e\u7a33\u5b9a\u53ea\u80fd\u4e0e\u4fc4\u7f57\u65af\u5171\u540c\u5b9e\u73b0\uff0c\u800c\u4e0d\u80fd\u901a\u8fc7\u5bf9\u6297\u4fc4\u7f57\u65af\u5b9e\u73b0\u3002\u6309\u7167\u8fd9\u4e00\u7406\u5ff5\uff0c\u4fc4\u7f57\u65af\u5e94\u878d\u5165\u6b27\u6d32\uff1b\u5fb7\u56fd\u5219\u628a\u81ea\u5df1\u89c6\u4e3a\u4fc4\u7f57\u65af\u901a\u5f80\u6b27\u6d32\u7684\u6865\u6881\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u6839\u636e\u514b\u5c14\u4f2f\u57fa\u91d1\u4f1a2018\u5e74\u7684\u4e00\u9879\u8c03\u67e5\uff0c17%\u7684\u5fb7\u56fd\u4eba\u8ba4\u4e3a\u4fc4\u7f57\u65af\u662f\u5fb7\u56fd\u6700\u91cd\u8981\u7684\u4f19\u4f34\uff0c\u4ec5\u6b21\u4e8e\u6cd5\u56fd\u548c\u7f8e\u56fd\uff0c\u4f4d\u5217\u7b2c\u4e09\uff1b69%\u7684\u4eba\u5e0c\u671b\u4e0e\u4fc4\u7f57\u65af\u52a0\u5f3a\u5408\u4f5c\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u4ee5\u4e0b\u56e0\u7d20\u5f71\u54cd\u4e86\u8fd9\u4e00\u770b\u6cd5\uff1a<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. \u5386\u53f2\u4e0e\u653f\u6cbb<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, after the Second World War, when the Soviet Union lost more than 26 million people, Germany was left with a &#8220;<strong>\u8d1f\u7f6a\u60c5\u7ed3<\/strong>&#8221; for Russia. For example, Germans frequently see Russia as the only victim of annihilation caused by the war in Central and Eastern Europe. In the same way, they consider Russia to be the only triumphant country. However, the Red Army comprised soldiers from various national backgrounds, and in fact, Poland, Belarus, and Ukraine endured the most extensive destruction and loss of lives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, Germany has been a target of Soviet and later Russian disinformation since the Cold War. In the 1950s, the Soviets tried to raise the threat of a revival of Nazism to encourage support for pro-Soviet parties. And in the 1983 election, Moscow orchestrated what Chancellor Helmut Kohl&#8217;s government called a &#8220;massive propaganda campaign to interfere in West German affairs&#8221; to remove him from power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u4f46\u8f6c\u6298\u70b9\u51fa\u73b0\u572820\u4e16\u7eaa70\u5e74\u4ee3\u521d\uff0c\u897f\u5fb7\u603b\u7406\u7ef4\u5229\u00b7\u52c3\u5170\u7279\u63a8\u51fa\u4e86 <strong>\u4e1c\u65b9\u653f\u7b56\uff08Ostpolitik\uff09<\/strong> in the early 1970s. Since then, close relations with Russia have become a permanent part of German foreign policy. The idea of this policy was the democratization of Russia through its economic integration. Germany believed that by strengthening economic ties between the countries, Moscow would become less aggressive in preserving its profits. However, the principles of positive interdependence simply do not coincide with Russia&#8217;s perception of its interests and the nature of its state system. Therefore, the result was that Germany itself became dependent on Russia, especially on its gas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Germany has become an interesting example of Russia being supported by both right-wing (Alternative f\u00fcr Deutschland) and left-wing (Die Linke) parties. This shows the indifference of the Russian leadership to ideologies since they only understand the concept of &#8220;interests and benefits.&#8221; And it is this approach that leads to great sacrifices because it devalues human life on the way to the goal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2014 and the annexation of Crimea failed to review the legacy of Ostpolitik, but in 2022, Olaf Scholz gave a speech where he announced a plan for a radical break with Germany&#8217;s traditional policy towards Russia. As noted by the Ministry of Defense of the Russian Federation, during the time this settlement was under the control of the Russian Armed Forces, not a single local resident suffered from any violent actions. In other news reports, the footage of the dead people was called staging and claimed that &#8220;bodies are moving.&#8221; Lavrov said that this was a fake attack by the Kyiv authorities, and Lukashenko blamed Great Britain for the provocation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main goal of this &#8220;informational chaos&#8221; is to make us doubt because then we are no longer sure who is right and cannot make decisions to confront injustice, as it becomes unclear who is guilty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian news is a real art of the absurd. As Splidsboel Hansen wrote in his report, &#8220;In the best postmodern tradition, there is no &#8216;objective news&#8217; &#8211; only different, rivaling interpretations which purport to show different aspects of what may be called &#8216;reality.'&#8221; When we read the news that Ukraine breeds combat locusts and sends them to the battlefield or uses birds as biological weapons, it does not mean that we should believe it. But with so many variations of the truth, we get confused and lose the ability to respond effectively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.<\/strong> <strong>\u88ab\u7701\u7565\u7684\u4e8b\u5b9e\u6216\u672a\u88ab\u8bb2\u8ff0\u7684\u6545\u4e8b\u3002<\/strong> For example, when the state-controlled media avoided news about the Russian invasion of Crimea in February 2014. Only when Putin openly admitted that the &#8220;little green men&#8221; were actually Russian troops did journalists begin to write about the topic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.<\/strong> <strong>\u201c\u6b63\u786e\u53d9\u4e8b\u201d\u3002 <\/strong>This means that the news reports true events, but the &#8220;correct opinion&#8221; is imposed on the reader. It may not necessarily contain falsehood, but it is done to form certain political preferences in him. For example, if Russian mass media write about the training of the Armed Forces abroad, they will write that Russia has sent a note to NATO countries regarding the supply of weapons to Ukraine, and the pumping of Ukraine with weapons by the West has a negative effect on Russian-Ukrainian negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. \u65ad\u7ae0\u53d6\u4e49\u3002<\/strong> This method is very common to mislead the reader. class=\"wp-block-paragraph\">Lutz Gullner, head of strategic communications at the European External Action Service (EEAS), warns that &#8220;disinformation is now being spread quite freely through diplomatic channels, such as the accounts of Russian embassies and consulates.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u793e\u4ea4\u7f51\u7edc\u5728\u4f20\u64ad\u9519\u8bef\u4fe1\u606f\u65b9\u9762\u4e5f\u53d1\u6325\u91cd\u8981\u4f5c\u7528\u3002\u7814\u7a76\u53d1\u73b0\uff0c24\u4e2a\u4e0d\u540c\u56fd\u5bb6\u4e2d\u8d85\u8fc750%\u7684\u4e92\u8054\u7f51\u7528\u6237\u5c06\u5176\u4f5c\u4e3a\u65b0\u95fb\u6765\u6e90\u3002<\/p>\n\n\n\n<p \u5e7f\u544a\u7684\u652f\u51fa\u8d85\u8fc7 $100,000\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u6218\u4e89\u4ec5\u7b2c\u4e00\u5468\uff0cTikTok \u4e0a\u6765\u81ea\u4e0d\u540c\u6765\u6e90\u3001\u5e26\u6709 #Russia \u548c #Ukraine \u6807\u7b7e\u7684\u89c6\u9891\u5206\u522b\u83b7\u5f9737.2 billion\u548c8.5 billion\u6b21\u89c2\u770b\u3002\u7f8e\u56fd\u5a92\u4f53\u521d\u521b\u516c\u53f8 NewsGuard \u7684\u4e00\u9879\u7814\u7a76\u8fd8\u663e\u793a\uff0c\u4f8b\u5982\u4e0e Google \u76f8\u6bd4\uff0cTikTok \u641c\u7d22\u66f4\u6709\u53ef\u80fd\u5bfc\u5411\u9519\u8bef\u4fe1\u606f\u3002\u5728\u5bf9\u65f6\u4e8b\u8fdb\u884c\u7684\u9009\u62e9\u6027\u641c\u7d22\u4e2d\uff0c\u8fd120%\u7684\u7ed3\u679c\u5305\u542b\u9519\u8bef\u4fe1\u606f\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And although Germany and Europe actively fight against disinformation, it still has a strong influence and finds various means to affect people\u2019s opinions people. For example, a number of pro-Russian YouTube channels, such as &#8220;InfraRot Medien &#8211; Sicht ins Dunkel&#8221; (InfraRed Media &#8211; Light in the Dark), which belongs to Ivan Rodionov, who worked at the Russian broadcaster RT DE from 2014 until October 2021. Or the blog &#8220;Anti-Spiegel&#8221; by St. Petersburg-based Thomas R\u00f6per or Alina Lipp. Most of them also have Telegram channels, for example, one ruled by Lipp currently has over 182,000 subscribers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u666e\u901a\u8bfb\u8005\u5728\u4f20\u64ad\u9519\u8bef\u4fe1\u606f\u65b9\u9762\u4e5f\u53d1\u6325\u91cd\u8981\u4f5c\u7528\uff0c\u8fd9\u610f\u5473\u7740\u4eba\u4eec\u5e76\u4e0d\u77e5\u9053\u4fe1\u606f\u662f\u865a\u5047\u7684\uff0c\u4fbf\u65e0\u610f\u4e2d\u5c06\u5176\u4f20\u64ad\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u4f46\u5b83\u4e3a\u4f55\u5982\u6b64\u6709\u6548\uff1f<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u4fc4\u7f57\u65af\u865a\u5047\u4fe1\u606f\u7684\u7279\u70b9\u662f<\/strong> its huge volumes, speed of delivery, constant repetition, lack of logic, and indifference to reality and objective truth. Van der Linden, Professor of Social Psychology in Society at the University of Cambridge, extends this to a sense of belonging to a group: &#8220;People also share misinformation because it corresponds to people&#8217;s deep-rooted social, political, religious, spiritual, and other belief systems, and it is a way for people to define their identity in order to express groups, to which they belong to. &#8220;<\/li>\n\n\n\n<li>We strive to be unique. Pia Lamberti, managing director of the Center for Monitoring, Analysis, and Strategy (CeMAS), writes that it makes us feel more informed. And psychologist Roland Imhof also claims that it gives us a sense of &#8220;empowerment and a sense of control.&#8221; That is why RT&#8217;s slogan is &#8220;Question more&#8221;.<\/li>\n\n\n\n<li>Disinformation is often more &#8220;entertaining&#8221; than sometimes &#8220;dry&#8221; facts. This narrative is based on ridiculing institutions and politicians in order to undermine the credibility and reputation of the institution and the individual.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u6218\u4e89\u5f00\u59cb\u540e\uff0c\u514b\u91cc\u59c6\u6797\u5bab\u6700\u79ef\u6781\u63a8\u884c\u4ee5\u4e0b\u53d9\u4e8b\uff1a<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. &#8220;<\/strong><a href=\"https:\/\/ria.ru\/20220425\/rusofobiya-1785415521.html\"><strong>\u6050\u4fc4\u75c7<\/strong><\/a><strong>&#8221; gripped the world.<\/strong> This is a very convenient position: if you do not support the crimes of Russia, you are simply a &#8220;Russophobe&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. \u4e4c\u514b\u5170\u88ab\u7eb3\u7cb9\u63a7\u5236\u3002<\/strong> Zelenskyi turns out to be the new Hitler, the Kyiv regime is a terrorist, and Ukrainians should meet the Russian military &#8220;with bouquets of flowers.&#8221; And what difference does it make that Zelensky is from a Jewish family or that when he ran for office, his main idea was to unify the country, regardless of, for example, the language people speak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Dr. Fishman: \u201cThis propaganda is an attempt to delegitimize Ukraine in the eyes of the Russian public, which considers its war against Nazi Germany its greatest moment, and in the eyes of the Western publics who may not know much about Ukraine except that it&#8217;s next to Russia.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, we see the development of this narrative. At the beginning of the war, Russia called only the government Nazis, and saw Ukrainians as victims, and wanted to &#8220;save&#8221; them. Whereas now, the entire Ukrainian nation has become an enemy, which legitimizes violence against people and murder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while Russia shouts about &#8220;neo-Nazis&#8221; in Ukraine, they do not pay attention to themselves. While the whole world remembers the tragedy of the Second World War and shouts, &#8220;Never again,&#8221; Russians write on their cars, &#8220;We can repeat.&#8221;&nbsp; And when it comes to the danger of nuclear war, Putin says, &#8220;Why do we need such a world if there is no Russia?\u201c. Aleksandr Dugin, one of the main theorists of Russian modern philosophy, publicly encourages the Russian authorities: &#8220;Ukrainians should be killed, killed, killed &#8211; as a professor, I think so.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3. 2022\u5e74\u590f\u5b63\u548c\u521d\u79cb\uff0c <strong>\u80fd\u6e90\u5371\u673a\u53d9\u4e8b<\/strong> caused by the Russian war and its consequences gained considerable popularity in Germany. Across the EU, false and misleading stories related to housing support, easier access to education and health care, and financial assistance provided to refugees from Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A particularly prominent example was the statement by CDU (Christian Democratic Union) leader Friedrich Merz, who spoke of &#8220;welfare tourism&#8221; by Ukrainian refugees in September 2022.
