class=\"wp-block-paragraph\">\u4e2d\u56fd\u4e0e\u53f0\u6e7e\u4e4b\u95f4\u7684\u5bf9\u6297\u5df2\u6301\u7eed\u6570\u5341\u5e74\uff0c\u4e00\u76f4\u662f\u51b3\u5b9a\u4e9a\u592a\u5730\u533a\u529b\u91cf\u5173\u7cfb\u7684\u91cd\u8981\u56e0\u7d20\u4e4b\u4e00\u3002\u5c3d\u7ba1\u53cc\u65b9\u5c1a\u672a\u76f4\u63a5\u5bf9\u5f7c\u6b64\u52a8\u7528\u6b66\u529b\uff0c\u4f46\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u7684\u7acb\u573a\u65e5\u76ca\u5f3a\u786c\uff0c\u5e76\u660e\u786e\u8868\u793a\u4e0d\u613f\u4e3a\u5b9e\u73b0\u4e0e\u53f0\u6e7e\u7edf\u4e00\u800c\u7b49\u5f85\u592a\u4e45\u3002\u9274\u4e8e\u8fd9\u4e9b\u8d8b\u52bf\uff0c\u6c11\u4e3b\u4e16\u754c\u7684\u9886\u5bfc\u4eba\u9700\u8981\u66f4\u65b0\u5176\u5e94\u5bf9\u4e2d\u56fd\u2014\u53f0\u6e7e\u95ee\u9898\u7684\u6218\u7565\u65b9\u9488\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u4e4c\u514b\u5170\u76ee\u524d\u4e5f\u9762\u4e34\u540c\u6837\u7684\u6311\u6218\u3002\u4e4c\u514b\u5170\u4e0e\u53f0\u6e7e\u7684\u5173\u7cfb\u957f\u671f\u4ee5\u6765\u5341\u5206\u6709\u9650\uff0c\u4f462022\u5e74\u7684\u4e8b\u4ef6\u5c55\u73b0\u4e86\u53cc\u8fb9\u5408\u4f5c\u7684\u6f5c\u529b\u3002\u53f0\u6e7e\u6c11\u4f17\u5bf9\u4e4c\u514b\u5170\u4eba\u5728\u6297\u51fb\u5f3a\u5927\u90bb\u56fd\u65f6\u6240\u9762\u4e34\u7684\u56f0\u5883\u611f\u540c\u8eab\u53d7\uff0c\u5e76\u8868\u8fbe\u4e86\u652f\u6301\u3002\u4e0e\u6b64\u540c\u65f6\uff0c\u4e2d\u56fd\u5927\u9646\u5bf9\u4e4c\u514b\u5170\u5c40\u52bf\u91c7\u53d6\u51b7\u6de1\u6001\u5ea6\uff0c\u5b81\u613f\u4fdd\u6301\u4e2d\u7acb\u3002\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u7684\u8fd9\u79cd\u7acb\u573a\uff0c\u4ee5\u53ca\u5176\u663e\u7136\u66f4\u613f\u7ad9\u5728\u83ab\u65af\u79d1\u800c\u975e\u57fa\u8f85\u4e00\u8fb9\u7684\u503e\u5411\uff0c\u964d\u4f4e\u4e86\u4e4c\u514b\u5170\u4eba\u5bf9\u5317\u4eac\u7684\u4fe1\u4efb\uff1b\u4ed6\u4eec\u5f00\u59cb\u66f4\u591a\u5730\u5c06\u4e2d\u56fd\u89c6\u4e3a\u5a01\u80c1\u800c\u975e\u76df\u53cb\u3002\u6839\u636e\u8de8\u5927\u897f\u6d0b\u5bf9\u8bdd\u4e2d\u5fc3\u4e0e Sociological Group Rating \u4e8e2023\u5e746\u6708\u5f00\u5c55\u7684\u8c03\u67e5\uff0c\u8d85\u8fc730%\u7684\u4e4c\u514b\u5170\u4eba\u8ba4\u4e3a\u4e2d\u56fd\u662f\u654c\u5bf9\u6216\u8f83\u4e3a\u654c\u5bf9\u7684\u56fd\u5bb6\uff0c\u800c2021\u5e74\u8fd9\u4e00\u6bd4\u4f8b\u4e0d\u8d85\u8fc710%\u3002\u56e0\u6b64\uff0c\u57fa\u8f85\u662f\u65f6\u5019\u91cd\u65b0\u5ba1\u89c6\u5176\u4e0e\u4e2d\u56fd\u548c\u53f0\u6e7e\u7684\u73b0\u6709\u5173\u7cfb\uff0c\u5e76\u8003\u8651\u4e0e\u53f0\u5317\u5f00\u5c55\u66f4\u79ef\u6781\u7684\u4e92\u52a8\u3002\u6b63\u56e0\u5982\u6b64\uff0c\u672c\u6587\u5c06\u8ba8\u8bba\u53d1\u5c55\u66f4\u7d27\u5bc6\u7684\u4e4c\u514b\u5170\u2014\u53f0\u6e7e\u5173\u7cfb\u7684\u524d\u666f\uff0c\u4ee5\u53ca\u5176\u4ed6\u56fd\u5bb6\u4e0e\u53f0\u5317\u5408\u4f5c\u7684\u7ecf\u9a8c\u3002<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-taiwan-as-a-military-and-economic-power\"><strong>\u4f5c\u4e3a\u519b\u4e8b\u4e0e\u7ecf\u6d4e\u529b\u91cf\u7684\u53f0\u6e7e<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">\u4e2d\u534e\u6c11\u56fd\uff08ROC\uff09\uff0c\u6216\u7b80\u79f0\u53f0\u6e7e\uff0c\u6570\u5341\u5e74\u6765\u4e00\u76f4\u5728\u5730\u7f18\u653f\u6cbb\u548c\u4e16\u754c\u7ecf\u6d4e\u53d1\u5c55\u4e2d\u53d1\u6325\u91cd\u8981\u4f5c\u7528\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u53f0\u6e7e\u4f4d\u4e8e\u592a\u5e73\u6d0b\u6240\u8c13\u7684\u7b2c\u4e00\u5c9b\u94fe\uff0c\u5177\u6709\u904f\u5236\u4e2d\u56fd\u7684\u6218\u7565\u4f5c\u7528\u3002\u82e5\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u63a7\u5236\u8be5\u5c9b\uff0c\u5176\u6d77\u519b\u5b9e\u529b\u5c06\u5927\u5e45\u63d0\u5347\uff0c\u5f97\u4ee5\u5728\u592a\u5e73\u6d0b\u6311\u6218\u7f8e\u56fd\u5e76\u52a0\u5f3a\u5bf9\u5357\u6d77\u7684\u63a7\u5236\u3002\u8fd9\u4e0d\u4ec5\u4f1a\u4f7f\u5317\u4eac\u5b9e\u73b0\u519b\u4e8b\u6269\u5f20\uff0c\u4e5f\u4f1a\u8ba9\u4e2d\u56fd\u638c\u63a7\u4e1c\u4e9a\u5173\u952e\u6d77\u4e0a\u8d38\u6613\u822a\u7ebf\u3002<br>Moreover, the ROC is one of the Asian tigers, an economic power, and an important trade partner. The Taiwanese are most famous for their advanced tech industry \u2013 the production of computers, software, artificial intelligence, etc. Taiwan is also a leader in the production of microchips, which are an integral part of modern technology. The Taiwan Semiconductor Manufacturing Company (TSMC) controls more than half of the world&#8217;s market, so the leading economies of the world are dependent on semiconductors produced in Taiwan. There is also no Taipei Representative office in Ukraine, and the bilateral interaction overall has been very limited. Since gaining independence, Kyiv focused on cooperation with the PRC, hoping to reap more economic benefits from it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Russia&#8217;s war against Ukraine has allowed the Ukrainian nation to look at relations with Taiwan from a completely different perspective. While China has remained neutral, sometimes even leaning towards aligning with Russia, the Taiwanese have been expressing their support for Ukraine in many ways from the start of the hostilities. People of Taiwan have filled the streets of their cities with blue and yellow and held peaceful demonstrations condemning Russian actions. Moreover, the ROC has been sending humanitarian help, medical aid, and financial assistance to Ukrainians. For example, Taipei has recently donated 4 million U.S. dollars towards welfare projects led by Polish NGOs. Taipei has also expressed interest in investing in the reconstruction of Ukrainian cities \u2013 they have already donated 5 million U.S. dollars towards Lithuanian reconstruction projects in Borodianka and Irpin and the same amount towards the Slovak reconstruction project in Chernihiv. They have also joined the European Bank for Reconstruction and Development initiative meant to provide private businesses in Ukraine with insurance against war-related risks. Furthermore, Taipei has joined other democratic nations in imposing sanctions against Russia and their ally Belarus by limiting their exports to these countries &#8211; the most impactful of which was the ban on exporting semiconductors to Russia. All these actions clearly show Taiwan\u2019s interest in promoting bilateral relations and strengthening ties. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u73b0\u5728\u8981\u7531\u57fa\u8f85\u51b3\u5b9a\uff0c\u662f\u5426\u613f\u610f\u5c06\u5408\u4f5c\u63d0\u5347\u5230\u65b0\u6c34\u5e73\u3002<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-prospects-of-the-bilateral-relations-military-technology-and-reconstruction\"><strong>\u53cc\u8fb9\u5173\u7cfb\u7684\u524d\u666f\uff1a\u519b\u4e8b\u3001\u79d1\u6280\u4e0e\u91cd\u5efa<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">\u4fc4\u7f57\u65af\u5168\u9762\u5165\u4fb5\u4e4c\u514b\u5170\u5e26\u6765\u5927\u91cf\u66b4\u529b\u4e0e\u6050\u6016\uff0c\u5374\u4e5f\u4e3a\u4e4c\u514b\u5170\u7684\u56fd\u9645\u5408\u4f5c\u5f00\u8f9f\u4e86\u65b0\u673a\u9047\u3002\u5728\u6b64\u80cc\u666f\u4e0b\uff0c\u503c\u5f97\u8003\u8651\u6539\u5584\u53f0\u5317\u4e0e\u57fa\u8f85\u5173\u7cfb\u7684\u53ef\u80fd\u6027\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u53f0\u6e7e\u5df2\u8868\u8fbe\u6295\u8d44\u4e4c\u514b\u5170\u7684\u610f\u613f\uff0c\u57fa\u8f85\u53ef\u4ee5\u5584\u52a0\u5229\u7528\u3002\u53f0\u6e7e\u4eba\u4e0d\u4ec5\u80fd\u534f\u52a9\u4e4c\u514b\u5170\u91cd\u5efa\u57fa\u7840\u8bbe\u65bd\uff0c\u4e5f\u80fd\u52a9\u529b\u6280\u672f\u6570\u5b57\u5316\u3002\u4e4c\u514b\u5170\u6570\u5b57\u5316\u8f6c\u578b\u90e8\u6b63\u5728\u63a8\u8fdb\u4f17\u591a\u65b0\u9879\u76ee\uff0c\u65e8\u5728\u628a\u6280\u672f\u521b\u65b0\u878d\u5165\u4e4c\u514b\u5170\u4eba\u7684\u65e5\u5e38\u751f\u6d3b\u3002\u5728\u8fd9\u6761\u9053\u8def\u4e0a\uff0c\u51e0\u4e4e\u6ca1\u6709\u6bd4\u53f0\u6e7e\u66f4\u9002\u5408\u652f\u6301\u4e4c\u514b\u5170\u7684\u56fd\u5bb6\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As China hasn\u2019t proved to be a reliable partner and ally, Kyiv should consider strengthening ties with Taiwan. In order to benefit from bilateral relations with Taipei, Ukraine doesn\u2019t have to go radical, recognize Taiwanese independence, and sever ties with the PRC. It would be enough to go for EU-style cooperation with Taiwan &#8211; open mutual Representative offices and become more engaged in economic relations and trade. The Taiwanese could help Ukraine with the development of a stable democracy, digitalization, and investment, while Kyiv could share the experience in defense against a bigger and more powerful state. Such bilateral cooperation would also balance out Ukrainian dependence on Beijing which grew over the years that preceded the war.
