They were constantly coming back to one question &#8211; will Ukraine be accepted or invited to NATO this time? This dilemma was evident after the Ukrainian Presidential Office decided to file an official application to NATO in 2022, at the brink of Russian aggression. Up till a few hours before the start of the Summit\u2019s official part, President Zelenskyi was neither confirming nor denying his arrival in the Lithuanian capital, at the same time demanding an invitation for membership. However, despite bringing some good practical results, such as new weapon supplies and a G7 Declaration that featured the long-awaited security guarantees for Ukraine, a highly anticipated event did not clear out many issues but instead sparked numerous controversies regarding the Ukrainian diplomatic strategy, contemporary media landscape, military power, and future of the NATO itself. Discover how did the Vilnius Summit become a reflection of the bumpy road that Ukraine is going through in its aspiration to become a full NATO member, which hints did it give to make this road a bit easier, and how it gave the long-sought answers for other important questions.<\/em><\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-a-train-ukraine-nato-that-has-not-stopped-yet\"><strong>\u5c1a\u672a\u505c\u7ad9\u7684\u201c\u4e4c\u514b\u5170\u2014\u5317\u7ea6\u201d\u5217\u8f66<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">It is not that easy to transform from a country that is a part of the core competitor of NATO (that picked such a role for itself) to a country that embraces something that was considered to be your enemy. Opponents of this statement argue that the example of Poland, Hungary, Czechia, Slovakia, and even Albania contradict it as these states were in a similar situation. While there may be some truth to this, it&#8217;s also not completely accurate.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"407\" height=\"579\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2023\/08\/image.png\" alt=\"\" class=\"wp-image-18477\" style=\"width:337px;height:480px\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2023\/08\/image.png 407w, https:\/\/tdcenter.org\/wp-content\/uploads\/2023\/08\/image-8x12.png 8w\" sizes=\"(max-width: 407px) 100vw, 407px\" \/><figcaption class=\"wp-element-caption\"><em>\u9009\u4e3e\u524d\u7684\u7ade\u9009\u5e7f\u544a\uff0c\u53d1\u5e03\u8005\uff1a <\/em><br><em>Natalia Vitrenko. &#8220;A woman who will save<\/em><br><em> \u4e4c\u514b\u5170\u3002\u53cd\u5bf9\u8d2b\u56f0\u3001\u65e0\u6cd5\u65e0\u5929\u3001\u7f3a\u4e4f <\/em><br><em>\u7cbe\u795e\u4fe1\u4ef0\u3001\u5931\u4e1a\u3001\u7eb3\u7cb9\u4e3b\u4e49\u3001\u81ea\u8d39 <\/em><br><em>medicine, crime, land sales, US colony.&#8221;<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">\u5728\u82cf\u8054\u65f6\u671f\uff0c\u5317\u7ea6\u662f\u89e6\u53d1\u4e4c\u514b\u5170\u4eba\u60c5\u7eea\u7684\u8bcd\u3002\u8981\u91cd\u5851\u81ea\u6211\u3001\u6446\u8131\u65e5\u5e38\u53cd\u590d\u704c\u8f93\u7684\u201c\u897f\u65b9\u6709\u591a\u574f\u201d\u5e76\u4e0d\u5bb9\u6613\uff1b\u5317\u7ea6\u88ab\u89c6\u4e3a\u897f\u65b9\u7684\u5b8c\u6574\u5316\u8eab\uff0c\u800c\u6bcf\u4e00\u4e2a\u897f\u65b9\u4eba\u90fd\u60f3\u6bc1\u706d\u82cf\u8054\u7684\u6240\u6709\u4eba\u3002\u8fd9\u4e00\u8715\u53d8\u8fc7\u7a0b\u4e0e\u6559\u80b2\u3001\u5a92\u4f53\u751f\u6001\u8f6c\u578b\u7b49\u5176\u4ed6\u91cd\u8981\u793e\u4f1a\u653f\u6cbb\u8fdb\u7a0b\u4e00\u6837\uff0c\u9700\u8981\u5f88\u957f\u65f6\u95f4\uff0c\u4f46\u80fd\u591f\u5e26\u6765\u826f\u597d\u7684\u957f\u671f\u6210\u679c\u3002\u5b83\u672c\u53ef\u9010\u6b65\u53d1\u751f\uff0c\u4f46\u6709\u4e9b\u4e8b\u4ef6\u52a0\u901f\u4e86\u8fd9\u4e00\u8fdb\u7a0b\u2026\u2026\u800c\u5f15\u71c3\u5b83\u4eec\u7684\u662f\u4fc4\u7f57\u65af\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paradoxically, Russia&#8217;s vigorous reaction to NATO expansion to the East and paranoid fear of the military bloc on its borders followed by the attempts to \u201cprotect Ukraine\u201d from it became the ones responsible for Ukraine becoming closer to the West than ever before. Two revolutions in 2004 and 2014 respectively, which both have a Russian root cause, created a wave of (sometimes too) high hopes among Ukrainians. They realized their need and readiness for NATO (even if not all of them and everywhere in the country) sooner than some NATO Member States&#8217; leaders. Yet, at the same time, up till 2014, Russia was spreading the narrative about NATO taking over the residential blocks in Ukrainian cities and their gardens at summer houses. And despite always admiring the West and listening to the stories of those Ukrainians who have already been there, the fear of the unknown was helping this narrative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2004\u5e74\u6a59\u8272\u9769\u547d\u4e0e\u4e4c\u514b\u5170\u878d\u5165\u5317\u7ea6\u5bc6\u5207\u4ea4\u7ec7\u3002\u4e8b\u5b9e\u4e0a\uff0c\u8fd9\u4e00\u76f4\u662f\u4e4c\u514b\u5170\u524d\u603b\u7edf\u7ef4\u514b\u6258\u00b7\u5c24\u5148\u79d1\u7ade\u9009\u6d3b\u52a8\u7684\u5173\u952e\u8981\u7d20\u4e4b\u4e00\uff0c\u4e5f\u662f\u906d\u9047\u6700\u5927\u963b\u529b\u7684\u8981\u7d20\u4e4b\u4e00\u3002\u786c\u5b89\u5168\u8bae\u9898\u5411\u6765\u4ee4\u4e4c\u514b\u5170\u4eba\u611f\u5230\u68d8\u624b\uff0c\u56e0\u4e3a\u5f53\u7956\u56fd\u6ca1\u6709\u7ecf\u6d4e\u6216\u653f\u6cbb\u7a33\u5b9a\u65f6\uff0c\u5f88\u96be\u53bb\u601d\u8003\u519b\u4e8b\u5b9e\u529b\u548c\u6b66\u5668\u3002\u5728\u5df2\u81ed\u540d\u662d\u8457\u76842008\u5e74\u5e03\u52a0\u52d2\u65af\u7279\u5317\u7ea6\u5cf0\u4f1a\u524d\u5915\uff0c\u4e4c\u514b\u5170\u4eba\u5728\u5fc3\u7406\u4e0a\u5c1a\u672a\u5b8c\u5168\u51c6\u5907\u597d\u52a0\u5165\u5317\u7ea6\u3002\u6bd4\u8f83\u4e4c\u514b\u5170\u4eba\u57282008\u5e74\u30012014\u5e74\uff0c\u5c24\u5176\u662f\u73b0\u5728\u5bf9\u5317\u7ea6\u7684\u4e86\u89e3\u7a0b\u5ea6\uff0c\u53ef\u4ee5\u770b\u5230\u4e00\u79cd\u6f14\u53d8\uff1a\u8d77\u70b9\u662f\u51e0\u4e4e\u4e0d\u4e86\u89e3\u8be5\u7ec4\u7ec7\u3001\u5176\u76ee\u6807\uff0c\u4ee5\u53ca\u771f\u6b63\u6210\u4e3a\u6210\u5458\u56fd\u610f\u5473\u7740\u4ec0\u4e48\u3002\u4e0e\u6b64\u540c\u65f6\uff0c\u6a59\u8272\u9769\u547d\u5e26\u6765\u7684\u9ad8\u671f\u671b\u88ab\u6b8b\u9177\u73b0\u5b9e\u6240\u51fb\u788e\uff0c\u73b0\u5b9e\u4e2d\u7684\u4e4c\u514b\u5170\u5b58\u5728\u4e00\u573a <strong>\u653f\u6cbb\u535a\u5f08<\/strong> \uff0c\u4e0d\u540c\u653f\u6cbb\u96c6\u56e2\u4e3a\u4e89\u593a\u5f71\u54cd\u529b\u800c\u53c2\u4e0e\u5176\u4e2d\u3002\u8fd9\u4e00\u5207\u8ba9\u4e4c\u514b\u5170\u5728\u5cf0\u4f1a\u4e0a\u6709\u4e9b\u7acb\u8db3\u4e0d\u7a33\uff0c\u4fc4\u7f57\u65af\u5219\u6210\u529f\u8bf4\u670d\u7f8e\u56fd\u548c\u5c0f\u5e03\u4ec0\uff1a\u8ba9\u4e4c\u514b\u5170\u548c\u683c\u9c81\u5409\u4e9a\u52a0\u5165\u5317\u7ea6\u90fd\u662f\u98ce\u9669\u6781\u9ad8\u7684\u51b3\u5b9a\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2010, Viktor Yanukovych, a freshly elected at that time President of Ukraine who was financially and politically backed by the Kremlin, decided to change the destination, trying to embrace neutrality. A neutral status for Ukraine was one of his central campaign promises. In support of it, Yanukovych and his peers were capitalizing on the \u201cNATO horror\u201d. As he tried to say this, it would be better to focus on the economy rather than think about the military. Was it real neutrality, like, for example, in Austria? It is debatable. As the standards for many aspects of the military are the core element of NATO integration, it is definitely fair to say that the Ukrainian military at that time was drifting away from NATO. The arms reduction, the decline in conditions for soldiers, rising corruption, bullying campaigns for \u201cfreshmen\u201d of the military draft, issues with gender parity &#8211; all of these problems were at their worst during the Yanukovych presidency, and some of them are still lingering as the obstacles on the Ukrainian path to NATO. When Yanukovych&#8217;s policies became unbearably Russian, Ukrainians took another leap of faith in a better future with the 2014 Revolution of Dignity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2014, these new hopes helped Petro Poroshenko to get his presidency. He came to power promising to get Ukraine into the EU and NATO topping it all with \u201cfinishing the war in two weeks\u201d. When he gained some success in keeping Ukraine on the radar of Western leaders and had some small wins in the course of European integration, all other issues (that were either impossible to tackle for him alone, like Russian aggression) or implementation of reforms (such as modernization of the military complex) were ignored. Indeed, the transformation was happening, but not everywhere, not every time, and not fast enough. All of that, together with other factors such as imperfections in public diplomacy and its efficiency, \u201clack of fully self-reliant and resilient democratic institutions\u201d, and the worst of them &#8211; too big of a focus on creating his own political cult that still damages Ukrainian politics in its most crucial chapter. He saw securing Ukraine&#8217;s membership in NATO and the EU as his &#8220;strategic mission.&#8221;<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">\u5728\u672c\u8282\u5f00\u5934\u63d0\u5230\u4e00\u4e9b\u534e\u6c99\u6761\u7ea6\u7ec4\u7ec7\u56fd\u5bb6\uff0c\u7406\u7531\u5145\u5206\u3002\u4e4c\u514b\u5170\u4e13\u5bb6\u6709\u65f6\u4f1a\u63d0\u51fa\u8fd9\u6837\u7684\u8bba\u70b9\uff1a\u4e4c\u514b\u5170\u672c\u8eab\u5e76\u4e0d\u6bd4\u5df2\u83b7\u63a5\u7eb3\u52a0\u5165\u5317\u7ea6\u7684\u56fd\u5bb6\u5dee\uff0c\u751a\u81f3\u5728\u67d0\u4e9b\u65b9\u9762\u66f4\u597d\u3002\u8fd9\u6216\u8bb8\u6697\u793a\u7740\u5bf9\u4e4c\u514b\u5170\u53ef\u80fd\u5b58\u5728\u504f\u89c1\u3002\u5c3d\u7ba1\u8fd9\u79cd\u60c5\u51b5\u53ef\u80fd\u662f\u539f\u56e0\u4e4b\u4e00\uff0c\u6211\u4eec\u4e5f\u5e94\u8bb0\u4f4f\uff0c\u897f\u65b9\u770b\u5f85\u6b64\u4e8b\u7684\u89c6\u89d2\u5f88\u4e0d\u76f8\u540c\uff0c\u4e0e\u4ed6\u4eec\u770b\u5f85\u4e4c\u514b\u5170\u878d\u5165\u6b27\u76df\u7684\u89c6\u89d2\u7c7b\u4f3c\u3002\u662f\u7684\uff0c\u5c3d\u7ba1\u4fc4\u7f57\u65af\u8bd5\u56fe\u8bc1\u660e\u76f8\u53cd\u7684\u7ed3\u8bba\uff0c\u4e4c\u514b\u5170\u53cd\u8150\u505a\u5f97\u6bd4\u4eba\u4eec\u901a\u5e38\u8ba4\u4e3a\u7684\u66f4\u597d\u3002\u800c\u4e14\uff0c\u5176\u8fdb\u5c55\u5e76\u4e0d\u900a\u4e8e\u5df2\u7ecf\u662f\u5317\u7ea6\u6210\u5458\u7684\u7f57\u9a6c\u5c3c\u4e9a\u3001\u4fdd\u52a0\u5229\u4e9a\u548c\u963f\u5c14\u5df4\u5c3c\u4e9a\u3002\u5728\u5f53\u524d\u5730\u7f18\u653f\u6cbb\u8d8b\u52bf\u4e0b\uff0c\u67d0\u4e9b\u4e13\u5bb6\u751a\u81f3\u53ef\u80fd\u8ba4\u4e3a\uff0c\u8ba9\u4e4c\u514b\u5170\u6210\u4e3a\u5317\u7ea6\u6210\u5458\u6bd4\u8ba9\u5308\u7259\u5229\u6210\u4e3a\u6210\u5458\u66f4\u5408\u4e4e\u903b\u8f91\u3001\u66f4\u53ef\u884c\u3002 <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u7136\u800c\uff0c <strong>\u8fd9\u4e9b\u56fd\u5bb6\u6ca1\u6709\u5b8c\u6210\u7684\u529f\u8bfe<\/strong> \u6b63\u662f\u5317\u7ea6\u5bf9\u4e4c\u514b\u5170\u6301\u6000\u7591\u6001\u5ea6\u7684\u539f\u56e0\u3002\u6b63\u5982\u6211\u4eec\u6240\u89c1\uff0c\u6ce2\u5170\u548c\u5308\u7259\u5229\u6781\u53f3\u7ffc\u653f\u6cbb\u7684\u5174\u8d77\uff0c\u4ee5\u53ca\u4fdd\u52a0\u5229\u4e9a\u548c\u7f57\u9a6c\u5c3c\u4e9a\u7684\u7ecf\u6d4e\u4e0d\u7a33\u5b9a\uff0c\u5df2\u7ecf\u5728\u6b27\u6d32\u5b89\u5168\u4e2d\u9020\u6210\u88c2\u75d5\u3002\u662f\u7684\uff0c\u63a5\u7eb3\u963f\u5c14\u5df4\u5c3c\u4e9a\u662f\u4e00\u4e2a\u5192\u9669\u7684\u9009\u62e9\uff0c\u4f46\u7ba1\u7406\u963f\u5c14\u5df4\u5c3c\u4e9a\u8fd9\u6837\u89c4\u6a21\u56fd\u5bb6\u7684\u95ee\u9898\uff0c\u6bd4\u7ba1\u7406\u4e4c\u514b\u5170\u7684\u95ee\u9898\u66f4\u5bb9\u6613\u3002\u73b0\u5728\u5e94\u5f53\u660e\u767d\uff1a\u5982\u679c\u8fd0\u4f5c\u5f97\u5f53\uff0c\u4e4c\u514b\u5170\u52a0\u5165\u5317\u7ea6\u662f\u8ba9\u5317\u7ea6\u548c\u4e4c\u514b\u5170\u53cc\u65b9\u90fd\u66f4\u5177\u97e7\u6027\u7684\u673a\u9047\u3002\u4f46\u9057\u61be\u7684\u662f\uff0c\u897f\u65b9\u5e76\u672a\u8db3\u591f\u900f\u660e\u5730\u5448\u73b0\u8fd9\u4e00\u70b9\uff0c\u800c\u8fd9\u4e9b\u4e0d\u786e\u5b9a\u6027\u4e3a\u6700\u8fd1\u7684\u7ef4\u5c14\u7ebd\u65af\u5cf0\u4f1a\u8499\u4e0a\u9634\u5f71\u3002<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-what-on-earth-was-in-vilnius\"><strong>\u7ef4\u5c14\u7ebd\u65af\u7a76\u7adf\u53d1\u751f\u4e86\u4ec0\u4e48\uff1f<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Even after days passed since that Summit, we still have so many questions. Usually, these summits fly under the radar of the general public, but this time because of the tension over \u201cthe Ukrainian case\u201d it looked like a reality show. We had it all &#8211; a dramatic commentary, a plot twist, and an ending that leaves everyone arguing whether it was actually a good one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was one of the rare occasions where President Zelenskyi could meet all leaders who were interested in helping Ukraine in one place. Stakes were high, and risks were not lower, so it is not surprising that Ukraine chose a risky gambling strategy. It is actually quite traditional for modern diplomacy &#8211; try to land on the Moon, so if you fail, you can reach the stars. It seems that this time the Ukrainian team had it in mind &#8211; it is acceptable to demand a sharp guarantee that we would be accepted into NATO. Although the political objectives set by Kyiv did not work, the task of &#8220;getting weapons&#8221; worked again at the summit. As early as August, the 11-nation coalition may begin training Ukrainian pilots on F-16 fighter jets. All of that leaves a lingering feeling of chaos and confusion, where answers are needed fast to move on.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-how-should-ukraine-proceed-further\"><strong>\u4e4c\u514b\u5170\u4e0b\u4e00\u6b65\u5e94\u5982\u4f55\u63a8\u8fdb\uff1f<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">There are many ways to improve the current situation. For instance, as previously mentioned the damage was done by an emotional approach to communications. One more example of this is the debacle between the UK\u2019s Minister of Defense Ben Wallace and Zelenskyi. It appears that actually, the media focused on the emotional part which appeals to the public more, though Wallace&#8217;s core message was about the difficulties of getting weapons to Ukraine. Yet the Ukrainian President\u2019s response appeared too emotionally charged. There might have been alternative, perhaps more diplomatic, ways to communicate his message. After all, in his role as the President of a parliamentary-presidential republic, not all matters fall within his direct purview, including the conduct of individuals communicating with Wallace. It would look even better from the perspective of Ukrainian integration into the EU, as it would show the power to delegate in such difficult times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There seems to be a discrepancy in perceptions when it comes to the provisioning of critically needed weapons to Ukraine. While Kyiv may view the requested aid as a relatively small portion of foreign nations&#8217; capabilities, the reality in these donor countries, particularly those in the West, might be different. For instance, changes in the U.S. military manufacturing sector, as reported by the Wall Street Journal, illustrate the complex interplay between large defense conglomerates and smaller contractors. This complexity, alongside resource and facility constraints, could impact the speed and scale of weapon production and distribution. All of these details have to be taken into consideration while asking the West for more weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But after all of that, a question remains &#8211; why does Ukraine need NATO? To answer simply, many in Ukraine see NATO membership as a magic wand able to solve all problems. It is just a vehicle for its aspirations, reforms, and security improvements, like a train that goes to its final destination. While Ukrainians might think that they are ready and deserve membership, it would be good not to put heads too high yet, as there are still some issues in the Ukrainian military complex. We have to reject a mindset where security is only about the military and the military is only about weapons and the number of people. Ukraine needs NATO to improve the situation with the rights of soldiers, the procedures of a military draft, the bureaucracy at the local military centers, the living conditions of the military, their equipment, their knowledge and training, and the situation with the women and LGBTQI+ rights in the army. There is still so much to learn, and NATO can be that helping hand that can push Ukraine toward these improvements. However, the utilization of such aid ultimately rests with the Ukrainian government. It would thus be strategic to remind international counterparts of Ukraine&#8217;s need for NATO to progress with the proposed reforms, and of Ukraine&#8217;s readiness to swiftly implement these reforms. Negotiations could potentially be smoothed if the dialogue was to incorporate discussions on potential successful outcomes that could arise concurrently with the provision of aid.
