The event, &#8220;Building a Community of Risk Professionals for Ukraine,&#8221; brought together professionals from the security, humanitarian, government, business, and academic sectors for the official opening of a new platform dedicated to cross-sector strategic risk leadership. The agenda also included a panel discussion on &#8220;Building Resilience Through Cross-Sector Risk Leadership&#8221; and professional networking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ISRM Ukraine Chapter was established as part of ISRM&#8217;s wider international network of practitioners, academics, and policy professionals, with the aim of supporting the development of strategic risk management capabilities in Ukraine while connecting Ukrainian experience with the global community of resilience and crisis-management professionals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his keynote on <strong>Ukraine&#8217;s Security Outlook<\/strong>, Chebotarov framed the current security environment not simply as a war of attrition, but as a <strong>contest between two models of adaptation.<\/strong> Russia, he argued, continues to rely on mass mobilization, missile and drone terror, coercive diplomacy, and political blackmail to compensate for structural weaknesses in force quality and strategic planning. Ukraine, by contrast, responds to resource constraints through <strong>rapid technological innovation, accelerated defense production, coalition-building, and asymmetric warfare.<\/strong> The central paradox: while Russia can still inflict significant pain, it is increasingly struggling to convert that pain into strategic success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chebotarov highlighted that Ukraine&#8217;s strategy remains focused on <strong>denying Russia&#8217;s ability to make further advances<\/strong>, breaking Moscow&#8217;s assumptions about Ukrainian exhaustion, and forcing a shift in the Kremlin&#8217;s cost-benefit calculus. From this perspective, credible negotiations become possible only when the cost of continued war outweighs the perceived benefit of occupation. A Russia that is bleeding militarily, increasingly constrained economically, and facing a stronger Ukrainian military is far more likely to seek serious terms than one that believes time is on its side.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/07\/96-1.png\" alt=\"\" class=\"wp-image-37873\" style=\"aspect-ratio:1.3950229649427823\"\/><\/figure>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img decoding=\"async\" width=\"1024\" height=\"734\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/07\/97-1024x734.png\" alt=\"\" class=\"wp-image-37874\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/07\/97-1024x734.png 1024w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/07\/97-600x430.png 600w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/07\/97-768x551.png 768w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/07\/97-1536x1101.png 1536w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/07\/97-2048x1468.png 2048w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/07\/97-18x12.png 18w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the financial dimension, Chebotarov argued that <strong>international assistance should not be seen as a sign of dependency<\/strong>, but as an indicator of strategic confidence. Continued Western financing, including support backed by proceeds from frozen Russian assets, reflects the fact that partners continue to view Ukraine as a country whose war trajectory, institutional endurance, and defense potential remain worth backing. By contrast, the cost of the war for Russia is increasingly visible in budget deficits, falling oil and gas revenues, and the depletion of liquid reserves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A major portion of the keynote examined the <strong>strategic importance of Ukraine&#8217;s long-range strike campaigns<\/strong>. Chebotarov described how Ukrainian drones and long-range capabilities are increasingly targeting Russian logistics, fuel depots, railway infrastructure, airfields, and energy infrastructure. These operations shift risk back onto Russia: Crimea, Russian logistics corridors, and strategic economic targets are no longer insulated from the consequences of Moscow&#8217;s war. Ukraine, he emphasized, is not only absorbing risk but <strong>actively changing who carries it.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The keynote also addressed Russia&#8217;s use of <strong>diplomacy as an instrument of pressure<\/strong>. Moscow continues to present itself as open to dialogue while maintaining a maximalist position. Although Russia&#8217;s outreach in Asia helps it avoid full diplomatic isolation, it has not translated into a settlement capable of forcing Ukraine&#8217;s capitulation. At the same time, the costs of Russia&#8217;s strategy are becoming increasingly visible in manpower losses, slow battlefield advances, and the growing strain on its war economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key takeaway:<\/strong> Ukraine&#8217;s security environment should be understood as a dynamic contest rather than a static attrition problem. Russia&#8217;s approach is to keep raising pressure until Ukraine or its partners accept Moscow&#8217;s terms. Ukraine&#8217;s approach is different: absorb the pressure, <strong>adapt faster<\/strong>, and make each new Russian offensive, missile campaign, or political gamble costlier than the last.
