The event, \u201cBuilding a Community of Risk Professionals for Ukraine,\u201d brought together professionals from the security, humanitarian, government, business, and academic sectors for the official opening of a new platform dedicated to cross-sector strategic risk leadership. Ukraine, by contrast, responds to resource constraints through <strong>rapid technological innovation, accelerated defense production, coalition-building, and asymmetric warfare.<\/strong> The central paradox: while Russia can still inflict significant pain, it is increasingly struggling to convert that pain into strategic success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">Chebotarov highlighted that Ukraine\u2019s strategy remains focused on <strong>denying Russia\u2019s ability to make further advances<\/strong>, breaking Moscow\u2019s assumptions about Ukrainian exhaustion, and forcing a shift in the Kremlin\u2019s cost-benefit calculus. From this perspective, credible negotiations become possible only when the cost of continued war outweighs the perceived benefit of occupation. Continued Western financing, including support backed by proceeds from frozen Russian assets, reflects the fact that partners continue to view Ukraine as a country whose war trajectory, institutional endurance, and defense potential remain worth backing. By contrast, the cost of the war for Russia is increasingly visible in budget deficits, falling oil and gas revenues, and the depletion of liquid reserves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">A major portion of the keynote examined the <strong>strategic importance of Ukraine\u2019s long-range strike campaigns<\/strong>. Chebotarov described how Ukrainian drones and long-range capabilities are increasingly targeting Russian logistics, fuel depots, railway infrastructure, airfields, and energy infrastructure. These operations shift risk back onto Russia: Crimea, Russian logistics corridors, and strategic economic targets are no longer insulated from the consequences of Moscow\u2019s war. Ukraine, he emphasized, is not only absorbing risk but <strong>actively changing who carries it.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">The keynote also addressed Russia\u2019s use of <strong>diplomacy as an instrument of pressure<\/strong>. Moscow continues to present itself as open to dialogue while maintaining a maximalist position. Although Russia\u2019s outreach in Asia helps it avoid full diplomatic isolation, it has not translated into a settlement capable of forcing Ukraine\u2019s capitulation. At the same time, the costs of Russia\u2019s strategy are becoming increasingly visible in manpower losses, slow battlefield advances, and the growing strain on its war economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\"><strong>Key takeaway:<\/strong> Ukraine\u2019s security environment should be understood as a dynamic contest rather than a static attrition problem. Russia\u2019s approach is to keep raising pressure until Ukraine or its partners accept Moscow\u2019s terms. Ukraine\u2019s approach is different: absorb the pressure, <strong>adapt faster<\/strong>, and make each new Russian offensive, missile campaign, or political gamble costlier than the last.
