{"id":32561,"date":"2025-09-25T18:18:32","date_gmt":"2025-09-25T15:18:32","guid":{"rendered":"https:\/\/tdcenter.org\/?p=32561"},"modified":"2025-09-25T18:20:25","modified_gmt":"2025-09-25T15:20:25","slug":"tdc-research-presented-at-the-european-policy-centre-how-ukraine-can-benefit-from-safe","status":"publish","type":"post","link":"https:\/\/tdcenter.org\/uk\/2025\/09\/25\/tdc-research-presented-at-the-european-policy-centre-how-ukraine-can-benefit-from-safe\/","title":{"rendered":"TDC Research Presented at the European Policy Centre: \u201cHow Ukraine Can Benefit from SAFE\u201d"},"content":{"rendered":"<p>In Brussels, Marianna Fakhurdinova, Coordinator of the EU-Ukraine Partnership Program at the Transatlantic Dialogue Center (TDC), presented TDC\u2019s latest research during a discussion hosted by the European Policy Centre.<\/p>\n\n\n\n<p>Fakhurdinova highlighted how the EU\u2019s new SAFE instrument (\u20ac150bn in loans for defense procurement and investment) could provide Ukraine with both opportunities and challenges.<\/p>\n\n\n\n<p>Key points from the presentation include:<\/p>\n\n\n\n<p>EU member states and existing mechanisms (EPF, PURL) cannot fully replace U.S. military aid \u2014 in 2022\u20132025, both the U.S. and EU contributed roughly $65bn each.<\/p>\n\n\n\n<p>SAFE enables Ukraine to participate as a subcontractor to EU member states or through joint ventures.<\/p>\n\n\n\n<p>Ukraine\u2019s defense industry has capacity to produce $35bn annually, but only $10bn was funded in 2024.
