On April 2, 2025, the Transatlantic Dialogue Center, represented by Oleksandr Slyvchuk, Coordinator of the Spain and Latin America Cooperation Program, and Alina Rohach, Project manager of the same Program, together with the Human Rights Center ZMINA, represented by Tetiana Zhukova, International Advocacy Manager, met with Senator Javier Garc\u00eda, a Uruguayan legislator and former Minister of Defense, in Montevideo, Uruguay.<\/p>\n\n\n\n

The meeting was part of a broader Latin American outreach effort aimed at fostering dialogue on global security, human rights, and international solidarity in the face of Russia\u2019s ongoing war against Ukraine.<\/p>\n\n\n\n

The conversation addressed the devastating consequences of Russia\u2019s full-scale invasion and the immense challenges the country continues to face amid war \u2014 from internal displacement and economic strain to the protection of democratic governance. The delegation shared possible scenarios for the future course of the war and highlighted the risks of escalation should the international community fail to act decisively.<\/p>\n\n\n\n

A key part of the meeting focused on Russia\u2019s systematic human rights violations and international crimes in the temporarily occupied territories of Ukraine. These include the persecution of civilians, forced disappearances, torture, and widespread repression. The Ukrainian side stressed the importance of international accountability and the need for continued documentation and legal action.<\/p>\n\n\n\n

The conversation with Senator Garc\u00eda was a meaningful step in deepening ties between Ukraine and Uruguay and reinforcing shared values in defense of democracy, human rights, and the international legal order. The Ukrainian delegation expressed sincere gratitude for the senator\u2019s attention, engagement, and commitment to justice.<\/p>\n\n\n\n
