A Bruxelles, Marianna Fakhurdinova, coordinatrice del Programma di partenariato UE-Ucraina presso il Centro per il Dialogo Transatlantico (TDC), ha presentato la ricerca pi\u00f9 recente del TDC durante un dibattito ospitato dall\u2019European Policy Centre.<\/p>\n\n\n\n

Fakhurdinova ha illustrato come il nuovo strumento SAFE dell\u2019UE (\u20ac150bn in prestiti per appalti e investimenti nella difesa) potrebbe offrire all\u2019Ucraina sia opportunit\u00e0 sia sfide.<\/p>\n\n\n\n

Tra i punti chiave della presentazione figurano:<\/p>\n\n\n\n

Gli Stati membri dell\u2019UE e i meccanismi esistenti (EPF, PURL) non possono sostituire pienamente gli aiuti militari degli Stati Uniti \u2014 nel 2022\u20132025, sia gli Stati Uniti sia l\u2019UE hanno contribuito con circa $65bn ciascuno.<\/p>\n\n\n\n

SAFE consente all\u2019Ucraina di partecipare in qualit\u00e0 di subappaltatore degli Stati membri dell\u2019UE o attraverso joint venture.<\/p>\n\n\n\n

L\u2019industria della difesa ucraina ha una capacit\u00e0 produttiva annua di $35bn, ma nel 2024 ne sono stati finanziati solo $10bn. I prestiti SAFE potrebbero contribuire a colmare questo divario.<\/p>\n\n\n\n
