Con l'inizio del nuovo anno, il Transatlantic Dialogue Center continua a organizzare visite in Ucraina per responsabili politici tedeschi, per aiutarli a conoscere la situazione attuale nel Paese e le opportunit\u00e0 di sostegno e cooperazione con le strutture governative e della societ\u00e0 civile. All'inizio di gennaio, TDC, in stretta collaborazione con il think tank tedesco Zentrum Liberale Moderne, ha accolto una delegazione di collaboratori del Bundestag che rappresentavano deputati dei principali partiti tedeschi e di varie commissioni del Bundestag.<\/p>\n\n\n\n

Il primo giorno, i partecipanti alla delegazione si sono recati nella regione di Kyiv, dove le autorit\u00e0 locali hanno mostrato i luoghi degli evidenti crimini di guerra commessi dalle truppe russe a Bucha e Irpin, raccontando storie di rinascita e ricostruzione della regione. <\/p>\n\n\n

Dopo la visita nella regione di Kyiv, gli ospiti tedeschi sono stati invitati a partecipare a un incontro Stammtisch<\/em> , durante il quale hanno avuto l'opportunit\u00e0 di scambiare idee con rinomati scienziati e analisti tedeschi e ucraini.<\/p>\n\n\n\n

Il programma del secondo giorno era incentrato principalmente sul percorso dell'Ucraina verso l'UE e la NATO, sugli sforzi di ricostruzione del Paese e sulle questioni relative ai diritti umani. La delegazione ha incontrato i consiglieri della Vice Prima Ministra per l'integrazione europea ed euro-atlantica, discutendo i principali passaggi, le sfide e le prospettive dell'adesione dell'Ucraina all'UE e alla NATO. In seguito, durante una tavola rotonda con ONG ucraine, ha approfondito la prospettiva e il ruolo della societ\u00e0 civile ucraina in questo processo. Inoltre, rappresentanti dell'Institute of Analytics and Advocacy, del Better Regulation Delivery Office e di RISE Ukraine hanno condiviso le loro opinioni sugli sforzi di ricostruzione e sugli sviluppi recenti in questo ambito, incluso l'ultimo strumento per la gestione dei progetti di ricostruzione, DREAM (Digital Reconstruction Ecosystem for Accountable Management).<\/p>\n\n\n

Il dialogo con la societ\u00e0 civile ucraina \u00e8 proseguito con una tavola rotonda sui diritti umani. Durante lo scambio con i rappresentanti delle principali ONG ucraine per i diritti umani e la giustizia, sono stati affrontati temi quali le differenze tra la legislazione ucraina relativa alla guerra del 2014 e quella del 2022, l'ecocidio e i prigionieri di guerra. I partecipanti tedeschi hanno inoltre affrontato le questioni relative al trattamento dei collaborazionisti nei territori occupati e dei bambini deportati.<\/p>\n\n\n\n

Nell'ambito della visita, la delegazione \u00e8 giunta sul luogo di uno degli attacchi pi\u00f9 recenti contro Kyiv e ha avuto l'opportunit\u00e0 unica di parlare con volontari locali che aiutavano le persone a rimuovere le macerie e a soddisfare le loro necessit\u00e0 immediate dopo il bombardamento.<\/p>\n\n\n

La giornata si \u00e8 conclusa con una cena con rappresentanti degli uffici di Kyiv della Fondazione Friedrich Naumann e della Fondazione Konrad Adenauer.<\/p>\n\n\n\n

L'ultimo giorno, la delegazione tedesca ha incontrato i rappresentanti del Segretariato del Commissario parlamentare ucraino per i diritti umani. La delegazione ha approfondito l'operato dell'Ombudsman ucraino e del suo ufficio, concentrandosi sulla situazione attuale relativa alle gravi violazioni dei diritti umani da parte delle forze armate e del governo russi. Particolare attenzione \u00e8 stata rivolta alla questione dei bambini deportati, dei prigionieri di guerra e degli sfollati interni, nonch\u00e9 alla cooperazione con istituzioni internazionali quali il CICR e l'OSCE.<\/p>\n\n\n

Il programma dell'ultimo giorno della visita comprendeva anche un incontro con i rappresentanti del Ministero della Difesa dell'Ucraina, durante il quale hanno discusso la situazione attuale al fronte, le maggiori sfide e necessit\u00e0 dell'Ucraina nel confronto con la Federazione Russa, gli obiettivi e le aspettative per il 2024 e le prospettive di cooperazione tra Ucraina e Germania.<\/p>\n\n\n\n

I partecipanti alla delegazione hanno inoltre visitato il Parlamento ucraino, dove hanno avuto un proficuo scambio con deputati ucraini della Commissione per l'energia e della Commissione per l'ingresso dell'Ucraina nell'Unione europea. La discussione ha riguardato l'integrazione dell'Ucraina nell'UE e nella NATO, gli sforzi e i piani di ricostruzione, la possibilit\u00e0 di avviare il processo elettorale in condizioni di guerra e le concrete misure di sostegno necessarie da parte dell'Europa.<\/p>\n\n\n

La visita si \u00e8 conclusa con un incontro con l'ambasciatore tedesco in Ucraina, Martin J\u00e4ger, che ha condiviso le sue opinioni sui pi\u00f9 recenti massicci attacchi contro il territorio ucraino compiuti dalla Russia alla fine di dicembre 2023, sulla situazione al fronte, sulla possibilit\u00e0 di un'intensificazione della mobilitazione in Ucraina, sulle prospettive del confronto e sull'attuale sostegno della Germania all'Ucraina rispetto all'inizio dell'invasione su vasta scala. Hanno inoltre discusso le pi\u00f9 urgenti necessit\u00e0 militari dell'Ucraina, la potenziale influenza delle prossime elezioni negli Stati Uniti sul sostegno occidentale all'Ucraina e la ricostruzione.<\/p>\n\n\n\n
