These symbolic acts were designed to keep the &#8220;identity divide&#8221; relevant and prevent the formation of a unified Ukrainian civic identity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategic logic of this internal erosion culminated in the <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/ukrainealert\/the-truth-behind-ukraine-s-language-policy\/\">2012 \u201cKivalov-Kolesnichenko\u201d Language Law<\/a>. This was not a genuine effort to protect minority rights but a cynical political gesture designed to institutionalize linguistic segregation.
