For example, using the chaos of the civil war in Syria, the Russian media machine managed to spread fake information about terrorism by the &#8220;White Helmets&#8221; &#8211; a non-governmental volunteer organization that was engaged in helping civilians who were directly affected by military actions. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, at that time the world was significantly inferior to Russia in the information war it unleashed without a declaration. The result was the spreading of an inconspicuous, but the extremely dangerous weapon &#8211; <strong>r\u00e9cits russes<\/strong> through the world and Western mass media. They certainly influenced the democratic world, accustomed to the peaceful coexistence of a large number of opposing views, shaped the agenda, as well as the vision of the world around. Slowly invading people&#8217;s heads, they built the worldview necessary for the Russian authorities, according to which the world would continue to ignore its most heinous crimes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia&#8217;s full-scale invasion of Ukraine became a direct signal to the entire civilized world about the need for urgent action in the field of protection of state and international information spaces. Banning pro-Russian publications and television channels, and blocking pro-Russian bloggers and outspoken propagandists was the first step on the part of the West in the war for people&#8217;s opinions. Finally, Russian propaganda began to be countered.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-1.png\" alt=\"\" class=\"wp-image-7018\" width=\"219\" height=\"218\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-1.png 294w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-1-12x12.png 12w\" sizes=\"(max-width: 219px) 100vw, 219px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">In view of the increase in aggressive activity of Russia in 2014-2015, in 2015 the European External Action Service created a special working group, which focused on detecting and countering Russian propaganda activities. Nevertheless, Russian propaganda, which managed to take root during the years of free broadcasting in Western countries, did not disappear without a trace. Under the guise of pluralism as a legal basis for spreading fake news and imperialist narratives, pro-Russian journalists and self-proclaimed experts continue to lie and support Russia in the information space with impunity. Using the substitution of concepts and framing, they try to blur the line between &#8220;aggressor&#8221; and &#8220;victim&#8221;.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-2.png\" alt=\"\" class=\"wp-image-7019\" width=\"464\" height=\"135\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-2.png 557w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-2-18x5.png 18w\" sizes=\"(max-width: 464px) 100vw, 464px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">One of the latest highlight examples of Russian propaganda\u2019s promotion in the Western media is the scandalous publication of the news agency CBS News. Despite the increased control and verification of English-language material, the false narrative about the &#8220;black market&#8221; of weapons in Ukraine still managed to leak: the weapons received from Western partners are resold by Ukrainian officials and do not serve the Armed Forces of Ukraine. Its goal, obviously, was to slow down military supplies and try to cause mistrust among the leadership and public of European countries in the Ukrainian government. The situation is much more difficult with local mass media that broadcast Russian propaganda for a non-English-speaking audience. The Lithuanian and Spanish news portals <strong><em>Laisvaslaikrastis<\/em><\/strong> et <strong><em>La Haine<\/em><\/strong> are real hotbeds of pro-Russian ideology and fake information, yet they are still accessible to ordinary users from Europe.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-5.png\" alt=\"\" class=\"wp-image-7022\" width=\"295\" height=\"373\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-5.png 403w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/11\/image-5-10x12.png 10w\" sizes=\"(max-width: 295px) 100vw, 295px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Parall\u00e8lement, selon les donn\u00e9es du portail EUvsDISINFO, de nombreux messages pro-russes mensongers sont r\u00e9cemment apparus dans des publications destin\u00e9es au monde arabe. Les espaces m\u00e9diatiques africains et indiens sont eux aussi largement satur\u00e9s de r\u00e9cits pro-russes. La question de la diffusion de la propagande russe parmi les communaut\u00e9s non anglophones a r\u00e9cemment \u00e9t\u00e9 examin\u00e9e en d\u00e9tail par Steven Lee Myers et Sheera Frenkel dans leur article du The New York Times. Selon eux, <strong>les efforts r\u00e9cents pour contrer la propagande russe n\u2019ont r\u00e9ussi qu\u2019\u00e0 imposer certaines restrictions, plut\u00f4t qu\u2019\u00e0 interdire purement et simplement les op\u00e9rations informationnelles russes. Le monde est ainsi devenu culturellement et g\u00e9ographiquement asym\u00e9trique dans l\u2019acc\u00e8s \u00e0 l\u2019information. De ce fait, la politique mondiale ne parvient pas \u00e0 d\u00e9gager une solution unique pour \u00e9tanch\u00e9ifier l\u2019espace informationnel face \u00e0 la propagande russe<\/strong>. En outre, malheureusement, les m\u00e9dias non occidentaux, dans leurs tentatives de s\u2019opposer \u00e0 l\u2019opinion dominante occidentale, sont tr\u00e8s facilement influenc\u00e9s par la Russie. Bien que la Russie soit un \u00c9tat terroriste moderne, sa guerre de l\u2019information est encore men\u00e9e avec succ\u00e8s dans le monde entier par des m\u00e9dias ignorants ou incomp\u00e9tents et pr\u00e9sent\u00e9e comme une position alternative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019espace informationnel mondial reste sous la puissante influence de la propagande russe, librement diffus\u00e9e aupr\u00e8s du public international depuis des d\u00e9cennies. Bien qu\u2019elle se heurte \u00e0 la r\u00e9sistance de l\u2019espace informationnel occidental, la propagande russe cherche toujours \u00e0 contourner les interdictions et \u00e0 atteindre des publics locaux r\u00e9ceptifs. Elle s\u2019introduit ainsi sur les sites internet, les \u00e9crans de t\u00e9l\u00e9vision et dans les colonnes de la presse orientale, diffusant de fausses nouvelles et des faits d\u00e9form\u00e9s. Les r\u00e9cits russes se retrouvent encore dans les colonnes de grands m\u00e9dias r\u00e9put\u00e9s, sous couvert de pluralisme et d\u2019une consid\u00e9ration d\u00e9mocratique des deux parties au conflit. En se pr\u00e9valant des normes journalistiques, les Russes sont capables de diffuser une d\u00e9sinformation ouverte aupr\u00e8s des masses qui, malgr\u00e9 son invraisemblance, s\u2019ancre dans l\u2019esprit des lecteurs comme un point de vue alternatif.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La communaut\u00e9 mondiale de l\u2019information, et l\u2019Union europ\u00e9enne en particulier, devraient aborder plus s\u00e9rieusement le probl\u00e8me de la diffusion de la propagande russe tant aupr\u00e8s des communaut\u00e9s anglophones que non anglophones : <strong>bloquer et interdire ces sites, limiter l\u2019acc\u00e8s des porte-voix de la propagande aux r\u00e9seaux sociaux et aux diffusions de m\u00e9dias plus r\u00e9put\u00e9s<\/strong>. It should not be forgotten that Russian propaganda is a serious tool of the Kremlin&#8217;s control over the moods of people not only within their own country but also throughout the world.
