But after the successful counteroffensive of the Ukrainian Armed Forces in the Kharkiv region, the occupying administration announced the dates of the &#8220;referendums&#8221;, trying to legitimize the occupation and the continuation of the war for full control over certain regions as soon as possible. As a result, a dangerous farce took place within 5 days, September 23-27.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les proc\u00e9dures de tenue de ces r\u00e9f\u00e9rendums en 2022, comme en 2014, violent le Pacte international relatif aux droits civils et politiques (PIDCP). La <strong>pr\u00e9sence militaire ill\u00e9gale<\/strong> des Russes, qui contrevient \u00e0 la Charte des Nations unies, est la raison essentielle qui <strong>invalide<\/strong> les r\u00e9sultats des \u00ab r\u00e9f\u00e9rendums \u00bb \u2014 tant ceux de 2014 que ceux de 2022. Il ne peut \u00eatre question d\u2019aucune \u00ab expression de la volont\u00e9 du peuple \u00bb lorsque des hommes arm\u00e9s du pays agresseur contr\u00f4lent la participation au scrutin. Dans les r\u00e9gions ukrainiennes occup\u00e9es, des soldats russes arm\u00e9s de fusils d\u2019assaut allaient d\u2019appartement en appartement et exigeaient une signature sur un formulaire fictif. Avant cette simulation de vote, les Russes ont massivement <strong>intimid\u00e9 les civils<\/strong> et leur ont inculqu\u00e9 l\u2019id\u00e9e d\u2019une <strong>\u00ab trahison \u00bb envers l\u2019Ukraine<\/strong> (the narrative implied rumors that all residents of the occupied territories would be considered traitors in Ukraine for cooperating with the occupiers and would be punished accordingly, therefore &#8220;there is no turning back&#8221;). Inhabitants of occupied settlements couldn\u2019t verify and dismantle the claims, due to information blockade and the absence of an internet connection.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img decoding=\"async\" width=\"491\" height=\"276\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/10\/image-7.png\" alt=\"\" class=\"wp-image-6774\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/10\/image-7.png 491w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/10\/image-7-18x10.png 18w\" sizes=\"(max-width: 491px) 100vw, 491px\" \/><figcaption class=\"wp-element-caption\"><em>\u00c0 Melitopol, dans la r\u00e9gion de Zaporijjia, les occupants ont organis\u00e9 un vote-spectacle avec Grigori Potemkine, chef militaire russe et favori de Catherine la Grande, qui a \u0153uvr\u00e9 \u00e0 la colonisation des steppes ukrainiennes et est consid\u00e9r\u00e9 comme le fondateur de la ville. They forced residents to provide personal information and issue Russian passports <strong>en \u00e9change de pensions, de prestations sociales et d\u2019aide humanitaire<\/strong> (nourriture, m\u00e9dicaments, etc. ; il convient de noter que ceux qui n\u2019avaient pas les moyens de quitter les territoires sont rest\u00e9s dans les zones occup\u00e9es). Dans ces conditions, le secret du vote n\u2019existe assur\u00e9ment pas.<br>Selon le droit international, tout r\u00e9f\u00e9rendum ne doit pas \u00eatre biais\u00e9 ni donner lieu \u00e0 une campagne unilat\u00e9rale. En outre, certains Ukrainiens tu\u00e9s lors d\u2019actions militaires agressives ont eux aussi, d\u2019une mani\u00e8re ou d\u2019une autre, \u00ab vot\u00e9 \u00bb au r\u00e9f\u00e9rendum. Par ailleurs, selon le Service de s\u00e9curit\u00e9 d\u2019Ukraine, les Russes envisageaient d\u2019accorder le droit de vote \u00e0 des mineurs et de forcer m\u00eame des prisonniers de guerre ukrainiens qui ne sont pas r\u00e9sidents des territoires concern\u00e9s \u00e0 voter. Par cons\u00e9quent, la <strong>l\u00e9gitimit\u00e9 des crit\u00e8res d\u2019\u00e9ligibilit\u00e9 au vote<\/strong> demeure douteuse. <strong>Des observateurs internationaux impartiaux<\/strong> n\u2019ont pas pu v\u00e9rifier comment le scrutin s\u2019\u00e9tait r\u00e9ellement d\u00e9roul\u00e9. Comme en 2014, des propagandistes pro-Poutine et des repr\u00e9sentants de mouvements politiques radicaux sont devenus des \u00ab observateurs internationaux \u00bb en 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le 3 octobre, la Douma d\u2019\u00c9tat de la F\u00e9d\u00e9ration de Russie a ratifi\u00e9 les accords sur l\u2019int\u00e9gration \u00e0 la Russie des pr\u00e9tendues R\u00e9publiques populaires de Louhansk et de Donetsk, avec le statut de r\u00e9publiques ; les r\u00e9gions partiellement occup\u00e9es de Kherson et de Zaporijjia devaient, quant \u00e0 elles, rejoindre la Russie avec le statut d\u2019oblasts (r\u00e9gions), dot\u00e9es de parlements ill\u00e9gitimes cr\u00e9\u00e9s par le r\u00e9gime de Poutine lui-m\u00eame afin de parachever l\u2019apparence de \u00ab l\u00e9galit\u00e9 \u00bb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What advantages did the Russian Federation want to get from the referendums?The \u201cjoining\u201d of 4 Ukrainian regions is Putin&#8217;s attempt to turn Ukraine&#8217;s defensive actions against Russian aggression into offensive ones with all the following consequences. The \u201cinclusion\u201d of the annexed Ukrainian regions into the Russian Federation should, first of all, provide the Putin regime with new cannon fodder, because it enables him to mobilize citizens from the annexed territories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, it is important to remember, that fake referendums are a tool for Putin to &#8220;legitimize&#8221; de facto partial control over the annexed territories while it is still there. Such &#8220;legitimization&#8221; does not occur due to legal norms, but due to lost time. During these 8 years, Ukraine has already shown that it will never recognize the results of illegitimate referendums, so the country is not going to cede sovereignty after another series of the same fake referendums.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>At the same time, the mobilization and \u201czombification\u201d of Ukrainians in the annexed territories are gaining momentum day by day, reducing Ukraine&#8217;s public position there. Therefore, the delay in decisive actions, such as the transfer of weapons to Ukraine, will not lead to peace or even a truce, but will only contribute to the prolongation of the war.<\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>On September 30, according to the results of the \u201creferendums\u201d, Putin signed agreements on the annexation of the territories of 4 Ukrainian regions.
