Dans l\u2019ensemble, les gouvernements d\u00e9mocratiques de Ta\u00efwan, du Japon et de Cor\u00e9e du Sud, ainsi que Singapour, pays semi-d\u00e9mocratique, ont adopt\u00e9 une position clairement pro-ukrainienne, soulignant l\u2019importance de d\u00e9fendre un ordre fond\u00e9 sur les principes du droit international. Parmi les pays d\u2019Asie du Sud-Est, seuls les pays susmentionn\u00e9s ont appliqu\u00e9 des sanctions contre la Russie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When voting for the resolution of the UN General Assembly condemning Russia&#8217;s aggression against Ukraine, Vietnam and Laos abstained, and on April 7, when voting for the decision of the UN General Assembly to exclude the Russian Federation from the Human Rights Council, Indonesia and Thailand abstained, and Vietnam voted against. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, the risk of a new &#8220;Cold War&#8221; is high not only in Europe but also in Asia, where two opposing security and economic blocs may emerge: a US-led bloc and a China-dominated bloc.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"360\" height=\"235\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image.png\" alt=\"\" class=\"wp-image-6322\" style=\"width:420px;height:274px\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image.png 360w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-18x12.png 18w\" sizes=\"(max-width: 360px) 100vw, 360px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">L\u2019une des raisons expliquant des positions si diff\u00e9rentes parmi les pays de la r\u00e9gion est que l\u2019Asie est devenue le march\u00e9 vers lequel la Russie se r\u00e9oriente dans le contexte des sanctions occidentales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sanction pressure from the USA and the EU led to the fact that of the 380 tankers that left the ports of the Russian Federation from February 24 to April 18, 115 were sent to Asia: 52 &#8211; to the People&#8217;s Republic of China, 28 &#8211; to South Korea, 25 &#8211; to India, 9 &#8211; to Japan and 1 to Malaysia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compared to last year, these data indicate an eightfold increase in deliveries to India, a 33% increase in deliveries to China, and, at the same time, a 16% decrease in deliveries to the other mentioned countries. The trend is obvious &#8211; while such powerful consumers as Japan are looking for ways to reduce the share of trade with the Russian Federation, China and India are only increasing it. Such positions of countries are reflected not only at the political level, but also at the public level.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-japan\"><strong>Japon<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Since the beginning of Russia&#8217;s war against Ukraine, Japan has unequivocally sided with Ukraine, consistently implementing a policy of condemning aggression, imposing sanctions, and providing large-scale aid.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img decoding=\"async\" width=\"302\" height=\"169\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-1.png\" alt=\"\" class=\"wp-image-6323\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-1.png 302w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-1-300x169.png 300w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-1-18x10.png 18w\" sizes=\"(max-width: 302px) 100vw, 302px\" \/><figcaption class=\"wp-element-caption\"><em>Protests in Tokyo against Russia&#8217;s invasion<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">According to a NIKKEI\/Tokyo TV poll conducted after the start of Russia&#8217;s invasion of Ukraine, 61% of the Japanese public were in favor of tough sanctions against Russia along with American and European partners. This is double the level of support among the Japanese public in March 2014, after Russia&#8217;s invasion and annexation of Crimea. In May 2022, following the imposition of sanctions and the expulsion of several Russian diplomats, the approval rating for Prime Minister Kishida&#8217;s Cabinet rose to 61%, the highest rating since he took office in October 2021. In addition, Ukrainians became the first large group of refugees to be accepted in Japan in the last 25 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is practically no media in Japan that does not cover the war in Ukraine. Programs like \u201cGood Morning, Japan\u201d, \u201cSunday Watch\u201d from NHK, also TV Asahi, BS Fuji Prime News, and TBS weekends programs, such as \u201cMr. Sunday&#8221;, provide detailed coverage of the war in Ukraine. And the web page of the NHK World news channel even started working in Ukrainian. Thanks to the work of the Japanese mass media, during the first 100 days of the war, more people got acquainted with Ukrainian history, politics, and the names of Ukrainian cities.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><img decoding=\"async\" width=\"277\" height=\"147\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-2.png\" alt=\"\" class=\"wp-image-6324\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-2.png 277w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-2-18x10.png 18w\" sizes=\"(max-width: 277px) 100vw, 277px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">L\u2019incident survenu \u00e0 la t\u00e9l\u00e9vision japonaise, lorsque la pr\u00e9sentatrice Yumiko Matsuo a fondu en larmes en annon\u00e7ant que Poutine avait d\u00e9cor\u00e9 la brigade ayant commis des atrocit\u00e9s \u00e0 Boutcha, s\u2019est r\u00e9v\u00e9l\u00e9 tr\u00e8s parlant. Les utilisateurs de Reddit ont salu\u00e9 le courage de la pr\u00e9sentatrice, soulignant qu\u2019il est rare pour les Japonais de montrer leurs \u00e9motions en public, ce qui n\u2019est pas caract\u00e9ristique de la culture japonaise. Cela a montr\u00e9 \u00e0 quel point les cruaut\u00e9s de la guerre r\u00e9sonnent profond\u00e9ment dans l\u2019\u00e2me japonaise. De nombreux utilisateurs ont indiqu\u00e9 avoir eux aussi pleur\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si l\u2019on tient compte des dizaines de millions de personnes issues des diasporas chinoise et indienne dans les pays du monde entier, il convient de pr\u00eater attention aux m\u00e9dias chinois, qui exercent une influence non seulement dans le pays ou sur le continent, mais aussi \u00e0 l\u2019\u00e9chelle mondiale. Nous devons donc surveiller l\u2019espace informationnel chinois et l\u2019analyser dans un contexte plus large : quels r\u00e9cits y sont diffus\u00e9s et comment influencent-ils la repr\u00e9sentation du monde chez ses citoyens ?<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-china\"><strong>Chine<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the fact that China, which is the largest economic and political power in Asia, has chosen a position of &#8220;neutrality&#8221; for its own interests and personal gain, the Chinese media still present the events in Ukraine according to Russian narratives. At the same time, no Chinese media in any way condemned the Russian aggression against Ukraine.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"237\" height=\"158\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-3.png\" alt=\"\" class=\"wp-image-6325\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-3.png 237w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-3-18x12.png 18w\" sizes=\"(max-width: 237px) 100vw, 237px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Depuis le d\u00e9but de l\u2019invasion \u00e0 grande \u00e9chelle de l\u2019Ukraine par la F\u00e9d\u00e9ration de Russie, la presse chinoise diffuse des messages tr\u00e8s ambigus et, par endroits, elle est devenue une plateforme de propagation de la propagande anti-occidentale et de faux manifestes russes. L\u2019appareil du Parti communiste chinois fonctionne \u00e0 plein r\u00e9gime pour soutenir la Russie. Habituellement, la propagande chinoise se concentre directement sur les \u00e9v\u00e9nements \u00e0 l\u2019int\u00e9rieur du pays. Cependant, durant les premi\u00e8res semaines de l\u2019invasion russe \u00e0 grande \u00e9chelle, la presse chinoise a diffus\u00e9 non seulement la propagande et les r\u00e9cits russes, mais aussi de fausses informations affirmant que le pr\u00e9sident ukrainien avait fui, que les Forces arm\u00e9es ukrainiennes s\u2019\u00e9taient rendues et que Kyiv avait \u00e9t\u00e9 prise. Les lecteurs des m\u00e9dias chinois sont convaincus que la responsabilit\u00e9 de l\u2019invasion des troupes russes sur le territoire de l\u2019Ukraine ind\u00e9pendante incombe en r\u00e9alit\u00e9 \u00e0 l\u2019Occident, en particulier aux \u00c9tats-Unis. Les sentiments antiam\u00e9ricains et anti-OTAN sont constamment relay\u00e9s par People`s Daily Online, Global Times, Xinhua, The Paper, Huanqiu, Caixin Global, South China Morning Post, etc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government news agency Xinhua wrote in mid-April that the US is instigating a war in Ukraine in order to weaken Europe. People&#8217;s Daily Online also repeatedly accused NATO of provoking the Russian invasion of Ukraine. In early April, the outlet published an article claiming that the United States staged the Orange Revolution in 2004 and the Maidan in 2014, supported a pro-American government in Ukraine, and encouraged Ukraine to join NATO, turning it into a pawn in the confrontation with the Russian Federation. As is known, this is a typical narrative of Russian propaganda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les m\u00e9dias et les cha\u00eenes officielles ne montrent pas non plus de vid\u00e9os ou de photos des destructions en Ukraine et n\u2019interrogent pas les Ukrainiens qui d\u00e9crivent les difficult\u00e9s ou les pertes caus\u00e9es par la guerre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a WSJ report, only 2% of newscasts included a direct speech from Ukrainian President Zelensky. However, among them, we are talking only about those quotes of the Ukrainian president, where he reproached the West for not helping Ukraine enough and asked to intervene. In this way, the Chinese media hinted at the &#8220;participation of the West&#8221; in fomenting the war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for the bloody events in Irpin and Bucha, which had appalled international community, Chinese journalists mentioned them only to repeat the Kremlin&#8217;s thesis that the huge number of victims among the civilian population is only a &#8220;Ukrainian staging&#8221; and \u201cfake\u201d.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"437\" height=\"223\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-4.png\" alt=\"\" class=\"wp-image-6326\" style=\"width:437px;height:223px\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-4.png 437w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-4-18x9.png 18w\" sizes=\"(max-width: 437px) 100vw, 437px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Between March 28 and April 5, 2022, the Carter Center China Focus conducted a survey of Chinese public opinion regarding Russia&#8217;s invasion of Ukraine. The results show that 75% of respondents agree that supporting Russia in Ukraine is in China&#8217;s national interest and that approximately 60% of respondents support China&#8217;s mediation in ending the conflict.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"415\" height=\"210\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-5.png\" alt=\"\" class=\"wp-image-6327\" style=\"width:507px;height:257px\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-5.png 415w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-5-18x9.png 18w\" sizes=\"(max-width: 415px) 100vw, 415px\" \/><\/figure>\n<\/div>\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"400\" height=\"209\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-6.png\" alt=\"\" class=\"wp-image-6328\" style=\"width:498px;height:260px\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-6.png 400w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-6-18x9.png 18w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Ainsi, la Chine cherche \u00e0 utiliser la guerre en Ukraine pour promouvoir ses propres th\u00e8ses de propagande anti-occidentale<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-india\"><strong>Inde<\/strong><\/h4>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"276\" height=\"165\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-7.png\" alt=\"\" class=\"wp-image-6329\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-7.png 276w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-7-18x12.png 18w\" sizes=\"(max-width: 276px) 100vw, 276px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Bien que l\u2019Inde appartienne au monde d\u00e9mocratique, elle ne se comporte pas toujours comme telle sur la sc\u00e8ne internationale et pr\u00e9f\u00e8re plut\u00f4t coop\u00e9rer avec des r\u00e9gimes autoritaires et anti-occidentaux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Avec le d\u00e9but de l\u2019invasion russe de l\u2019Ukraine, l\u2019Inde a officiellement adopt\u00e9 une position neutre. D\u2019une part, le pays ne soutient pas ouvertement l\u2019agression russe et appelle \u00e0 une cessation imm\u00e9diate des hostilit\u00e9s ainsi qu\u2019\u00e0 un r\u00e8glement du conflit par des moyens diplomatiques. D\u2019autre part, l\u2019Inde \u00e9vite de critiquer ouvertement les actions de la F\u00e9d\u00e9ration de Russie, refuse de se joindre aux sanctions occidentales ou d\u2019en introduire de son c\u00f4t\u00e9 et, au contraire, accro\u00eet sa coop\u00e9ration avec la Russie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parall\u00e8lement, le pays participe \u00e0 la fourniture d\u2019aide humanitaire \u00e0 l\u2019Ukraine, et une proportion importante des soldats de la L\u00e9gion internationale d\u2019Ukraine vient d\u2019Inde.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contrairement au Japon ou \u00e0 la Chine, il n\u2019existe pas en Inde de consensus entre le gouvernement et la population concernant la guerre en Ukraine. La plupart des m\u00e9dias pro-gouvernementaux indiens reprennent le r\u00e9cit russe des \u00e9v\u00e9nements. Une rh\u00e9torique anti-occidentale est \u00e9galement souvent pr\u00e9sente dans les m\u00e9dias locaux. Toutefois, parmi les m\u00e9dias plus lib\u00e9raux, l\u2019agression russe, la terreur contre la population civile et les violences commises par l\u2019arm\u00e9e russe font l\u2019objet d\u2019une vive condamnation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The public in India, unlike citizens of many other major democracies, has generally supported India&#8217;s neutrality and New Delhi&#8217;s efforts to balance between maintaining friendly relations with Russia and the West. At the same time, the public has largely pro-Russian position, which aligns with the position of the current national government and the mainstream local media that support it. Thus, 62% of the population supports the continuation of friendly relations with Russia.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"266\" height=\"150\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-8.png\" alt=\"\" class=\"wp-image-6330\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-8.png 266w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-8-18x10.png 18w\" sizes=\"(max-width: 266px) 100vw, 266px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">In March, members of the Indian right-wing organization Hindu Sena organized a demonstration in New Delhi in support of Russia and its invasion of Ukraine. The main calls of the demonstration were: &#8220;Russia, you fight, we are with you&#8221; and &#8220;Long live India-Russia ties.&#8221; Other signs explicitly supported the invasion and an &#8220;undivided Russia.&#8221; Although the Hindu Sena is a relatively small political group, it is active in 16 states in India and has over 1 million followers on social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No major anti-war protests have erupted in the country since the start of the invasion, and since the start of the war, there have been few voices criticizing India&#8217;s refusal to participate in supporting Ukraine and calling on the government to condemn Russia for invading a sovereign country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A comparison of the reaction to Russia&#8217;s invasion of Ukraine in individual Asian countries reveals a noticeable division between their positions. The Sino-US rivalry and underlying power dynamics currently complicate the partnerships, alliances (notably the new AUKUS pact), and counter-alliances in the region which influences the governments\u2019 response to the Russian war against Ukraine. In general, US-allied countries support Ukraine, while others try to balance or openly support Russia. For example, India&#8217;s strategic rivalry with China could lead the country to side with Ukraine, but it did not condemn Russia because of its traditional defense partnership with the Russian Federation. Therefore, not only foreign policy considerations but also additional factors play a decisive role in the response of governments and the public to the war in Ukraine. <\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>The view of Asian countries on the war against Ukraine is ambiguous.
