They, in turn, clearly distinguish the case of Ukraine from Afghanistan, which is often compared in the context of formats and volumes of US assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tout d\u2019abord, il convient de noter que, dans ce contexte, cet ensemble comprendra <strong>des aspects assez uniques du cas ukrainien<\/strong>, qui, combin\u00e9s, ont form\u00e9 une strat\u00e9gie informelle de r\u00e9sistance et un profond syst\u00e8me de stabilit\u00e9 de la soci\u00e9t\u00e9 ukrainienne.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-deep-society\"><strong>Soci\u00e9t\u00e9 profonde<\/strong><\/h4>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"312\" height=\"175\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-3.png\" alt=\"\" class=\"wp-image-5625\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-3.png 312w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-3-18x10.png 18w\" sizes=\"(max-width: 312px) 100vw, 312px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Un r\u00e9seau bien \u00e9tabli d\u2019organisations sociales et communautaires, \u00e0 la fois officielles et informelles, en Ukraine, a dans une tr\u00e8s large mesure permis une mobilisation plus forte et plus rapide sur tous les fronts possibles. L\u2019opposition classique entre l\u2019\u00c9tat profond et la soci\u00e9t\u00e9 profonde est tout \u00e0 fait pertinente dans le cas de la guerre russe contre l\u2019Ukraine. <strong>\u00c9tablis en 2014, les liens de la soci\u00e9t\u00e9 civile passant par les organisations b\u00e9n\u00e9voles, les fondations caritatives de soutien et les r\u00e9seaux informels sont devenus l\u2019\u00e9pine dorsale de la coh\u00e9sion sociale et de la r\u00e9sistance civile<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><font style=\"vertical-align: inherit;\"><font style=\"vertical-align: inherit;\">L\u2019une des pratiques uniques de l\u2019exp\u00e9rience ukrainienne est le recours aux organisations b\u00e9n\u00e9voles comme centre d\u2019approvisionnement alternatif pour les unit\u00e9s avanc\u00e9es des Forces arm\u00e9es ukrainiennes. En raison de perturbations logistiques durant les premi\u00e8res ann\u00e9es de l\u2019agression russe, de nombreux besoins sp\u00e9cifiques des forces arm\u00e9es ont \u00e9t\u00e9 satisfaits gr\u00e2ce \u00e0 des militants civils.<\/font><\/font><\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-concretization-and-objectification-of-the-enemy\"><strong>Concr\u00e9tisation et objectivation de l\u2019ennemi<\/strong><\/h4>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><img decoding=\"async\" width=\"311\" height=\"224\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-4.png\" alt=\"\" class=\"wp-image-5626\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-4.png 311w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-4-18x12.png 18w\" sizes=\"(max-width: 311px) 100vw, 311px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Unlike the case of Afghanistan, where the enemy (the Taliban) was conventionally considered part of Afghan society itself and was openly or not part of local communities, in the case of Russia&#8217;s war against Ukraine, <strong>Russia&#8217;s imperial policy clearly delineated the parties to the conflict<\/strong>. Le conflit s\u2019est ainsi rapidement polaris\u00e9 et les parties bellig\u00e9rantes ont \u00e9t\u00e9 clairement d\u00e9finies.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-the-factor-of-war-crimes-and-genocide\"><strong>Le facteur des crimes de guerre et du g\u00e9nocide<\/strong><\/h4>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img decoding=\"async\" width=\"357\" height=\"171\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-5.png\" alt=\"\" class=\"wp-image-5627\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-5.png 357w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-5-18x9.png 18w\" sizes=\"(max-width: 357px) 100vw, 357px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">In this case, the psychology of intimidation used by the Russian Federation at the hands of its military &#8211; for example, the events in Bucha, Irpin, and Mariupol &#8211; did not work as expected and had the opposite effect. The lack of success of the Russians at the front and the ability of the Ukrainian army to offer adequate resistance provoked <strong>l\u2019unit\u00e9 et le ressentiment en r\u00e9ponse \u00e0 l\u2019intimidation, plut\u00f4t que le choc et l\u2019apathie attendus<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-effective-top-down-communication\"><strong>Une communication efficace du sommet vers la base<\/strong><\/h4>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"245\" height=\"252\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-7.png\" alt=\"\" class=\"wp-image-5629\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-7.png 245w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/07\/image-7-12x12.png 12w\" sizes=\"(max-width: 245px) 100vw, 245px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">D\u00e8s le premier jour de l\u2019invasion \u00e0 grande \u00e9chelle, les autorit\u00e9s ukrainiennes, repr\u00e9sent\u00e9es par le pr\u00e9sident Volodymyr Zelensky, le ministre des Affaires \u00e9trang\u00e8res Dmytro Kuleba et le ministre de la D\u00e9fense Oleksiy Reznikov, ont \u00e9t\u00e9 en <strong>contact direct et constant avec le public<\/strong> through informational video appeals, press briefings, and social networks. Several sociological sections have already shown that this has become one of the consolidating and &#8220;calming&#8221; factors for the civilian population. It has also become an important component of Ukraine&#8217;s overall information strategy on both the internal and external fronts.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-pro-active-diplomacy\"><strong>Diplomatie proactive<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">La diplomatie ukrainienne s\u2019est engag\u00e9e dans un travail actif et proactif au sein des organisations internationales et des assembl\u00e9es parlementaires.
