Les unit\u00e9s de premi\u00e8re ligne identifient les besoins du champ de bataille, les ing\u00e9nieurs adaptent les syst\u00e8mes, les fabricants mettent \u00e0 jour la production et les soldats testent les r\u00e9sultats sous le feu. Ce cycle permet \u00e0 l\u2019Ukraine de d\u00e9velopper et d\u2019affiner les technologies de drones \u00e0 un rythme que les laboratoires en temps de paix ne peuvent reproduire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019article note \u00e9galement que l\u2019Ukraine devient de plus en plus un fournisseur de s\u00e9curit\u00e9, et non seulement un b\u00e9n\u00e9ficiaire d\u2019aide. Des partenaires tels que le Royaume-Uni, l\u2019Union europ\u00e9enne et le Japon cherchent d\u00e9j\u00e0 \u00e0 acc\u00e9der \u00e0 l\u2019expertise ukrainienne en mati\u00e8re de drones par le biais de coproduction, de partage de donn\u00e9es et d\u2019initiatives technologiques conjointes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans le m\u00eame temps, <strong>Skrypchenko<\/strong> et <strong>Drennan<\/strong> avertissent que la Russie apprend rapidement. Moscou a cr\u00e9\u00e9 un centre d\u00e9di\u00e9 aux drones, Rubicon, afin de copier les innovations ukrainiennes et d\u2019int\u00e9grer les enseignements du champ de bataille dans ses propres forces. Pour Washington, cela signifie que l\u2019acc\u00e8s \u00e0 la validation en temps r\u00e9el de l\u2019Ukraine sur le champ de bataille constitue un atout strat\u00e9gique qui ne peut \u00eatre recr\u00e9\u00e9 de mani\u00e8re ind\u00e9pendante.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les auteurs proposent le principe <strong>\u00ab Construire en Am\u00e9rique, valider en Ukraine \u00bb<\/strong> comme base de la coop\u00e9ration future. Cela relierait les lignes de production am\u00e9ricaines aux essais ukrainiens sur le champ de bataille, \u00e0 la collecte de donn\u00e9es, aux logiciels et \u00e0 l\u2019exp\u00e9rience op\u00e9rationnelle dans tous les domaines. Un tel pacte n\u00e9cessiterait une cellule permanente de coordination conjointe, des m\u00e9canismes d\u2019acquisition pluriannuels, des habilitations juridiques et des proc\u00e9dures acc\u00e9l\u00e9r\u00e9es en mati\u00e8re d\u2019octroi de licences, de passation de contrats, de transfert de technologies et de classification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enfin, l\u2019article souligne que le pacte devrait profiter aux deux parties. L\u2019Ukraine gagnerait l\u2019acc\u00e8s \u00e0 la recherche am\u00e9ricaine, aux capacit\u00e9s de d\u00e9veloppement et aux capitaux n\u00e9cessaires pour accro\u00eetre la production, tandis que les \u00c9tats-Unis b\u00e9n\u00e9ficieraient d\u2019un acc\u00e8s durable \u00e0 l\u2019\u00e9cosyst\u00e8me d\u2019innovation de d\u00e9fense qui \u00e9volue le plus rapidement au monde.
