Alina Rohach<\/strong>, responsable de projet du programme de coop\u00e9ration avec l\u2019Espagne et l\u2019Am\u00e9rique latine<\/strong> au Transatlantic Dialogue Center<\/strong>, a accord\u00e9 un commentaire \u00e0 Infobae (un important m\u00e9dia d\u2019information latino-am\u00e9ricain) sur la fa\u00e7on dont les attaques de la Russie contre les infrastructures \u00e9nerg\u00e9tiques de l\u2019Ukraine transforment la vie des civils \u00e0 Kyiv dans des conditions hivernales extr\u00eames.<\/p>\n\n\n\n

Rohach a soulign\u00e9 que l\u2019effet principal ne r\u00e9side pas seulement dans les d\u00e9g\u00e2ts mat\u00e9riels, mais aussi dans la psychologie de l\u2019incertitude : lorsque les personnes ne peuvent pas pr\u00e9voir si elles auront de la lumi\u00e8re, du chauffage ou de l\u2019eau, leur sentiment de ma\u00eetrise de la vie quotidienne s\u2019effondre. Selon elle, le temps cesse de s\u2019organiser en \u00ab jours normaux \u00bb et se divise en cr\u00e9neaux \u00ab o\u00f9 il y a de l\u2019\u00e9lectricit\u00e9 \u00bb et \u00ab o\u00f9 il n\u2019y en a pas \u00bb.<\/p>\n\n\n\n

S\u2019exprimant depuis Kyiv, elle a d\u00e9crit comment les habitants sont contraints de r\u00e9organiser leurs routines \u00e9l\u00e9mentaires en fonction des coupures \u2014 se levant parfois \u00e0 3\u20134 heures du matin pour se laver, recharger leurs t\u00e9l\u00e9phones et pr\u00e9parer \u00e0 manger avant de se rendormir avant le travail. Rohach a \u00e9galement mis en \u00e9vidence la vuln\u00e9rabilit\u00e9 cr\u00e9\u00e9e par les syst\u00e8mes centralis\u00e9s de chauffage et d\u2019\u00e9lectricit\u00e9 : une fois le r\u00e9seau perturb\u00e9, les appartements refroidissent rapidement et la temp\u00e9rature int\u00e9rieure peut tomber \u00e0 environ 5\u00b0C ou moins, transformant les logements en \u00ab cong\u00e9lateurs \u00bb en quelques heures.<\/p>\n\n\n\n

Dans le m\u00eame temps, Rohach a not\u00e9 que les gens trouvent des moyens de tenir \u2014 en bougeant pour se r\u00e9chauffer, en partageant les ressources et en entretenant de petites formes de soutien communautaire. Elle a toutefois mis en garde contre toute interpr\u00e9tation de l\u2019adaptation comme une normalisation : survivre \u00e0 un hiver sous z\u00e9ro sans \u00e9lectricit\u00e9, eau ni chauffage stables n\u2019est pas une \u00ab nouvelle normalit\u00e9 \u00bb, mais une \u00e9preuve extr\u00eame d\u00e9lib\u00e9r\u00e9ment impos\u00e9e \u2014 qui renforce la n\u00e9cessit\u00e9 d\u2019une aide internationale durable.<\/p>\n\n\n\n
