However, Kyiv did not fall to the occupants, and neither did most other major Ukrainian cities. Just like the Ukrainian people, the western powers unified in the face of a threat, that many couldn\u2019t imagine occurring in the 21<sup>st<\/sup> century. Several packages of sanctions against the aggressor along with military and financial assistance for Ukraine facilitated the latter in defending its territories. However, more than forty days of hostilities have passed, and it is quite clear now that the war is not going to end in the nearest perspective. The support that Ukraine has been provided with, as valuable as it is, has not proved sufficient to shift the balance on the battlefield or affect the Russian establishment and induce it to compromise. The civilized world needs to understand that the soonest achievement of peace is of utmost importance.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Plus la guerre se prolonge, plus elle fera de victimes.<\/strong><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Plus t\u00f4t cette semaine, apr\u00e8s le retrait de l\u2019arm\u00e9e russe des territoires autour de Kyiv, le monde entier a \u00e9t\u00e9 horrifi\u00e9 par les images des atrocit\u00e9s commises par des soldats russes dans la ville de Boutcha. Si la guerre se poursuit, ces faits terrifiants risquent \u00e9galement de se produire dans d\u2019autres r\u00e9gions ukrainiennes.&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Plus t\u00f4t un r\u00e8glement sera trouv\u00e9, moins les destructions seront importantes.<\/strong><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Les infrastructures ukrainiennes ont \u00e9t\u00e9 gravement endommag\u00e9es pendant la guerre, et certaines villes ont \u00e9t\u00e9 compl\u00e8tement d\u00e9vast\u00e9es par les missiles, les bombes et l\u2019artillerie de roquettes russes. Les d\u00e9penses n\u00e9cessaires \u00e0 la reconstruction apr\u00e8s toutes ces destructions augmentent chaque jour \u00e0 mesure que les hostilit\u00e9s se poursuivent.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Prolonger la guerre entra\u00eene une hausse des d\u00e9penses militaires.<\/strong><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Les forces arm\u00e9es ukrainiennes ont d\u00e9montr\u00e9 qu\u2019elles \u00e9taient capables d\u2019utiliser efficacement les armes et \u00e9quipements fournis par les \u00c9tats occidentaux contre les forces russes, pourtant sup\u00e9rieures en nombre. Plus l\u2019arm\u00e9e ukrainienne sera bien \u00e9quip\u00e9e, plus l\u2019Ukraine sera proche de mettre fin \u00e0 la guerre. \u00c9chelonner les livraisons dans le temps ne lui permet pas d\u2019accumuler une quantit\u00e9 suffisante de mat\u00e9riel et nuit \u00e0 son efficacit\u00e9.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Les Russes ont la possibilit\u00e9 de s\u2019habituer \u00e0 vivre sous les sanctions.<\/strong><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Les puissances occidentales ont presque \u00e9puis\u00e9 l\u2019\u00e9ventail des mesures qu\u2019elles pourraient prendre sans effets notables sur leur propre bien-\u00eatre. Or, plus la guerre dure, plus la Russie a le temps de s\u2019adapter aux nouvelles conditions dans lesquelles elle vit, et moins ces mesures auront d\u2019effet, ce qui rench\u00e9rit le co\u00fbt pour l\u2019Occident. Pour produire un effet r\u00e9el, les sanctions doivent \u00eatre suffisamment importantes pour avoir des cons\u00e9quences imm\u00e9diates tant pour la soci\u00e9t\u00e9 russe que pour les autorit\u00e9s.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Le public se lasse du sujet ukrainien.<\/strong><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Le soutien aux Ukrainiens exprim\u00e9 par le public a ouvert de nombreuses possibilit\u00e9s aux gouvernements occidentaux, qui pourraient gagner un important capital de r\u00e9putation en apportant leur aide \u00e0 l\u2019Ukraine. Le d\u00e9placement de l\u2019attention publique, in\u00e9vitable lorsqu\u2019un sujet domine l\u2019espace informationnel pendant si longtemps, sur fond de questions pertinentes non r\u00e9solues, compromettra ces efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Par cons\u00e9quent, l\u2019Occident doit favoriser un r\u00e8glement de la guerre le plus rapide possible en renfor\u00e7ant son soutien \u00e0 l\u2019Ukraine, principalement par :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>la fourniture d\u2019armes, d\u2019\u00e9quipements et de fonds suffisants aux forces arm\u00e9es ukrainiennes ;<\/li><li>l\u2019exercice d\u2019une pression accrue sur l\u2019\u00e9conomie russe afin non seulement de dissuader, mais d\u2019arr\u00eater sa machine de guerre ;<\/li><li>un soutien aux autorit\u00e9s ukrainiennes, tant politique que financier, dans leur lutte pour r\u00e9pondre aux besoins de l\u2019\u00c9tat li\u00e9s \u00e0 la guerre.<\/li><\/ul>","protected":false},"excerpt":{"rendered":"<p>When Russia invaded Ukraine in late February, the best forecasts of western media and experts alleged that Kyiv would stand until seized by the Russian army for 96 hours.
