Une grande partie du discours diplomatique r\u00e9cent s\u2019est concentr\u00e9e sur la n\u00e9cessit\u00e9 d\u2019\u00e9viter d\u2019\u00eatre tenu responsable de l\u2019\u00e9chec des n\u00e9gociations de paix, ce qui a paradoxalement contribu\u00e9 \u00e0 faire avancer les discussions. Selon Maksym Skrypchenko, si les responsables ukrainiens et ceux des \u00c9tats-Unis ont r\u00e9alis\u00e9 plusieurs avanc\u00e9es sur des questions faciles \u00e0 r\u00e9soudre, les questions fondamentales, notamment territoriales, restent sans solution, l\u2019initiative se trouvant d\u00e9sormais entre les mains de la Russie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maksym Skrypchenko a mis en avant le d\u00e9fi fondamental au c\u0153ur des n\u00e9gociations : la Russie peut-elle reconna\u00eetre le droit de l\u2019Ukraine \u00e0 exister en tant qu\u2019\u00c9tat souverain ? Cette question, a-t-il soulign\u00e9, demeure centrale dans toute discussion sur les garanties de s\u00e9curit\u00e9. Il a indiqu\u00e9 que le rapport de force sur le champ de bataille est le facteur le plus d\u00e9terminant pour le succ\u00e8s des n\u00e9gociations, notant que la position de n\u00e9gociation de l\u2019Ukraine a toujours \u00e9t\u00e9 la plus forte lorsqu\u2019elle \u00e9tait soutenue par des succ\u00e8s militaires.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parmi les principaux enseignements :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019approche de l\u2019administration Trump consistant \u00e0 \u00ab redoubler d\u2019efforts \u00bb lorsque les n\u00e9gociations s\u2019enlisent pourrait finir par amener les responsables des \u00c9tats-Unis \u00e0 reconna\u00eetre que l\u2019Ukraine a fait des concessions tandis que la Russie reste intransigeante, ce qui pourrait modifier la dynamique de la pression am\u00e9ricaine.<\/li>\n\n\n\n<li>Les pays europ\u00e9ens, en particulier les pays nordiques et baltes, offrent des mod\u00e8les pr\u00e9cieux pour maintenir le soutien \u00e0 l\u2019Ukraine tout en \u00e9tablissant des canaux de communication efficaces avec l\u2019administration actuelle des \u00c9tats-Unis.<\/li>\n\n\n\n<li>Si les r\u00e9centes sanctions des \u00c9tats-Unis contre les compagnies p\u00e9troli\u00e8res russes t\u00e9moignent d\u2019une certaine volont\u00e9 de faire pression sur Moscou, la question fondamentale demeure de savoir si l\u2019administration Trump s\u2019engagera \u00e0 exercer la pression durable n\u00e9cessaire pour amener la Russie \u00e0 des n\u00e9gociations s\u00e9rieuses.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Le briefing s\u2019est conclu sur un consensus des intervenants : l\u2019Europe doit se pr\u00e9parer \u00e0 accro\u00eetre consid\u00e9rablement son soutien \u00e0 l\u2019Ukraine afin que celle-ci puisse n\u00e9gocier tout futur accord de paix en position de force r\u00e9elle plut\u00f4t que de
