Auparavant, des d\u00e9clarations optimistes avaient \u00e9t\u00e9 faites par l\u2019envoy\u00e9 sp\u00e9cial des \u00c9tats-Unis Steve Witkoff, le n\u00e9gociateur en chef de l\u2019Ukraine Rustem Umerov et l\u2019envoy\u00e9 sp\u00e9cial pr\u00e9sidentiel du pr\u00e9sident russe pour les investissements \u00e9trangers et la coop\u00e9ration \u00e9conomique Kirill Dmitriev. Il a soulign\u00e9 que le document est avant tout de nature conceptuelle et n\u00e9cessite une \u00e9laboration approfondie, notamment en ce qui concerne les m\u00e9canismes de mise en \u0153uvre et sa validit\u00e9 juridique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chebotarov a \u00e9galement soulign\u00e9 que la nouvelle version du plan ne comporte pas l\u2019obligation d\u2019inscrire juridiquement le renoncement de l\u2019Ukraine \u00e0 adh\u00e9rer \u00e0 l\u2019OTAN. Dans le m\u00eame temps, des discussions portent sur l\u2019inclusion d\u2019un document distinct \u2014 un accord entre la Russie et les \u00c9tats-Unis \u2014 stipulant que l\u2019OTAN ne s\u2019\u00e9largira plus et n\u2019invitera pas l\u2019Ukraine \u00e0 la rejoindre. Il a averti que des accords relatifs au d\u00e9ploiement de troupes de l\u2019OTAN sur le territoire ukrainien conclus en dehors d\u2019un consensus plus large de tous les membres de l\u2019OTAN pourraient avoir une l\u00e9gitimit\u00e9 juridique contestable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chebotarov a not\u00e9 que le \u00ab plan de paix \u00bb constitue un processus de paix global et ne peut donc \u00eatre consid\u00e9r\u00e9 comme un accord que si toutes les questions font l\u2019objet d\u2019un accord. Comme le soulignent les n\u00e9gociateurs ukrainiens, \u00ab on s\u2019est mis d\u2019accord sur ce sur quoi il fallait de toute fa\u00e7on se mettre d\u2019accord \u00bb, c\u2019est-\u00e0-dire les \u00e9l\u00e9ments non controvers\u00e9s tels que la reconnaissance de la souverainet\u00e9 et la n\u00e9cessit\u00e9 d\u2019un mod\u00e8le de s\u00e9curit\u00e9 renouvel\u00e9 pour l\u2019Ukraine. Toutefois, des questions urgentes subsistent, notamment le statut et les modalit\u00e9s pratiques de l\u2019exploitation de la centrale nucl\u00e9aire de Zaporijjia, l\u2019avenir des avoirs russes gel\u00e9s, le statut de la langue russe et de l\u2019\u00c9glise, et bien d\u2019autres. Chebotarov a accord\u00e9 une attention particuli\u00e8re \u00e0 la question territoriale, notamment au Donbass, qui demeure un point de d\u00e9saccord majeur. Il a soulign\u00e9 que les id\u00e9es d\u2019une \u00e9ventuelle zone \u00e9conomique franche ou de zones d\u00e9militaris\u00e9es n\u2019ont pas encore de param\u00e8tres convenus et ne sauraient \u00eatre consid\u00e9r\u00e9es comme une base pour une cessation rapide des hostilit\u00e9s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chebotarov estime qu\u2019au vu des informations actuellement diffus\u00e9es par la partie russe, la Russie est susceptible de continuer \u00e0 se battre pour les territoires, ce qui pourrait prolonger les n\u00e9gociations et les consultations diplomatiques dans le contexte d\u2019une confrontation militaire persistante.
