La r\u00e9action initiale de l\u2019Alliance a fait preuve de solidarit\u00e9, mais elle a \u00e9galement r\u00e9v\u00e9l\u00e9 des h\u00e9sitations et des perceptions divergentes de la menace \u2014 pr\u00e9cis\u00e9ment les faiblesses que Moscou cherche \u00e0 exploiter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trois priorit\u00e9s se d\u00e9gagent.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Premi\u00e8rement, les alli\u00e9s doivent accro\u00eetre la production de syst\u00e8mes abordables de d\u00e9fense a\u00e9rienne et antimissile, y compris de composants de lutte contre les drones, et int\u00e9grer la r\u00e9silience industrielle \u00e0 leur strat\u00e9gie de d\u00e9fense.<\/li>\n\n\n\n<li>Deuxi\u00e8mement, la d\u00e9fense a\u00e9rienne doit \u00eatre consid\u00e9r\u00e9e comme un bien commun, en int\u00e9grant les innovations op\u00e9rationnelles ukrainiennes et en veillant \u00e0 ce que le stockage national ne compromette pas le soutien de l\u2019Alliance.<\/li>\n\n\n\n<li>Troisi\u00e8mement, les op\u00e9rations hybrides et informationnelles doivent \u00eatre contr\u00e9es de mani\u00e8re proactive : Moscou continuera de mener des campagnes narratives parall\u00e8lement \u00e0 des provocations cin\u00e9tiques. Elles exigent, en r\u00e9ponse, une unit\u00e9 politique durable et une dissuasion proactive.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">La cr\u00e9dibilit\u00e9 de la dissuasion de l\u2019OTAN se mesurera \u00e0 la capacit\u00e9 de transformer ces enseignements en changements institutionnels durables (industriels, op\u00e9rationnels et politiques), qui rendraient sans effet d\u2019\u00e9ventuelles autres attaques hybrides.
