Dans un entretien accord\u00e9 \u00e0 Beijing News, Maksym Chebotarov, coordinateur du programme de partenariat \u00c9tats-Unis\u2013Ukraine, a soulign\u00e9 que les sanctions des \u00c9tats-Unis et de l\u2019UE contre la Russie diff\u00e8rent \u00e0 certains \u00e9gards : les \u00c9tats-Unis ciblent le p\u00e9trole russe, tandis que l\u2019UE se concentre sur le gaz naturel liqu\u00e9fi\u00e9 et n\u2019a pas impos\u00e9 de sanctions \u00e0 l\u2019entreprise priv\u00e9e russe Lukoil. Il estime que les sanctions des \u00c9tats-Unis et de l\u2019UE, ainsi que l\u2019annulation du sommet de Budapest, visent \u00e0 augmenter le co\u00fbt de la guerre pour la Russie tout en maintenant ouverts les canaux de dialogue.<\/p>\n\n\n\n

Chebotarov a \u00e9galement relev\u00e9 que la d\u00e9claration de Trump selon laquelle il \u00e9tait \u00ab profond\u00e9ment d\u00e9\u00e7u \u00bb ne signifie pas qu\u2019il met fin aux contacts avec la Russie, mais constitue plut\u00f4t une nouvelle man\u0153uvre tactique. Il a expliqu\u00e9 que la politique \u00e9trang\u00e8re de Trump se caract\u00e9rise par sa nature transactionnelle, des \u00e9ch\u00e9ances conditionnelles et la cr\u00e9ation d\u00e9lib\u00e9r\u00e9e d\u2019une atmosph\u00e8re d\u2019impr\u00e9visibilit\u00e9, ce qui lui permet d\u2019exercer une pression maximale tout en gardant toutes les options ouvertes. Ainsi, selon Chebotarov, en reportant le sommet de Budapest et en durcissant les sanctions, Washington cherche \u00e0 signaler que Moscou doit prendre des mesures concr\u00e8tes avant que toute n\u00e9gociation directe puisse reprendre.<\/p>\n\n\n\n

Chebotarov a en outre soulign\u00e9 que, d\u00e8s le mois d\u2019ao\u00fbt, Zelensky avait d\u00e9clar\u00e9 publiquement que l\u2019Ukraine pouvait utiliser la ligne de front actuelle comme point de d\u00e9part des n\u00e9gociations, \u00e0 condition qu\u2019un cessez-le-feu soit d\u2019abord obtenu. Toutefois, la Russie insiste pour que toute n\u00e9gociation tienne compte de la r\u00e9alit\u00e9 territoriale actuelle, qui constitue sans aucun doute le principal point de contentieux entre les deux parties.<\/p>\n\n\n\n

L\u2019Ukraine continue d\u2019insister sur \u00ab le cessez-le-feu d\u2019abord, les n\u00e9gociations ensuite \u00bb, tandis que la Russie exige la reconnaissance juridique de la r\u00e9alit\u00e9 territoriale actuelle.
