{"id":32561,"date":"2025-09-25T18:18:32","date_gmt":"2025-09-25T15:18:32","guid":{"rendered":"https:\/\/tdcenter.org\/?p=32561"},"modified":"2025-09-25T18:20:25","modified_gmt":"2025-09-25T15:20:25","slug":"tdc-research-presented-at-the-european-policy-centre-how-ukraine-can-benefit-from-safe","status":"publish","type":"post","link":"https:\/\/tdcenter.org\/fr\/2025\/09\/25\/tdc-research-presented-at-the-european-policy-centre-how-ukraine-can-benefit-from-safe\/","title":{"rendered":"Une \u00e9tude de TDC pr\u00e9sent\u00e9e \u00e0 l\u2019European Policy Centre : \u00ab Comment l\u2019Ukraine peut b\u00e9n\u00e9ficier de SAFE \u00bb"},"content":{"rendered":"<p class=\"wp-block-paragraph\">\u00c0 Bruxelles, Marianna Fakhurdinova, coordinatrice du programme de partenariat UE-Ukraine au Transatlantic Dialogue Center (TDC), a pr\u00e9sent\u00e9 la derni\u00e8re \u00e9tude de TDC lors d\u2019une discussion organis\u00e9e par l\u2019European Policy Centre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mme Fakhurdinova a expliqu\u00e9 comment le nouvel instrument SAFE de l\u2019UE (150 milliards d\u2019euros de pr\u00eats destin\u00e9s aux achats et aux investissements de d\u00e9fense) pourrait offrir \u00e0 l\u2019Ukraine des possibilit\u00e9s, mais aussi lui poser des d\u00e9fis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les principaux points de la pr\u00e9sentation sont les suivants :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les \u00c9tats membres de l\u2019UE et les m\u00e9canismes existants (EPF, PURL) ne peuvent pas remplacer enti\u00e8rement l\u2019aide militaire des \u00c9tats-Unis \u2014 en 2022-2025, les \u00c9tats-Unis comme l\u2019UE ont chacun contribu\u00e9 \u00e0 hauteur d\u2019environ 65 milliards de dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SAFE permet \u00e0 l\u2019Ukraine de participer en tant que sous-traitante des \u00c9tats membres de l\u2019UE ou dans le cadre de coentreprises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019industrie de d\u00e9fense ukrainienne dispose d\u2019une capacit\u00e9 de production annuelle de 35 milliards de dollars, mais son financement n\u2019a atteint que 10 milliards de dollars en 2024.
