Understanding Ukraine through the South\u201d<\/strong> in Kyiv as a partner organisation, facilitating the participation of <strong>Dr. \u00c1ngel Jaramillo Torres<\/strong> from Mexico and <strong>Dr. Erich de la Fuente<\/strong>, a US-based scholar of Cuban origin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the theme <strong>\u201cNavigating a World of Great Powers,\u201d <\/strong>the conference brought together experts, researchers, journalists, human rights defenders, and representatives of international organisations from Africa, Asia, and Latin America. Its discussions connected Ukraine\u2019s experience of resisting Russian aggression with questions facing societies across these regions: how to defend sovereignty, counter exploitation, secure justice, and protect democracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For TDC, the partnership marked a further step in bringing Latin American expertise into substantive dialogue with Ukraine \u2013 not only to explain Ukraine\u2019s experience, but also to explore what countries can learn from one another.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"734\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/245-1024x734.png\" alt=\"\" class=\"wp-image-55481\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/245-1024x734.png 1024w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/245-600x430.png 600w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/245-768x551.png 768w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/245.png 1569w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 id=\"h-from-ukraine-s-battlefield-experience-to-shared-security\" class=\"wp-block-heading\">From Ukraine\u2019s battlefield experience to shared security<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In the panel <strong>\u201cKnow-How \u00e0 la Kyiv: Ukraine as a Provider of Security and Resilience Expertise,\u201d<\/strong> <strong>Dr. \u00c1ngel Jaramillo Torres<\/strong>, <em>Internationalist at El Colegio de M\u00e9xico<\/em>, joined a discussion on how Ukraine\u2019s experience in drone warfare, artificial intelligence, rapid military innovation, and critical infrastructure resilience can benefit international partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jaramillo Torres highlighted <strong>the importance of international law as a central lesson for Mexico from Ukraine\u2019s experience<\/strong>. His contribution broadened the conversation beyond technology and military capabilities, calling for a reassessment of the role of the United Nations and multilateral institutions in protecting states against aggression.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moderated by <strong>Dr. Hanna Shelest<\/strong>, <em>Security Studies Program Director at the Foreign Policy Council Ukrainian Prism<\/em>, the panel brought together perspectives from Mexico, Chile, Indonesia, Jordan, Oman, Myanmar, and Ukraine. It examined Ukraine not only as a country in need of support, but also as a source of knowledge that can strengthen the security and resilience of others.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"734\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/242-1024x734.png\" alt=\"\" class=\"wp-image-55478\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/242-1024x734.png 1024w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/242-600x430.png 600w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/242-768x551.png 768w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/242-1536x1101.png 1536w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/242-18x12.png 18w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/242.png 1569w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 id=\"h-exposing-russia-s-recruitment-networks\" class=\"wp-block-heading\">Exposing Russia\u2019s recruitment networks<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">TDC also facilitated the participation of <strong>Dr. Erich de la Fuente<\/strong>, <em>Professor of International Relations at Florida International University<\/em>, in <strong>\u201cCountering the Predator: How to Stop Russia\u2019s Recruitment of Foreigners.\u201d<\/strong> Moderated by <strong>Maria Tomak<\/strong>, the panel examined the expansion of Russian recruitment across Southeast Asia, Africa, and Latin America, and possible measures to prevent it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De la Fuente warned that the recruitment of Cubans for Russia\u2019s war <strong>may involve tens of thousands of people and coordination at government level<\/strong>. He also raised concerns that Cuban recruiters could use Spanish as a shared language to recruit people from other Latin American countries. His intervention highlighted why Russia\u2019s recruitment practices require attention beyond Ukraine: they draw people from distant societies into its war and create a need for cross-border prevention and accountability.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"734\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/243-1024x734.png\" alt=\"\" class=\"wp-image-55479\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/243-1024x734.png 1024w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/243-600x430.png 600w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/243-768x551.png 768w, https:\/\/tdcenter.org\/wp-content\/uploads\/2026\/10\/243.png 1569w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 id=\"h-justice-democracy-and-the-people-behind-the-debate\" class=\"wp-block-heading\">Justice, democracy, and the people behind the debate<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The conference\u2019s other panels explored lessons in <strong>transitional justice from Sri Lanka, Colombia, and Syria<\/strong>, as well as the impact of <strong>AI and great-power competition on democracy and human rights<\/strong>. Together, these discussions placed Ukraine\u2019s challenges alongside experiences from other regions rather than treating them in isolation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three exhibitions grounded the debates in individual stories. <strong>\u201cEXPENDABLE. How Russia Uses Foreign Recruits in Its War\u201d<\/strong> presented portraits and accounts of foreign nationals captured while fighting for Russia. <strong>\u201cCivilians in Captivity: Stories of Unjust Detentions\u201d<\/strong> portrayed unlawfully detained Ukrainian civilians, while <strong>\u201cVirtual Space of Memory. Museum of Crimean Resistance\u201d<\/strong> documented the persecution of Crimean residents since 2014 through an immersive digital format.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TDC\u2019s contribution to Crimea Global reflects its commitment to building lasting connections between Ukraine and Latin America.
