Los d\u00edas 3 y 4 de marzo de 2026, en el marco de la visita de incidencia a M\u00e9xico, el Transatlantic Dialogue Center (TDC) y la International Renaissance Foundation (IRF) celebraron una serie de sesiones informativas de trabajo en Ciudad de M\u00e9xico con la Secretar\u00eda de Relaciones Exteriores de M\u00e9xico y la Secretar\u00eda de Medio Ambiente y Recursos Naturales (SEMARNAT). Las reuniones se centraron en las prioridades humanitarias vinculadas a la guerra de Rusia contra Ucrania, as\u00ed como en las consecuencias ambientales y clim\u00e1ticas de la guerra.<\/p>\n\n\n\n

En la Secretar\u00eda de Relaciones Exteriores, la delegaci\u00f3n del TDC y la IRF, integrada por Oleksandr Slyvchuk, Alina Rohach, Bohdana Batsko y Olha Kvashuk, se reuni\u00f3 con representantes de la Direcci\u00f3n General para la Organizaci\u00f3n de las Naciones Unidas y de la Direcci\u00f3n General para Europa. La discusi\u00f3n abord\u00f3 la reafirmaci\u00f3n por parte de M\u00e9xico de su apoyo a la integridad territorial y a la identidad nacional de Ucrania, las conversaciones de paz entre Ucrania y Rusia mediadas por Estados Unidos, incluidos los intercambios de prisioneros como un paso positivo, junto con la necesidad de seguir avanzando, as\u00ed como los desaf\u00edos jur\u00eddicos y pr\u00e1cticos de celebrar elecciones en tiempo de guerra.<\/p>\n\n\n\n

Se prest\u00f3 especial atenci\u00f3n a la dimensi\u00f3n humanitaria de la agresi\u00f3n rusa, incluida la deportaci\u00f3n y el desplazamiento forzado de ni\u00f1os ucranianos, con m\u00e1s de 20.000 casos documentados, as\u00ed como a los mecanismos de identificaci\u00f3n, protecci\u00f3n, reunificaci\u00f3n familiar y retorno seguro. La delegaci\u00f3n tambi\u00e9n abord\u00f3 la Coalici\u00f3n Internacional para el Retorno de los Ni\u00f1os Ucranianos y las posibilidades de que M\u00e9xico se adhiera a ella, as\u00ed como la situaci\u00f3n de los derechos humanos de los civiles ucranianos en el contexto del derecho internacional humanitario.<\/p>\n\n\n\n

El 4 de marzo, una sesi\u00f3n informativa separada en la SEMARNAT puso el foco en la agenda ambiental. Alina Rohach y Olha Kvashuk abordaron la dimensi\u00f3n ambiental y clim\u00e1tica de la guerra de Rusia contra Ucrania, incluido el ecocidio y los da\u00f1os relacionados con la guerra en \u00e1reas protegidas, bosques, humedales, r\u00edos y ecosistemas costeros; las minas terrestres y los restos explosivos de guerra; as\u00ed como el impacto clim\u00e1tico y las emisiones generadas por la guerra.<\/p>\n\n\n\n
