Some member states also have concerns about Ukraine&#8217;s procurement of solely US-made weaponry with the potentially unlocked funds.&nbsp;<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong><em>Ukraine calls on: <\/em><\/strong>MEPs to urge<strong><em> <\/em><\/strong>Member States, including through a dedicated plenary resolution, to commit to shared risk and legal guarantees, and to take a final approving decision <strong>at the December 2025<\/strong> European Council meeting. MEPs are also encouraged to advocate for the <em>direct use of frozen Russian assets<\/em> and\/or <em>EU-level joint borrowing<\/em> to establish a long-term, predictable assistance package for Ukraine.<\/p>\n<\/blockquote>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center\" id=\"h-frontloading-informal-opening-of-negotiation-clusters-nbsp\"><strong>Frontloading: Informal opening of negotiation clusters&nbsp;<\/strong><\/h4>\n\n\n\n<p class=\"has-text-align-left\">In October, <a href=\"https:\/\/enlargement.ec.europa.eu\/news\/ukraine-successfully-completes-its-screening-process-2025-09-30_en\">Ukraine completed screening<\/a> its legislation for compliance with the EU <em>acquis communautaire<\/em>. In its <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_2584\">latest Enlargement Package Report<\/a>, the European Commission proves Ukraine has met the conditions required to open clusters 1, 2, and 6. The remaining three are expected to be ready by the end of 2025. However, Hungary\u2019s veto blocks formal cluster openings, prompting Ukraine\u2019s informal consultations with the European Commission as a temporary path forward.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong><em>Current Challenge: <\/em><\/strong>Hungary\u2019s veto stalls Ukraine\u2019s EU integration despite its strong progress on accession criteria.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong><em>Why it is important: <\/em><\/strong>Ukraine is fully prepared for the next steps, but EU political will is needed to move forward. Prolonged delays and the lack of alternative mechanisms deprive Ukraine of the EU&#8217;s leverage and control in reforms implementation, and risk eroding public support for Ukraine\u2019s accession.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-text-align-left\"><strong><em>Ukraine calls on: <\/em><\/strong>MEPs to back the \u201c<em>frontloading <\/em>initiative\u201d of launching informal negotiations without officially opening accession clusters. This will ensure Ukraine\u2019s further rapprochement with the EU, consistent <a href=\"https:\/\/www.eurointegration.com.ua\/eng\/news\/2025\/10\/21\/7222960\/\">informal consultations<\/a> with the EU institutions, and more effective reforms implementation. MEPs can also fight for the immediate inclusion of Ukraine as an associated country in most sectorial policy programmes, using the success case of the European Defence Fund as an example.&nbsp;<\/p>\n<\/blockquote>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center\" id=\"h-using-the-safe-instrument-to-provide-military-support-to-ukraine\"><strong>Using the SAFE instrument to provide military support to Ukraine<\/strong><\/h4>\n\n\n\n<p class=\"has-text-align-left\">19 EU Member states applied for loans under the \u20ac150 billion SAFE <a href=\"https:\/\/op.europa.eu\/en\/publication-detail\/-\/publication\/1445e3da-3b5c-11f0-8a44-01aa75ed71a1\/language-en\">instrument, adopted by the EU Council in May 2025<\/a>, to support military procurement and defense industry investments. Ukraine cannot receive the EU funding, but can act as a subcontractor in joint ventures (recently, <a href=\"https:\/\/www.president.gov.ua\/en\/news\/vistup-prezidenta-pid-chas-zagalnih-debativ-generalnoyi-asam-100349\">the state partially<\/a> <a href=\"https:\/\/www.president.gov.ua\/en\/news\/prezident-obgovoriv-iz-kerivnikami-investicijnih-fondiv-i-bi-100681\">opened up arms exports<\/a>), if member states include it in their European Defence Industry Investment Plans.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong><em>Why it is important:<\/em><\/strong> After U.S. defense assistance was halted, Ukraine faces looming arms shortages that endanger both its defenses and Europe\u2019s security. MS can also benefit from getting battle-tested, state of the art Ukrainian capabilities.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong><em>Current Challenge:<\/em><\/strong> Many EU states prioritize boosting their domestic defense industries under SAFE, overlooking Ukraine\u2019s participation.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-text-align-left\"><strong><em>Ukraine calls on:<\/em><\/strong> MEPs to pressure the 19 SAFE applicants to include Ukraine in their European Defense Industry Investment Plans <strong>by November 30, 2025<\/strong>. If deadlines are missed, <a href=\"https:\/\/tdcenter.org\/2025\/09\/02\/can-safe-make-ukraine-safer-insights-into-the-new-european-financial-instrument\/\">they \u0441ould:<\/a> 1) transfer existing weapons to Ukraine and later replenish stocks with SAFE loans, 2) donate new equipment procured with SAFE funding to Ukraine, 3) use SAFE loans to procure Ukrainian weapons and donate them back to Ukraine under the \u201cDanish model\u201d.<\/p>\n<\/blockquote>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center\" id=\"h-strengthening-international-rules-to-sanction-russia-s-shadow-fleet\"><strong>Strengthening international rules to sanction Russia\u2019s \u201cshadow fleet\u201d<\/strong><\/h4>\n\n\n\n<p class=\"has-text-align-left\">The European External Action Service (EEAS) has prepared <a href=\"https:\/\/www.politico.eu\/article\/eu-seeks-boost-powers-to-board-shadow-fleet-vessels-exclusive-document-sanctions-war\/\">a draft declaration<\/a> to legitimize boarding vessels from Russia\u2019s \u201cshadow fleet.\u201d The plan envisions bilateral agreements between the EU and flag states allowing pre-authorized inspection boardings.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>Why it is important:<\/strong> Russia\u2019s shadow fleet helps evade EU oil sanctions and, in October, <a href=\"https:\/\/www.politico.eu\/article\/eu-seeks-boost-powers-to-board-shadow-fleet-vessels-exclusive-document-sanctions-war\/\">served as drone launch platforms<\/a> that forced temporary airport closures in some EU states.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>Current Challenge:<\/strong> Continued unchecked operations of the fleet would undermine all <a href=\"https:\/\/finance.ec.europa.eu\/news\/eu-adopts-19th-package-sanctions-against-russia-2025-10-23_en\">19 EU sanctions packages <\/a>and enable further hybrid attacks, threatening European security.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-text-align-left\"><strong>Ukraine calls on:<\/strong> MEPs to support the declaration\u2019s adoption in their states, which is expected to be finalized <strong>by late November <\/strong>and endorsed at the EU foreign ministers\u2019 meeting. Afterwards, MEPs should advocate in their home countries to empower the Council of the EU to negotiate boarding agreements on behalf of MSs, thereby simplifying talks with flag states and reinforcing the EU\u2019s role as a cohesive actor.<\/p>\n<\/blockquote>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center\" id=\"h-adaptation-of-the-eu-directive-on-criminalization-of-sanctions-evasion\"><strong>Adaptation of the EU directive on criminalization of sanctions evasion<\/strong><\/h4>\n\n\n\n<p class=\"has-text-align-left\">In April 2024, the EU adopted <a href=\"https:\/\/eur-lex.europa.eu\/eli\/dir\/2024\/1226\/oj\/eng\">Directive 2024\/1226<\/a>, establishing the criminalization of sanctions violations and reaffirming the Union\u2019s commitment to strict and uniform enforcement of its sanctions policy.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>Why it is important:<\/strong> Effective and consistent application will prevent further sanctions evasion and reinforce EU credibility. The directive harmonizes legal standards and sets out the procedures and tools member states must adopt to ensure effective enforcement.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>Current Challenge:<\/strong> With a one-year deadline, only two member states complied, whereas the other twenty-five failed; <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/inf_25_1842\">the Commission<\/a> has initiated infringement proceedings against the rest, some of which contest the assessment of their progress.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-text-align-left\"><strong>Ukraine calls on:<\/strong> MEPs to push for full and swift implementation within their countries, emphasizing the outcomes of missed deadlines, namely the Commission\u2019s enforcement means application and Russia\u2019s enhanced economic resilience and war effort.<\/p>\n<\/blockquote>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center\" id=\"h-including-ukraine-s-interests-in-the-eu-budget-for-2028-2034\"><strong>Including Ukraine\u2019s interests in the EU budget for 2028\u20132034<\/strong><\/h4>\n\n\n\n<p class=\"has-text-align-left\">On 16 July 2025, the European Commission presented its draft <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/eu-budget\/long-term-eu-budget\/eu-budget-2028-2034_en\">Multiannual Financial Framework<\/a> (MFF) for 2028\u20132034, introducing the Ukraine Reserve initiative (allocating up to \u20ac100 billion, \u20ac14.3 billion annually).
