Russland spielt mit <strong>scharfen Werkzeugen<\/strong> und versteht nicht, dass nukleares Potenzial weder Spielzeug noch Tand ist. Wenn ein Geschoss diese verwundbare Stelle trifft, betrifft das nicht nur die Ukraine, sondern auch die EU, NATO-Mitglieder und letztlich Russland selbst. Dennoch setzt Putin weiterhin <strong>Energie als Waffe ein<\/strong>, zun\u00e4chst durch <strong>Gasmanipulationen<\/strong> und jetzt durch <strong>nukleare Erpressung<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mit der Einnahme von Kernkraftwerken verfolgt der Aggressor mehrere Ziele zugleich.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-1-the-cover-for-their-troops\"><strong>1. Schutzschild f\u00fcr die eigenen Truppen<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">An der Anlage schafft Russland einen zuverl\u00e4ssigen Schutz f\u00fcr seine Truppen, denn nur wenige w\u00fcrden riskieren, in der N\u00e4he eines Kernkraftwerks zu schie\u00dfen. Gleichzeitig wagen die Russen dies h\u00e4ufig, um <strong>die Schuld auf<\/strong> die ukrainische Seite zu schieben und sie als unkontrolliert und unzuverl\u00e4ssig darzustellen. Die Ukraine hat keinen Vorteil davon, das AKW Saporischschja zu beschie\u00dfen, da es <strong>von gro\u00dfer Bedeutung <\/strong>f\u00fcr das gesamte ukrainische Energiesystem ist.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-2-raw-material-for-a-weapon\"><strong>2. Rohstoff f\u00fcr eine Waffe<\/strong><\/h4>\n\n\n<div class=\"wp-block-image is-resized\">\n<figure class=\"alignleft size-full\"><img decoding=\"async\" width=\"430\" height=\"245\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-18.png\" alt=\"\" class=\"wp-image-6557\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-18.png 430w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-18-18x10.png 18w\" sizes=\"(max-width: 430px) 100vw, 430px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Russland hat nun Zugang zu in Reaktoren geladenem Kernbrennstoff, der potenziell zum Rohstoff f\u00fcr die Herstellung von Kernwaffen werden kann. Nach Angaben der ukrainischen Nationalen Kernenergieerzeugungsgesellschaft \u201eEnergoatom\u201c befinden sich <strong>mehr als 22.000 abgebrannte Brennelemente <\/strong>in den Lagern f\u00fcr abgebrannten Kernbrennstoff. Eine so gro\u00dfe Menge Plutonium-239 kann zu einer <strong>Atombombe<\/strong> verarbeitet werden, und die humanit\u00e4ren und \u00f6kologischen Folgen einer solchen Katastrophe kennen <strong>keine Grenzen<\/strong> \u2013 weder f\u00fcr NATO- noch f\u00fcr EU-Staaten.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-3-blackmail\"><strong>3. Erpressung<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Die Russische F\u00f6deration versucht, Europa und die Welt mit der M\u00f6glichkeit eines Unfalls an einem derart gro\u00dfen Objekt mit Strahlenrisiko zu erpressen. Im schlimmsten Fall, wenn das AKW Saporischschja gesprengt wird, <strong>sind die Ukraine, Europa und Russland selbst betroffen<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die h\u00f6chsten Konzentrationen radioaktiver Aerosole werden in der Nahzone in einem Radius von <strong>50-100 km<\/strong> in allen Richtungen von der Emissionsquelle zu beobachten sein. Erhebliche Konzentrationen von Radionukliden k\u00f6nnten <strong>Kyjiw<\/strong> und <strong>Donbas<\/strong>erreichen. Bei einem Unfall im AKW Saporischschja k\u00f6nnte die radioaktive Wolke neben der Ukraine auch <strong>Polen<\/strong>, <strong>Belarus<\/strong>, <strong>die baltischen Staaten<\/strong>sowie die Grenzregionen von <strong>Russland<\/strong> &#8211; Belgorod, Rostov, Kursk, as well as the <strong>Krim<\/strong> betreffen. Das h\u00e4ngt vom Wind und vom Gl\u00fcck ab. Im Falle eines Unfalls w\u00e4re das n\u00e4chstgelegene Gebiet <strong>f\u00fcr Menschen unbewohnbar<\/strong>. Die Gesundheit der Bev\u00f6lkerung w\u00e4re betroffen, und lange Zeit k\u00f6nnte niemand in diesem Gebiet leben.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Wollen wir uns auf die Gnade des Schicksals verlassen? Oder bem\u00fchen wir uns lieber, unser Schicksal selbst zu gestalten? Mangelnde russische Umsicht k\u00f6nnte viele Menschenleben kosten.<\/strong><\/p>\n\n\n<div class=\"wp-block-image is-resized\">\n<figure class=\"alignright size-full\"><img decoding=\"async\" width=\"366\" height=\"260\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-19.png\" alt=\"\" class=\"wp-image-6558\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-19.png 366w, https:\/\/tdcenter.org\/wp-content\/uploads\/2022\/09\/image-19-18x12.png 18w\" sizes=\"(max-width: 366px) 100vw, 366px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\"><strong>Erpressung ist eine Situation, in der alle verlieren<\/strong>. Manipulation ist nur erfolgreich, wenn der Gegner so eingesch\u00fcchtert ist, dass er bereit ist, jede Bedingung zu akzeptieren. Andernfalls ist Erpressung <strong>zum Scheitern verurteilt<\/strong> und hat f\u00fcr den Erpresser noch mehr negative Folgen. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beim Versuch, die Ukraine zur R\u00fcckkehr an den Verhandlungstisch zu zwingen und das AKW Saporischschja als Druckmittel einzusetzen, machte die russische F\u00fchrung <strong>einen weiteren Fehler<\/strong> bei der Einsch\u00e4tzung der festen Entschlossenheit der Ukrainerinnen und Ukrainer, sich dem schriftlich festgelegten Szenario des Kremls zu widersetzen. Es ist jetzt offensichtlich, dass Russland sich durch die offizielle Verk\u00fcndung der Drohung in eine Lage gebracht hat, in der es entweder zur\u00fcckweichen und damit zeigen muss, dass seine Drohung eine <strong>leere Floskel<\/strong> ist, oder die Drohung wahrmachen muss. Im letzteren Fall f\u00fchrt dies zu Chaos, in dem f\u00fcr den <strong>Erpresser kein praktischer Nutzen <\/strong>entsteht. Es ist unwahrscheinlich, dass das Endziel des Krieges die Verwandlung der Ukraine in eine radioaktive W\u00fcste ist, denn dann w\u00e4re das russische Narrativ vom Schutz der russischsprachigen Bev\u00f6lkerung und der Kinder des Donbas <strong>irrelevant.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deshalb ist die Sprengung eines Kernkraftwerks oder die Erpressung mit einer solchen Sprengung v\u00f6llig <strong>leichtsinnig<\/strong>, taktisch jedoch als Erg\u00e4nzung der bestehenden Strategie n\u00fctzlich.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-4-control-over-the-ukrainian-energy-system\"><strong>4. Kontrolle \u00fcber das ukrainische Energiesystem<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">60% of Ukraine&#8217;s electricity is generated by nuclear power plants, and the seizure of the Russian ZNPP weakens the Ukrainian energy system. On August 11, a hit was recorded near the welding station and the storage of radiation sources, the nitrogen-oxygen station, and the integrated backup unit were significantly damaged\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the morning of September 1, due to a Russian mortar fire, the Zaporizhzhia NPP&#8217;s emergency protection shut down operating unit No. 5. The operating unit was disconnected and the station was de-energized for the second time in the last 10 days. Although on September 2, Unit No. 5 was reconnected to the power supply, the occupiers <strong>den Beschuss erneut aufzunehmen<\/strong>. Weltweit bildet sich eine antirussische Koalition aus mindestens 42 L\u00e4ndern. Die <strong>IAEA-Beobachtungsmission im AKW Saporischschja<\/strong> best\u00e4tigte, dass Beschuss lebenswichtige Ausr\u00fcstung besch\u00e4digen und zu einer <strong>unbegrenzten Freisetzung radioaktiver Stoffe<\/strong>f\u00fchren kann. Au\u00dferdem hei\u00dft es, alle Parteien m\u00fcssten sich auf die Einrichtung einer Schutzzone um das Kernkraftwerk einigen, um Sch\u00e4den zu vermeiden. Aber ist eine Einigung mit Russland m\u00f6glich, das das Gebiet selbst w\u00e4hrend des Besuchs der IAEA beschoss? Das l\u00e4sst sich schwer beantworten.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leider ist es der IAEA-Mission <strong>nicht gelungen<\/strong> , einen wirksamen und praktischen Mechanismus zur L\u00f6sung der Situation einzuf\u00fchren. Schlie\u00dflich verwandelten die russischen Besatzer erstmals in der Geschichte eine zivile Nuklearanlage in ein milit\u00e4risches Ziel und einen Ort zur Stationierung ihrer Armee. Russland erkennt, dass es ohne nukleare Erpressung keinen nennenswerten Erfolg im Krieg gegen die Ukraine erzielen kann.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Was geschieht als N\u00e4chstes? Entweder entwickelt die internationale Gemeinschaft einen klaren Mechanismus, um das schlimmste Szenario abzuwenden, oder dieses Szenario wird Realit\u00e4t. Und diese Realit\u00e4t kann schon in der n\u00e4chsten Minute eintreten. <strong>Russland tr\u00e4gt die Schuld, aber auch Unt\u00e4tigkeit darf nicht toleriert werden. <\/strong>We need to think about whether we want another nuclear disaster in the pages of the history textbook.
