Geldtransfers und Logistik geh\u00f6ren zu den zentralen Fragen, die gel\u00f6st werden m\u00fcssen. OSINT-Recherchen zufolge w\u00e4hlt der Kreml die folgenden Wege, um sanktionsbedingte Beschr\u00e4nkungen zu umgehen:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Weg 1: <\/strong>Gr\u00fcndung von Unternehmen und anderen Rechtstr\u00e4gern in Drittl\u00e4ndern wie Armenien, Georgien, Estland, Iran, Kirgisistan, China, der T\u00fcrkei und den VAE, die dann unter den Vertr\u00e4gen als offizielle K\u00e4ufer auftreten. Nach Eintreffen der Sendung wird sie als Transitfracht registriert und setzt ihren Weg nach Russland fort.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Ein gutes Beispiel f\u00fcr eine solche Praxis ist das Vorgehen des <em>Russland<\/em>&#8211;<em>T\u00fcrkei-Wirtschaftsrats <\/em>(RTBC, 109012, Geb\u00e4ude 1, 6\/1, Ilyinka-Stra\u00dfe, Moskau, Russland, <a href=\"http:\/\/www.rtbc.ru\/\">www.rtbc.ru, <\/a>E-Mail: <a href=\"mailto:rtbc@rtbc.ru\">rtbc@rtbc.ru, <\/a><a href=\"mailto:rtbctpp@yandex.ru\">rtbctpp@yandex.ru, <\/a><a href=\"mailto:dios@tpprf.ru\">dios@tpprf.ru, <\/a>Tel.:+84955029289, +84956200429) vorschl\u00e4gt:<br><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/lh5.googleusercontent.com\/Bc7p_XG6ckm0rxo2-b3p4Va0YodQe8Waxa7doBoF0O7enhSjsX-RD9DSpy91Sg6PVWqNo6RrfnPONFmchxjJobkhxSq_G9LPxmzo9GlaCBmoMn4q5tTV5y0OJv-uZdqojOq6kZ9n3z4iFZTzDg\" width=\"736\" height=\"153\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dar\u00fcber hinaus k\u00f6nnten die folgenden Lieferwege genutzt werden <em>(russische Webressource)<\/em>:<br><img decoding=\"async\" alt=\"C:\\Users\\Admin\\Desktop\\sss.jpg\" src=\"https:\/\/lh5.googleusercontent.com\/Qu4FlmOghG305yMEI1gU-QhSoapTIFPbYSt9iHLbV5LJ1mo4BwEsnMawBOQh_9u_7rxA-NjQ5TU7ajtfR4zHn7F5od7p2RAC0zkEfQcYWh34yZnj3dP88uxg64GgUqxbKuQQyIGB20O8ez8YDQ\" width=\"664\" height=\"350\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Da die EU russischen und belarussischen Logistikunternehmen die Einreise in ihr Hoheitsgebiet untersagt hat, w\u00e4re die praktikabelste Route \u00fcber Georgien auf Stra\u00dfen oder Schienenwegen.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-in-order-to-implement-the-abovementioned-practice-the-following-agreements-are-signed\"><strong>In order to implement the abovementioned&nbsp; practice, the following agreements are signed:<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Kaufvertrag Nr. 1 <\/strong>zwischen einem amerikanischen\/europ\u00e4ischen Warenlieferanten und einem t\u00fcrkischen Unternehmen. W\u00e4hrung, Preise, Zahlungsbedingungen und Verpflichtungen werden zwischen einem K\u00e4ufer in Russland und einem Lieferanten in Europa\/den USA ausgehandelt und in diesem Vertrag festgehalten.<\/li><li class=\"translation-block\"><strong>Kaufvertrag Nr. 2 <\/strong>zwischen dem Unternehmen in der T\u00fcrkei und dem K\u00e4ufer in Russland. W\u00e4hrung \u2013 die t\u00fcrkische Lira. Die Zahlungsbedingungen werden in diesem Vertrag ebenfalls gem\u00e4\u00df <strong>Vertrag Nr. 1<\/strong>. Der Preis umfasst den Preis gem\u00e4\u00df <strong>Vertrag Nr. 1 <\/strong>zuz\u00fcglich der Einnahmen des t\u00fcrkischen Unternehmens, der Bankgeb\u00fchr f\u00fcr die Zahlungen gem\u00e4\u00df <strong>Vertrag Nr. 1 <\/strong>und der Logistikgeb\u00fchr.<\/li><li><strong>Vertrag Nr. 3 \u00fcber die Erbringung von Dienstleistungen <\/strong>zwischen dem K\u00e4ufer in Russland und dem Vertreter des RTBC. W\u00e4hrung \u2013 der russische Rubel. Die Zahlungsbedingungen lauten: 50 % als Vorauszahlung, weitere 50 % werden nach Lieferung der Sendung \u00fcberwiesen. Der Preis wird durch die Einnahmen des Vertreters bestimmt.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Weg 2: <\/strong>Verkauf von Waren durch ein europ\u00e4isches Unternehmen an einen Rechtstr\u00e4ger mit Sitz in einem Drittland, das keine Sanktionen gegen Russland verh\u00e4ngt hat <em>(T\u00fcrkei, VAE, Aserbaidschan, Georgien, Kirgisistan usw.) <\/em>unter Nutzung von Zolllagern <em>(ohne die Waren tats\u00e4chlich in das Empf\u00e4ngerland zu liefern)<\/em>. Auf diese Weise k\u00f6nnte jedes der oben genannten L\u00e4nder als Lieferant auftreten, w\u00e4hrend eine Sendung als Transitsendung abgefertigt w\u00fcrde. Zudem zahlt der K\u00e4ufer keine Mehrwertsteuer.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Weg 3: <\/strong>\u00abDHL Express\u00bb \u2013 das weltweit t\u00e4tige internationale Logistikunternehmen. Seit dem 2. M\u00e4rz 2022 hat das Unternehmen seine Dienstleistungen f\u00fcr Sendungen nach Russland ausgesetzt, ist jedoch weiterhin innerhalb des Landes t\u00e4tig und liefert auch ins Ausland.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-it-is-necessary-to-point-out-the-following-payment-schemes-that-could-possibly-aid-the-evasion-of-sanctions\"><strong>Auf die folgenden Zahlungssysteme, die m\u00f6glicherweise zur Umgehung von Sanktionen beitragen k\u00f6nnten, ist hinzuweisen:<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Nutzung von PayPal und Payoneer. Zu diesem Zweck wird in einem Drittland eine juristische Person registriert, die sp\u00e4ter Konten in den genannten Zahlungssystemen er\u00f6ffnet. PayPal ist das am weitesten verbreitete System f\u00fcr Zahlungen an Lieferanten aus den USA, Kanada und der EU, w\u00e4hrend Payoneer die M\u00f6glichkeit bietet, ein \u00dcberweisungskonto zu er\u00f6ffnen <em>(um Geld auf andere Konten zu \u00fcberweisen)<\/em>.<\/li><li>Nutzung eines von einer europ\u00e4ischen Bank f\u00fcr den Lieferanten im Drittland ausgestellten Akkreditivs. In diesem Fall tritt Russland als Beg\u00fcnstigter der Garantie auf.<\/li><li>Nutzung von Kryptow\u00e4hrungen.<\/li><li>Nutzung der KoronaPay-App, die es erm\u00f6glicht, Euro von ausl\u00e4ndischen Bankkonten \u00fcber Schweizer Banken, bei denen einige russische Staatsb\u00fcrger Konten haben, in russische Rubel auf russische Konten umzutauschen.<\/li><li>Nutzung kirgisischer Zahlungskarten. Das Geld wird von russischen Banken <em>(Tinkoff Bank, Sberbank of Russia) <\/em>vorab nach Kirgisistan \u00fcberwiesen.
