Am 9. April <\/strong> war Marianna Fakhurdinova, Koordinatorin des EU-Ukraine-Partnerschaftsprogramms<\/strong> beim Transatlantic Dialogue Center, zu Gast bei Slawa TV<\/strong>, um \u00fcber die zunehmende Problematik des missbr\u00e4uchlichen Einsatzes des Vetorechts<\/strong> in der Europ\u00e4ischen Union sowie \u00fcber die praktischen Mechanismen<\/strong> zu sprechen, mit denen Br\u00fcssel eine Blockade der Entscheidungsfindung verhindern will \u2014 insbesondere im Zusammenhang mit der Unterst\u00fctzung der Ukraine sowie der gemeinsamen Au\u00dfen- und Sicherheitspolitik der EU.<\/p>\n\n\n\n

Fakhurdinova erl\u00e4uterte, dass der wiederholte Missbrauch des Vetorechts, insbesondere durch Ungarn, in Br\u00fcssel zunehmend als systemische Schwachstelle<\/strong> angesehen werde, die die Handlungsf\u00e4higkeit der Europ\u00e4ischen Union beeintr\u00e4chtige. Ihrer Einsch\u00e4tzung nach handele es sich nicht mehr um einzelne St\u00f6rf\u00e4lle, sondern um ein strukturelles Hindernis, das die F\u00e4higkeit der EU schw\u00e4che, entschlossen auf au\u00dfenpolitische Herausforderungen zu reagieren, und ihre Glaubw\u00fcrdigkeit als geopolitischer Akteur untergrabe.<\/p>\n\n\n\n

Gleichzeitig wies sie darauf hin, dass es auch unter Bedingungen einer Blockade verfahrensrechtliche M\u00f6glichkeiten<\/strong> gebe, Entscheidungen voranzubringen. Ausschlaggebend sei jedoch der politische Wille<\/strong>. Wie Fakhurdinova betonte, lassen sich die rechtlichen Mechanismen der EU oft so anpassen, dass Fortschritte erzielt werden k\u00f6nnen, sobald ein politischer Beschluss zum Handeln vorliegt.<\/p>\n\n\n\n

Mit Blick auf die Zukunft verwies sie auf die intensiver werdende Debatte innerhalb der EU \u00fcber langfristige institutionelle Reformen. Zu den am h\u00e4ufigsten diskutierten Optionen geh\u00f6re der \u00dcbergang vom Einstimmigkeitsprinzip zur qualifizierten Mehrheitsentscheidung<\/strong> in bestimmten Politikbereichen, insbesondere in zentralen Feldern der Au\u00dfen- und Sicherheitspolitik. Fakhurdinova machte jedoch deutlich, dass \u00c4nderungen der EU-Vertr\u00e4ge politisch schwierig und langwierig seien und ein Konsens unter den Mitgliedstaaten bislang fehle \u2013 insbesondere aufgrund der Vorbehalte kleinerer Staaten, die einen Verlust ihres politischen Einflusses bef\u00fcrchten.<\/p>\n\n\n\n

Kurzfristig, so ihr Fazit, werde Br\u00fcssel weiterhin auf ad hoc entwickelte und \u201ekreative\u201c L\u00f6sungen zur\u00fcckgreifen, um Blockaden zu umgehen. Diese Vorgehensweise gelte jedoch zunehmend als nicht tragf\u00e4hig<\/strong> f\u00fcr eine Europ\u00e4ische Union, die sich auf eine Erweiterung vorbereitet und zugleich mit wachsenden Sicherheitsherausforderungen konfrontiert ist.<\/p>\n\n\n\n
