September haben gezeigt, wie Russland der NATO mit kosteng\u00fcnstigen Systemen unangemessene Kosten auferlegen und gleichzeitig durch Desinformation Zweifel s\u00e4en kann. Die erste Reaktion des B\u00fcndnisses zeugte von Solidarit\u00e4t, offenbarte jedoch auch Z\u00f6gern und unterschiedliche Bedrohungswahrnehmungen \u2013 genau die Schw\u00e4chen, die Moskau auszunutzen versucht.<\/p>\n\n\n\n<p>Drei Priorit\u00e4ten ergeben sich daraus.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Erstens m\u00fcssen die Alliierten die Produktion preiswerter Luft- und Raketenabwehrsysteme, einschlie\u00dflich Komponenten zur Abwehr von Drohnen, ausweiten und die Widerstandsf\u00e4higkeit der Industrie in die Verteidigungsstrategie einbeziehen.<\/li>\n\n\n\n<li>Zweitens muss die Luftabwehr als gemeinsames Verm\u00f6gen betrachtet werden, wobei operative Innovationen der Ukraine integriert werden m\u00fcssen und die nationale Bevorratung die Unterst\u00fctzung durch das B\u00fcndnis nicht untergraben darf.<\/li>\n\n\n\n<li>Drittens m\u00fcssen hybride und informationelle Operationen proaktiv bek\u00e4mpft werden: Moskau wird weiterhin narrative Kampagnen in Verbindung mit kinetischen Sondierungen durchf\u00fchren. Als Reaktion darauf sind eine anhaltende politische Einheit und eine vorausschauende Abschreckung erforderlich.<\/li>\n<\/ul>\n\n\n\n<p>Die Glaubw\u00fcrdigkeit der Abschreckung durch die NATO wird daran gemessen werden, ob diese Lehren zu dauerhaften institutionellen Ver\u00e4nderungen (in industrieller, operativer und politischer Hinsicht) f\u00fchren, die andere m\u00f6gliche hybride Angriffe sinnlos machen w\u00fcrden.
