In einem Interview mit Beijing News betonte Maksym Chebotarov, Koordinator des US-Ukraine-Partnerschaftsprogramms, dass sich die Sanktionen der USA und der EU gegen Russland in einigen Punkten unterscheiden. Die USA zielen auf russisches \u00d6l ab, w\u00e4hrend sich die EU auf Fl\u00fcssigerdgas konzentriert und keine Sanktionen gegen das russische Privatunternehmen Lukoil verh\u00e4ngt hat. Er ist der Ansicht, dass die Sanktionen der USA und der EU sowie die Absage des Gipfeltreffens in Budapest darauf abzielen, die Kriegskosten f\u00fcr Russland zu erh\u00f6hen und gleichzeitig die Kan\u00e4le f\u00fcr den Dialog offenzuhalten.<\/p>\n\n\n\n

Chebotarov merkte auch an, dass Trumps Aussage, er sei \u201ezutiefst entt\u00e4uscht\u201c, nicht bedeutet, dass er den Kontakt zu Russland abbricht, sondern vielmehr einen neuen taktischen Zug darstellt. Er erkl\u00e4rte, dass Trumps Au\u00dfenpolitik durch einen transaktionalen Charakter, bedingte Zeitpl\u00e4ne und die bewusste Schaffung einer Atmosph\u00e4re der Unvorhersehbarkeit gekennzeichnet ist, die es ihm erm\u00f6glicht, maximalen Druck auszu\u00fcben und gleichzeitig alle Optionen offenzuhalten. Daher versucht Washington laut Chebotarov durch die Verschiebung des Gipfeltreffens in Budapest und die Versch\u00e4rfung der Sanktionen zu signalisieren, dass Moskau konkrete Ma\u00dfnahmen ergreifen muss, bevor direkte Verhandlungen wieder aufgenommen werden k\u00f6nnen.<\/p>\n\n\n\n

Chebotarov wies au\u00dferdem darauf hin, dass Selenskyj bereits im August \u00f6ffentlich erkl\u00e4rt hatte, die Ukraine k\u00f6nne die derzeitige Frontlinie als Ausgangspunkt f\u00fcr Verhandlungen nutzen, sofern zuvor ein Waffenstillstand erreicht werde. Russland besteht jedoch darauf, dass alle Verhandlungen die derzeitige territoriale Realit\u00e4t ber\u00fccksichtigen m\u00fcssen, was zweifellos der Hauptstreitpunkt zwischen den beiden Seiten ist.<\/p>\n\n\n\n
