Am 6. Februar hielt Yuriy Kovbasa, der Vertreter des Kommissars im System der Organe des Sicherheits- und Verteidigungssektors der Ukraine, ein Treffen mit einer Delegation hochrangiger Fachleute aus der Verteidigungs- und Strategiegemeinschaft Spaniens ab. Die Delegation f\u00fchrte Gespr\u00e4che \u00fcber die dramatische Menschenrechtssituation in der Ukraine, die durch den russischen Aggressionskrieg weiter versch\u00e4rft wurde.<\/p>\n\n\n\n

Zu den spanischen Vertretern geh\u00f6rten Victor Mario Bados Nieto, Direktor des Spanischen Instituts f\u00fcr Strategische Studien (IEEE); Ignacio Fuente Cobo, Senior Analyst bei IEEE; Manuel Jos\u00e9 Gazapo Lapayese, Direktor f\u00fcr Institutionelle Beziehungen bei UNIVERSAE und Direktor des Internationalen Sicherheitsobservatoriums; sowie Am\u00edn Lejarza de Bilbao Essalhi, Leiter der Jugendabteilung von Eurodefense Spanien.<\/p>\n\n\n\n

Dieser Besuch wurde mit der Unterst\u00fctzung der Europ\u00e4ischen Union <\/strong>organisiert und wird gemeinsam mit der International Renaissance Foundation<\/strong> im Rahmen der gemeinsamen Initiative \u201eEurop\u00e4ische Renaissance der Ukraine\u201c durchgef\u00fchrt<\/strong>.<\/p>\n\n\n\n

Im Mittelpunkt der Gespr\u00e4che stand die wachsende Besorgnis Spaniens \u00fcber die systematischen Verst\u00f6\u00dfe Russlands gegen das humanit\u00e4re V\u00f6lkerrecht. Die spanische Delegation \u00e4u\u00dferte besonderes Interesse an den anhaltenden Verbrechen Russlands an ukrainischen Kriegsgefangenen, den Verst\u00f6\u00dfen gegen internationale Konventionen zur Regelung bewaffneter Konflikte und der dringenden Notwendigkeit verst\u00e4rkter internationaler Bem\u00fchungen, um Gerechtigkeit und Rechenschaftspflicht sicherzustellen. Yuriy Kovbasa legte der Delegation d\u00fcstere Statistiken vor, aus denen hervorging, dass die ukrainischen Strafverfolgungsbeh\u00f6rden bis Dezember 2024 57 Strafverfahren wegen der Ermordung von mehr als 180 ukrainischen Kriegsgefangenen durch russische Streitkr\u00e4fte eingeleitet hatten. Diese F\u00e4lle, so betonte er, stellen nur einen Bruchteil der weit verbreiteten Misshandlungen dar, die im Rahmen des russischen Angriffskrieges gegen die Ukraine ver\u00fcbt werden.<\/p>\n\n\n\n

Das Treffen behandelte auch die neuesten internationalen Berichte, die die Kriegsverbrechen Russlands dokumentieren. Yuriy Kovbasa hob einen Bericht aus dem M\u00e4rz 2024 hervor, der in der 55. Sitzung des UN-Menschenrechtsrats von der Unabh\u00e4ngigen Internationalen Untersuchungskommission der Vereinten Nationen zu Menschenrechtsverletzungen in der Ukraine vorgestellt wurde. Die Ergebnisse enthielten neue Beweise, die die systematische Anwendung von Folter durch die russischen Beh\u00f6rden sowohl in den besetzten ukrainischen Gebieten als auch innerhalb Russlands selbst best\u00e4tigten. Neben der Behandlung von Kriegsgefangenen lenkte Yuriy Kovbasa auch die Aufmerksamkeit auf die Entf\u00fchrung und illegale Inhaftierung ukrainischer Zivilisten durch Russland. Allein im Jahr 2024 leitete die Nationale Polizei der Ukraine Ermittlungen zu den erzwungenen Verschwinden von 1.769 Zivilisten und der unrechtm\u00e4\u00dfigen Inhaftierung von 204 Personen durch russische Truppen ein.<\/p>\n\n\n\n

Als Reaktion auf diese schwerwiegenden Bedenken rief Yuriy Kovbasa Spanien und die internationale Gemeinschaft dazu auf, st\u00e4rkere Ma\u00dfnahmen zu ergreifen, um die Freilassung der entf\u00fchrten und illegal inhaftierten ukrainischen Zivilisten zu sichern. Er betonte die Bedeutung von diplomatischem Druck auf Russland und forderte Spanien auf, seinen Einfluss innerhalb der Europ\u00e4ischen Union und internationaler Menschenrechtsorganisationen zu nutzen, um Rechenschaft zu fordern.<\/p>\n\n\n\n

Die spanische Delegation bekr\u00e4ftigte ihr Engagement f\u00fcr die Souver\u00e4nit\u00e4t, Unabh\u00e4ngigkeit und das Streben nach Gerechtigkeit der Ukraine.
