Am 6. Februar traf sich Ihor Zhovkva, stellvertretender Leiter des B\u00fcros des Pr\u00e4sidenten der Ukraine, mit einer Delegation spanischer Sicherheits- und Strategieexperten, um die aktuelle Situation in der Ukraine und die dr\u00e4ngenden Herausforderungen des Landes zu er\u00f6rtern. Die Diskussion betonte die Bedeutung, einen gerechten und dauerhaften Frieden zu erreichen \u2013 einen, der nicht nur die Feindseligkeiten beendet, sondern die Souver\u00e4nit\u00e4t und Sicherheit der Ukraine langfristig sichert. Der Begriff \u201eFrieden um jeden Preis\u201c wurde entschieden abgelehnt zugunsten eines Rahmens, der internationales Recht und Gerechtigkeit wahrt.<\/p>\n\n\n\n

Die Delegation umfasste Victor Mario Bados Nieto, Direktor des Spanischen Instituts f\u00fcr Strategische Studien (IEEE); Ignacio Fuente Cobo, Senior Analyst bei IEEE; Manuel Jos\u00e9 Gazapo Lapayese, Direktor f\u00fcr Institutionelle Beziehungen bei UNIVERSAE und Direktor des Internationalen Sicherheitsobservatoriums; sowie Am\u00edn Lejarza de Bilbao Essalhi, Leiter der Jugendabteilung von Eurodefense Spanien.<\/p>\n\n\n\n

Dieser Besuch wurde mit der Unterst\u00fctzung der Europ\u00e4ischen Union <\/strong>organisiert und wird gemeinsam mit der International Renaissance Foundation<\/strong> im Rahmen der gemeinsamen Initiative \u201eEurop\u00e4ische Renaissance der Ukraine\u201c durchgef\u00fchrt<\/strong>.<\/p>\n\n\n\n

Ein zentraler Bestandteil der Gespr\u00e4che war die Friedensformel von Pr\u00e4sident Wolodymyr Selenskyj, ein strategischer Rahmen, der die notwendigen Schritte f\u00fcr eine dauerhafte L\u00f6sung des russischen Angriffskrieges skizziert. Die Initiative zielt nicht nur auf milit\u00e4rische und territoriale Fragen ab, sondern auch auf Energiesicherheit, humanit\u00e4re Hilfe und langfristigen Wiederaufbau.<\/p>\n\n\n\n

Das Treffen hob auch die wirtschaftliche Dimension des Widerstands der Ukraine hervor. Da der Krieg weiterhin andauert, m\u00fcssen Investitionen in die ukrainische Produktion \u2013 insbesondere in kritische Verteidigungsindustrien \u2013 verst\u00e4rkt werden. Die Vertreter diskutierten, wie europ\u00e4ische L\u00e4nder eine aktivere Rolle bei der Unterst\u00fctzung der industriellen Basis der Ukraine spielen k\u00f6nnten, um sicherzustellen, dass Kyjiw in der Lage bleibt, seine Verteidigungsanstrengungen aufrechtzuerhalten. Das \u201ed\u00e4nische Modell\u201c, das milit\u00e4rische Hilfe mit Investitionen in die Verteidigungsproduktion kombiniert, wurde als potenzielles Modell f\u00fcr andere L\u00e4nder genannt. Ein solcher Ansatz w\u00fcrde nicht nur die Widerstandsf\u00e4higkeit der Ukraine st\u00e4rken, sondern auch die europ\u00e4ische Sicherheitsarchitektur festigen.<\/p>\n\n\n\n

Ein weiterer Schwerpunkt des Treffens waren Sicherheitsgarantien. Ohne konkrete, langfristige Verpflichtungen der westlichen Alliierten bleibt das Risiko einer erneuten russischen Aggression hoch. Die Diskussionen bekr\u00e4ftigten die Notwendigkeit verbindlicher Sicherheitsvereinbarungen, die \u00fcber verbale Zusicherungen hinausgehen und sicherstellen, dass die Ukraine nicht verletzlich bleibt, sobald die aktive Phase der Feindseligkeiten nachl\u00e4sst.<\/p>\n\n\n\n

Ein gro\u00dfes Thema der Diskussion war die Bek\u00e4mpfung russischer Propaganda, die eine entscheidende Rolle bei der Gestaltung von Erz\u00e4hlungen sowohl innerhalb Russlands als auch im Ausland gespielt hat. Seit Jahren f\u00fchrt Russland anhaltende Desinformationskampagnen, insbesondere in der Krim und im Osten der Ukraine. Dieser Aufwand war systematisch, langfristig und tief verwurzelt \u2013 etwas, das in den Jahren vor der gro\u00dffl\u00e4chigen Invasion nicht ausreichend bek\u00e4mpft wurde. Das Vers\u00e4umnis, diese Erz\u00e4hlungen fr\u00fchzeitig effektiv zu bek\u00e4mpfen, wurde als strategischer Fehler anerkannt, und es wurden neue Strategien zur Bek\u00e4mpfung russischer Einflussoperationen er\u00f6rtert.<\/p>\n\n\n\n

Das Treffen endete mit der gemeinsamen Erkenntnis, dass Europa der russischen Aggression mit gr\u00f6\u00dferer Geschlossenheit entgegentreten muss. Eine geteilte Reaktion w\u00fcrde den Kreml nur ermutigen, w\u00e4hrend ein koordiniertes Vorgehen Russlands F\u00e4higkeit, seine Kriegsanstrengungen aufrechtzuerhalten, erheblich schw\u00e4chen kann.<\/p>\n\n\n\n
