Vom 15. bis 19. September 2024 besuchte eine Delegation von 15 Bundestagsabgeordneten und -mitarbeitern, angef\u00fchrt von Nils Gr\u00fcnder (FDP), Kyjiw. Ziel dieses Besuchs war es, die aktuellen milit\u00e4rischen und humanit\u00e4ren Bed\u00fcrfnisse der Ukraine zu vermitteln sowie die Situation an der Front und die Bedrohungen durch die russische Aggression zu er\u00f6rtern. Die ukrainische NGO \u201eTransatlantic Dialogue Center\u201c arbeitet gemeinsam mit der Partnerorganisation \u201eLibMod\u201c daran, die Kommunikation zu f\u00f6rdern und objektive Informationen \u00fcber den Konflikt zu verbreiten.<\/p>\n\n\n\n
Am ersten Tag traf sich die Delegation mit dem Ausschuss f\u00fcr Energie, Wohnungswesen und kommunale Dienstleistungen der Werchowna Rada (des Parlaments) der Ukraine. Dieses Treffen bot den Teilnehmern wertvolle Einblicke in den aktuellen Zustand des ukrainischen Energiesystems, die Auswirkungen russischer Angriffe, den Vorbereitungsprozess f\u00fcr den Winter und die dringenden Bed\u00fcrfnisse des Sektors.<\/p>\n\n\n

Later, delegates engaged in a roundtable discussion with Ukrainian military experts: Mykhailo Samus, Director of the New Geopolitics Research Network; Mykola Bielieskov, Research Fellow at the National Institute for Strategic Studies and Senior Analyst at the Come Back Alive Foundation; and Andrii Ordynovych, retired colonel and former Deputy Military Representative to NATO. The meeting also featured representatives from the Office for Reform Support at the Ministry of Defense of Ukraine, Yuliia Marushevska and Taras Doronuk. Key topics included the potential permission to strike Russian territory with long-range missiles, the supply of ammunition for air defense, investment in arms production, and overall war strategy.<\/p>\n\n\n

Ein wesentlicher Teil des Programms war der Besuch der Region Tschernihiw. Dort besuchte die Delegation das Dorf Jahidne, wo russische Soldaten 368 Einwohner, fast die gesamte Bev\u00f6lkerung des Dorfes, im M\u00e4rz 2022 \u00fcber einen Monat lang in einer Schule als \"lebende Schutzschilde\" festhielten. Der Augenzeuge Iwan Petrowitsch berichtete von den grauenhaften Bedingungen, unter denen die Dorfbewohner leiden mussten. In einem Raum starben zehn Personen aufgrund von Erstickung und fehlender medizinischer Versorgung. Trotz dieser unmenschlichen Umst\u00e4nde zeigten die Menschen gro\u00dfen Mut und Zusammenhalt.<\/p>\n\n\n

Die Delegation besuchte auch die Kinderklinik in Tschernihiw, die einzige Einrichtung in der Region, die hochmoderne medizinische Versorgung bietet. Aufgrund wiederholter Raketenangriffe war das Krankenhaus stark besch\u00e4digt. Ein neu installiertes Solarsystem mit 108 Solarzellen und einem Energiespeicher soll nun die kritischen medizinischen Ger\u00e4te der chirurgischen Abteilung mit Strom versorgen und die Energieunabh\u00e4ngigkeit der Einrichtung unterst\u00fctzen.<\/p>\n\n\n

Zus\u00e4tzlich traf sich die Delegation mit Wjatscheslaw Chaus, dem Leiter der regionalen Milit\u00e4rverwaltung von Tschernihiw. Er betonte die Notwendigkeit von Kogenerationsanlagen und Flugabwehrsystemen f\u00fcr die zivile Infrastruktur, um die R\u00fcckkehr der Kinder zur Schule zu erm\u00f6glichen und die lokale Wirtschaft zu stabilisieren.<\/p>\n\n\n

Neben diesen Einrichtungen besuchte die Delegation auch andere zivile Objekte, die unter den Angriffen der russischen Truppen gelitten hatten, darunter das Dramatische Theater und das kardiologische Zentrum.<\/p>\n\n\n

Dieser Besuch sollte nicht nur die Situation vor Ort veranschaulichen, sondern auch die Unterst\u00fctzung Deutschlands f\u00fcr die Ukraine in diesen herausfordernden Zeiten st\u00e4rken.<\/p>\n\n\n\n
Ein bemerkenswerter Termin am dritten Tag war ein Treffen mit Dmytro Lubinets, dem ukrainischen Parlamentarischen Ombudsmann f\u00fcr Menschenrechte. Der Ombudsmann teilte wichtige Informationen \u00fcber ukrainische Kriegsgefangene, die Deportation von Kindern und die Menschenrechtssituation in den vor\u00fcbergehend besetzten Gebieten. Anschlie\u00dfend besuchten die Mitglieder des Deutschen Bundestags ein Kraftwerk, wo sie \u00fcber die drei Schutzebenen an solchen kritischen Einrichtungen informiert wurden.<\/p>\n\n\n

Das letzte Treffen fand mit dem deutschen Milit\u00e4rattach\u00e9 in der Ukraine, Robert Pr\u00f6se, statt, der seine Einsch\u00e4tzungen zu den milit\u00e4rischen Entwicklungen in der Ukraine teilte.<\/p>\n\n\n
