{"id":1157,"date":"2022-02-23T13:46:30","date_gmt":"2022-02-23T11:46:30","guid":{"rendered":"https:\/\/tdcenter.org\/?p=1157"},"modified":"2022-02-23T13:46:30","modified_gmt":"2022-02-23T11:46:30","slug":"vladimir-putin-address-fact-checked","status":"publish","type":"post","link":"https:\/\/tdcenter.org\/de\/2022\/02\/23\/vladimir-putin-address-fact-checked\/","title":{"rendered":"Vladimir Putin address fact-checked"},"content":{"rendered":"<p><strong>Russian President Vladimir Putin has ordered troops into two rebel-held regions in eastern Ukraine, after recognising them as independent states.<\/strong><\/p>\n\n\n\n<p>In a long, late-night televised address from the Kremlin, Mr Putin sought to justify his actions by making a series of claims about Ukraine.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"The-socalled-civilised-world-prefers-to-ignore-it-as-if-there-were-none-of-this-horror-genocide-that-almost-four-million-people-are-being-subjected-to\">&#8220;The so-called civilised world&#8230; prefers to ignore it as if there were none of this horror, genocide that almost four million people are being subjected to&#8221;<\/h2>\n\n\n\n<p>President Putin was talking about the Donbas region of eastern Ukraine, claiming Russian-speaking residents there are being subjected to &#8220;genocide&#8221; &#8211; a term&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-59599066\">he has used before<\/a>, currently being echoed on Russian state television.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/976\/cpsprodpb\/1567A\/production\/_123347678_donetsk_shells_gettyimages-635485910.jpg\" alt=\"Man looking at tombstone\"\/><figcaption>Image caption,A memorial to victims of shelling in a neighbourhood near Donetsk, eastern Ukraine<\/figcaption><\/figure>\n\n\n\n<p>The United Nations Genocide Convention, ratified by 152 countries, including Russia,&nbsp;<a href=\"https:\/\/www.un.org\/en\/genocideprevention\/genocide.shtml\">defines genocide<\/a>&nbsp;as &#8220;acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group&#8221;.<\/p>\n\n\n\n<p>Examples include the killings in Rwanda and Srebrenica, it says.<\/p>\n\n\n\n<p>But there is no evidence of genocide in eastern Ukraine. And Mr Putin&#8217;s claim has been dismissed by German Chancellor Olaf Scholz as &#8220;ridiculous&#8221;.<\/p>\n\n\n\n<p>The UN says states &#8220;have sometimes characterised certain incidents or periods of violence as genocide&#8221; but these &#8220;characterisations cannot be treated as authoritative or determinative&#8221;.<\/p>\n\n\n\n<p>There is a continuing conflict in eastern Ukraine, however.<\/p>\n\n\n\n<p>The UN estimates 14,200-14,400 people were killed in eastern Ukraine between 14 April 2014, when the conflict started, and 21 February 2022, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>at least 3,407 civilians<\/li><li>4,400 Ukrainian forces personnel<\/li><li>6,500 members of armed groups<\/li><\/ul>\n\n\n\n<p>Up to 39,000 people have been injured, an estimated 7,000-9,000 of them civilians.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/1024\/cpsprodpb\/16C1\/production\/_123352850_ukraine_rebel_held_areas_map_update_22feb2x640-nc.png\" alt=\"Map showing Donetsk and Luhansk areas of eastern Ukraine\"\/><\/figure>\n\n\n\n<p>And in 2018, the International Crisis Group think tank&nbsp;<a href=\"https:\/\/www.crisisgroup.org\/europe-central-asia\/eastern-europe\/ukraine\/252-nobody-wants-us-alienated-civilians-eastern-ukraine\">found about 600,000 people<\/a>&nbsp;&#8211; on both sides of the front lines &#8211; lived in unsafe settlements &#8220;where they are exposed daily to shelling, landmines, and tight restrictions on freedom of movement and basic services&#8221;.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"There-have-already-been-statements-that-Ukraine-is-going-to-create-its-own-nuclear-weapons-Ukraine-does-indeed-still-have-Soviet-nuclear-technologies-and-the-means-of-delivering-such-weapons\">&#8220;There have already been statements that Ukraine is going to create its own nuclear weapons&#8230; Ukraine does indeed still have Soviet nuclear technologies and [the] means of delivering such weapons&#8221;<\/h2>\n\n\n\n<p>At a security conference for world leaders last week, Ukrainian President Volodymyr Zelensky said: &#8220;We don&#8217;t have these weapons.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/976\/cpsprodpb\/1DFA\/production\/_123347670_tupolev_22m3_afp_gettyimages-56684360.jpg\" alt=\"A nuclear weapons-capable bomber being dismantled in Ukraine\"\/><figcaption>Image caption,A nuclear-weapons-capable bomber being dismantled in Ukraine in 2006<\/figcaption><\/figure>\n\n\n\n<p>Ukraine &#8211; which had the third biggest nuclear arsenal in the world during the Cold War &#8211; gave up its nuclear weapons in the 1990s in return for security guarantees from the US, UK and Russia.<\/p>\n\n\n\n<p>And it currently has no means of delivering nuclear weapons by air or any nuclear warheads that could be delivered by missiles, according to defence experts.<\/p>\n\n\n\n<p>Last year, the Ukrainian ambassador to Germany, Andriy Melnyk, suggested if Ukraine was unable to join Nato, it might have to reconsider its nuclear-free status.<\/p>\n\n\n\n<p>And this issue has reportedly become more prominent in public discussion&nbsp;<a href=\"https:\/\/www.nytimes.com\/2022\/02\/05\/science\/ukraine-nuclear-weapons.html?action=click&amp;module=RelatedLinks&amp;pgtype=Article\">following the conflict that erupted in eastern Ukraine and the Russian annexation of Crimea, in 2014.<\/a><\/p>\n\n\n\n<p>But the government has not said that it intends to return to having nuclear weapons and a revised military strategy published last year did not mention acquiring any.<\/p>\n\n\n\n<p>The UN&#8217;s nuclear watchdog, the International Atomic Energy Agency (IAEA), told us that it had seen no signs in Ukraine &#8220;of the diversion of nuclear material, intended for peaceful activities, for other purposes.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Corruption-which-without-a-doubt-is-a-challenge-and-a-problem-for-many-countries-including-Russia-has-acquired-some-kind-of-special-character-in-Ukraine\">&#8220;Corruption, which, without a doubt, is a challenge and a problem for many countries, including Russia, has acquired some kind of special character in Ukraine&#8221;<\/h2>\n\n\n\n<p>Russia is the lowest-rated European country in&nbsp;<a href=\"https:\/\/www.transparency.org\/en\/cpi\/2021\">Transparency International&#8217;s Corruption Perceptions Index (CPI) for 2021&nbsp;<\/a>&#8211; ranking 136th out of 180 countries worldwide, while Ukraine ranks 122nd.<\/p>\n\n\n\n<p>Ukraine&#8217;s performance has improved significantly in the past decade, according to the organisation.<\/p>\n\n\n\n<p>But Ilia Shumanov, of Transparency International Russia, says: &#8220;Russia&#8217;s score&#8230; reflects the lack of systemic positive changes in the anti-corruption field.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Over-60000-doctors-and-other-health-workers-have-left-the-country-during-the-pandemic\">&#8220;Over 60,000 doctors and other health workers have left the country during the pandemic&#8221;<\/h2>\n\n\n\n<p>This claim appears to be based on&nbsp;<a href=\"https:\/\/razumkov.org.ua\/uploads\/other\/2021-PIDSUMKI-PROGNOZI-UKR-ENG.pdf\">a report published in March 2021<\/a>&nbsp;by the Razumkov Centre, a Ukrainian polling company, which says: &#8220;According to experts, since the beginning of 2020, 66,000 doctors and healthcare workers have left Ukraine.&#8221;<\/p>\n\n\n\n<p>As of February 2021, about 34,000 of these were doctors registered in the Ukrainian healthcare system who had quit since the start of the pandemic, according to Ukraine&#8217;s former Healthcare Minister Maksym Stepanov.<\/p>\n\n\n\n<p>A doctor in Kyiv earns about \u00a317,000 ($23,000) a year,&nbsp;<a href=\"https:\/\/www.erieri.com\/salary\/job\/physician\/ukraine\/kiev#:~:text=The%20average%20pay%20for%20a,of%20education%20for%20a%20Physician.\">according to the Economic Research Institute<\/a>, compared with \u00a345,000 in neighbouring Poland.<\/p>\n\n\n\n<p>No official statistics track which countries Ukrainian doctors go on to work in &#8211; but&nbsp;<a href=\"https:\/\/112.international\/ukraine-top-news\/what-mass-migration-of-doctors-abroad-would-mean-for-ukraine-58773.html\">healthcare employers report<\/a>&nbsp;rapid growth in the number wishing to work in Poland, the Czech Republic, and Slovakia.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/976\/cpsprodpb\/1848\/production\/_98761260_onlinebanner_976x280.jpg\" alt=\"Reality Check branding\"\/><\/figure>","protected":false},"excerpt":{"rendered":"<p>Russian President Vladimir Putin has ordered troops into two rebel-held regions in eastern Ukraine, after recognising them as independent states.
