In war and post-conflict contexts, as in Ukraine, demining becomes a bridge between human security and international politics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The full-scale invasion of Ukraine has created one of the most serious humanitarian crises of the 21st century<\/strong>, with devastating consequences not only in human and material terms, but also for long-term territorial security. According to recent estimates, <strong>more than one-third of Ukrainian territory is contaminated by mines and unexploded ordnance, making the country the most heavily mined in the world<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the full-scale invasion began in February 2022, <strong>Ukraine has neutralized more than 533,000 explosive devices and cleared more than 35,000 km\u00b2<\/strong>, but the clearance process could take decades (Kyiv Independent, 2024; Infobae, 2023; Euronews, 2024). Nevertheless, the scale of the challenge requires a broader international network of collaboration based on experience, trust, and principles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Chile, which completed its own demining process in 2020<\/strong> and has developed technical, regulatory, and diplomatic capacities in the field, now has the opportunity to turn this experience into a platform for international action. Far from being a symbolic gesture, this cooperation would represent a strategy consistent with the principles of multilateralism, South-South cooperation, and the strengthening of Chilean soft power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This proposal not only addresses a humanitarian emergency, but also opens a concrete avenue for Chile to project its foreign policy with leadership, legitimacy, and strategic vision.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-chile-y-su-trayectoria-humanitaria-internacional\">Chile and its international humanitarian record<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Chile&#8217;s foreign policy has historically cultivated a profile as a State committed to multilateralism, human rights, and international cooperation<\/strong>. Within this framework, humanitarian demining has been not only a national security policy but also a strategic diplomatic tool through which Chile has projected its image as a responsible, ethical, and technically capable humanitarian actor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chile is one of the countries that has most strictly complied with <strong>the Ottawa Convention on the prohibition of anti-personnel mines, which it joined in 1997<\/strong>. In 2020, it successfully completed its demining process, fully meeting its international obligations (MINREL, 2020). This track record involved not only clearing its territory, but also developing advanced technical capabilities and establishing a robust, specialised institutional framework. Notably, the <strong>National Demining Commission<\/strong> (CNAD) and the <strong>Explosive Ordnance Training and Destruction Centre<\/strong> (CEDDEX) have been key entities in the design, implementation, and oversight of the national demining process, reinforcing this institutional commitment, regulating the definitive closure of the demining process, and establishing provisions to maintain and update the country&#8217;s technical and logistical capabilities (BCN, 2020).<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" width=\"552\" height=\"310\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2025\/10\/2-3.jpg\" alt=\"Cover image for: Demining as a Diplomatic Tool: Chile\u2019s Role in Humanitarian Demining in Ukraine\" class=\"wp-image-34041\" style=\"width:366px;height:auto\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2025\/10\/2-3.jpg 552w, https:\/\/tdcenter.org\/wp-content\/uploads\/2025\/10\/2-3-18x10.jpg 18w\" sizes=\"(max-width: 552px) 100vw, 552px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Chile has not only successfully addressed its own domestic mine challenge, but has also actively contributed to humanitarian and peace missions, such as its participation in <strong>the United Nations Stabilization Mission in Haiti <\/strong>(MINUSTAH). In that instance, Chile not only contributed troops but also played a key role in promoting stability, respect for human rights, and institutional strengthening in the Caribbean country. <strong>This participation consolidated Chile&#8217;s profile as an ethical actor committed to multilateralism and international cooperation<\/strong>, and set a precedent for its involvement in future humanitarian operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This entire record shows that Chile has consistently built its image as a humanitarian, technically capable, and reliable State, whose actions in the international sphere follow a logic of continuity rather than isolated initiatives. In this sense, potential participation in the humanitarian demining process in Ukraine cannot be understood as an incidental or merely symbolic act of altruism, but as the coherent continuation of a foreign policy focused on promoting peace, international humanitarian law, and cooperation with countries facing complex challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, the experience accumulated and the institutional framework developed make Chile a credible and prepared actor capable of contributing real solutions to Ukraine&#8217;s mine crisis, from a position of technical legitimacy, ethical commitment, and strategic alignment with the values of the rules-based international order. This is also consistent with Chile&#8217;s State policy in support of Ukraine since the war began in 2014.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-el-desminado-como-herramienta-de-poder-blando\">Demining as a soft power tool<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Various countries use or have used humanitarian demining as a diplomatic tool. The approaches and strategies of countries providing this type of service also vary. <\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"763\" height=\"427\" src=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2025\/10\/3-2.jpg\" alt=\"Cover image for: Demining as a Diplomatic Tool: Chile\u2019s Role in Humanitarian Demining in Ukraine\" class=\"wp-image-34042\" style=\"aspect-ratio:1.7869258623975606;width:392px;height:auto\" srcset=\"https:\/\/tdcenter.org\/wp-content\/uploads\/2025\/10\/3-2.jpg 763w, https:\/\/tdcenter.org\/wp-content\/uploads\/2025\/10\/3-2-600x336.jpg 600w, https:\/\/tdcenter.org\/wp-content\/uploads\/2025\/10\/3-2-18x10.jpg 18w\" sizes=\"(max-width: 763px) 100vw, 763px\" \/><figcaption class=\"wp-element-caption\"><em>Photo: The HALO Trust<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Cases such as that of the United States, through the <strong>U.S. Humanitarian Demining Program <\/strong>(USHDP), sought to alleviate human suffering while also promoting its own interests. It included demining efforts in a number of countries, with notable success in Southeast Asia, in countries such as Cambodia, Thailand, Laos, and Vietnam. The services provided by the United States varied according to the circumstances of each country, with programmes as diverse as Vietnam&#8217;s Mine Awareness Program and Thailand&#8217;s Dog Program, which were managed through the U.S. diplomatic corps in the countries that requested assistance from the programme (Morehead, 2001).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another relevant case is that of <strong>Brazil<\/strong>, which appears to lead<strong> humanitarian demining processes for largely pragmatic reasons of South-South cooperation<\/strong>, cooperating mainly in Latin America and the Caribbean, Africa, and Asia. Despite this, Brazilian foreign policy appears to have found in humanitarian demining and<strong> Smart Power <\/strong>a way to gain stronger access to the world&#8217;s most relevant decision-making circles (Borlina, 2015).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In both cases, it is clear that humanitarian demining is an effective tool for advancing national interests. Whether through the geopolitical ambitions of the United States or Brazil&#8217;s South-South approach, they have made clear that international cooperation could enable a country such as Chile to establish itself as a relevant actor not only in humanitarian matters, as this would merely be the beginning of developing a robust foreign policy focused on projecting Chile to the world as an even more reliable country committed to global challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, Ukraine would mark the launch of Chile&#8217;s assistance plan, which, with an approach similar to those outlined above for the United States and Brazil, would allow Chile to aspire to join decision-making circles in more important matters. It would also offer our country the potential to work side by side with the major Western powers that will take part in Ukraine&#8217;s reconstruction. This is within the framework of Chile&#8217;s growing ties with countries such as Germany, through which Chile&#8217;s access to the NATO catalogue of equipment and materiel will be facilitated (InfoDefensa, 2025), clearly demonstrating the benefits for our country of partnering and working closely with important countries.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-chile-y-ucrania-una-cooperacion-con-proposito\">Chile and Ukraine: cooperation with purpose<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Chile has well-established experience in humanitarian demining, as well as specific institutional structures for channelling international cooperation in this field. There are several options for the country to contribute effectively to demining in Ukraine, which can be developed in a complementary manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One option is bilateral technical cooperation with Ukraine. Chile could establish <strong>a direct collaboration programme<\/strong> with the Ukrainian government, focused on <strong>the transfer of knowledge and technical capabilities<\/strong>. This programme could be managed interministerially through the Ministry of Foreign Affairs, via the Chilean Agency for International Development Cooperation (AGCID), which would channel official cooperation, while the Ministry of Defence, through the National Demining Commission (CNAD) and the Undersecretariat for the Armed Forces (SUBSEFFAA), would coordinate the technical contribution. Chile could formally join these efforts, effectively channelling its technical experience, increasing its diplomatic visibility, and reinforcing its image as a country committed to human security. This participation could include <strong>sending instructors to Ukraine or regional centres, integrating experts into technical missions, and collaborating on processes to standardise and validate demining techniques<\/strong>. CNAD would be the technical entity in charge, together with the Ministry of Foreign Affairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Training Ukrainian personnel in Chile is also contemplated. This option would draw on the country&#8217;s experience in humanitarian demining training programs and its international cooperation network. CNAD and SUBSEFFAA could coordinate with Armed Forces training centres to offer courses in demining techniques, training in operations management and team leadership, and best practices in information management and operational safety, as has already been implemented through training courses provided by the Explosive Ordnance Training and Destruction Centre (CEDDEX), which is part of the Army.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, Chile could send demining experts to<strong> provide direct advice in the field<\/strong>, joining international efforts. This approach would make its commitment to human security visible through a concrete contribution. Personnel could come from specialists trained by CNAD, experienced Chilean Army teams, or SUBSEFFAA technicians trained in international cooperation. The deployment should be coordinated with MINREL and MINDEF to ensure consistency with foreign policy and operational capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These alternatives, which can be developed in a complementary manner, <strong>are part of a public policy consistent with Chile&#8217;s record of support for Ukraine since 2014<\/strong>. The comprehensive strategy Chile can implement in humanitarian demining is structured around three pillars: <strong>multilateral participation, strengthening technical training, and specialised diplomacy<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, formalising Chile&#8217;s participation in international programs would not only make it possible to channel its contribution effectively, but also position the country on issues relevant to the global agenda. The Ministry of Foreign Affairs, together with CNAD and SUBSEFFAA, should coordinate this participation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, it is essential to strengthen the national training offering through programs designed specifically for Ukrainian personnel. Drawing on its experience, Chile could establish a continuous training plan with military instruction centres and cooperation agencies, including annual places, a program tailored to the Ukrainian context, and the development of a network of international graduates available to Chilean institutions for deployment to potential future countries where Chile could provide humanitarian demining assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Third, this policy must incorporate a technical diplomacy dimension. Chilean involvement would strengthen its ties with strategic partners and consolidate its image as an ethical and technically capable country in humanitarian causes, projecting leadership on humanitarian issues and, as in Brazil&#8217;s case, enabling access to globally relevant spheres of power and improving Chile&#8217;s international standing.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-desafios-y-limitaciones-del-compromiso-chileno\">Challenges and limitations of Chilean engagement<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It is clear that <strong>the main limitations lie in putting Chilean personnel at risk<\/strong> by sending them to areas of active conflict, with real dangers to their physical safety. This gives rise primarily to <strong>two alternatives<\/strong>: 1) enhance the training of Ukrainian personnel in Chile so that they can carry out demining themselves, through training and technical advice; or 2) deploy Chilean personnel to areas where there is no longer active conflict but which nonetheless have severe contamination from explosive devices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first alternative has already been presented above, so it remains only to reiterate that a sufficient institutional framework already exists to train the Ukrainian personnel who would be responsible for carrying out their own demining.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for the second alternative, regions such as Kyiv and Chernihiv were occupied by Russia at certain points in the war, leaving significant portions of land contaminated with mines. Regions such as these would be ideal places to begin the demining process, as Ukraine has now regained control over these territories, meaning the latent risk is lower and the Russian threat would not be a limitation as it would be in frontline areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The domestic front in Chile<\/strong> could also be seen as a limitation on Chile&#8217;s potential role in the demining process in Ukraine. However, most of Chile&#8217;s political class has shown a strong willingness to cooperate with Ukraine. President Boric, in particular, has on more than one occasion aligned himself with Ukraine and demonstrated Chile&#8217;s interest in participating in the demining process once the war is over (El L\u00edbero, 2024)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, if Chile&#8217;s potential humanitarian assistance to Ukraine is presented as a way to strengthen the country internationally, it could generate greater interest among the political class, which, by pursuing the national interest in a manner similar to Brazil or the United States, could accelerate the delivery of aid to Ukraine.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-conclusiones\">Conclusions<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Humanitarian demining in Ukraine represents not only an urgent need to mitigate the effects of the war, but also a strategic opportunity for Chile to project its foreign policy from an ethical, technical, and diplomatic perspective. With an exemplary record in this field and an already well-established institutional apparatus, Chile is ideally positioned to contribute to this global challenge, joining an international trend in which countries such as Brazil and the United States have used humanitarian demining as a tool for positioning and cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The added value of the Chilean proposal lies in its ability to combine technical experience with international legitimacy. The possibility of training Ukrainian personnel on national territory, participating in multilateral missions, or directly advising in de-occupied areas offers a range of options adaptable to the context of the conflict and to safeguarding the security of national personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, domestic political support, expressed by President Boric and in the diplomatic record of support for Ukraine since 2014, reinforces the feasibility of turning this proposal into a State policy. Such a policy would not only contribute to Ukraine&#8217;s reconstruction, but also position Chile as a global actor with its own voice on humanitarian and international security matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seizing this moment means understanding demining not only as a technical action, but as a vehicle for contemporary diplomacy.
